`Two years ago, I taught an introductory level course on eGovernment. If only I had had this book to draw upon at the time.... I strongly recommend this text to students of eGovernment, whether in universities or the public sector. Each can read the book at a different level and can reap significant gain from the variety of material available. The chapters are well organized, as is the comprehensive index, while academic readers will appreciate the extensive bibliography' - Information Technology for Development Implementing and Managing eGovernment fills an important gap. It provides comprehensive coverage of the e-government issues faced by managers, consultants and other practitioners. Richard Heeks draws on international examples to guide readers through crucial e-government management issues such as the management of strategy and projects; data security; quality; people, money and policies, and dealing with political and ethical challenges. The second part of the book focuses on the implementation of e-government systems. It explores activities such as: feasibility studies, system analysis, system design, construction and marketing. Instructive diagrams, synoptic models and case studies underpin the book's content while class and practitioner assessments will help readers monitor their understanding. Additional material is also available on a companion Website. The relationship between technology and development is explored by economists, policy analysts and other experts. The adoption of technology is studied in five main areas agriculture, energy, infrastructure, the introduction of technology and the success and constraints of technological diffusion as a whole. This volume also examines the technology transfer between North and South from a perspective of training, environmental impact and aid dependency. Inequality and innovation are both rising issues on the international development agenda. Their intersection is inclusive innovation; defined as the inclusion within some aspect of innovation of groups who are currently marginalised. This is a topic of increasing interest and activity. Large firms have been working to deliver innovative goods and services for base-of-the-pyramid consumers: the c.3 billion who live on less than US$2 per day. Within poor communities, an influx of new technology, finance and capabilities has spurred more localised innovation. A variety of different models have been identified by which this activity is organised and implemented, such as inclusive innovation clusters, grassroots innovation, frugal innovation, innovation platforms, and inclusive user-producer interactions. This book explores the operation, conceptualisation and impact of these models, and analyses the nature of inclusive innovation practice and research. It will be of interest to researchers, policy-makers, strategists and other practitioners associated with these new forms of innovation. Mobile phones are close to ubiquitous in developing countries; Internet and broadband access are becoming commonplace. Information and communication technologies (ICTs) thus represent the fastest, broadest and deepest technical change experienced in international development. They now affect every development sector - supporting the work of hundreds of millions of farmers and micro-entrepreneurs; creating millions of ICT-based jobs; assisting healthcare workers and teachers; facilitating political change; impacting climate change; but also linked with digital inequalities and harms - with the pace of change continuously accelerating. Information and Communication Technology for Development (ICT4D) provides the first dedicated textbook to examine and explain these emerging phenomena. It will help students, practitioners, researchers and other readers understand the place of ICTs within development; the ICT-enabled changes already underway; and the key issues and interventions that engage ICT4D practice and strategy. The book has a three-part structure. The first three chapters set out the foundations of ICT4D: the core relation between ICTs and development; the underlying components needed for ICT4D to work; and best practice in implementing ICT4D. Five chapters then analyse key development goals: economic growth, poverty eradication, social development, good governance and environmental sustainability. Each chapter assesses the goal-related impact associated with ICTs and key lessons from real-world cases. The final chapter looks ahead to emerging technologies and emerging models of ICT-enabled development. The book uses extensive in-text diagrams, tables and boxed examples with chapter-end discussion and assignment questions and further reading. Supported by online activities, video links, session outlines and slides, this textbook provides the basis for undergraduate, postgraduate and online learning modules on ICT4D.
