This book is an outcome of the conference on 'The Future of NATO
and Global Security,' in Brussels. It focused on classical issues
of East-West relations, the two-way street in defense procurement,
conventional military security, and nuclear issues-arms, doctrine,
and arms control.
This book is a practical and realistic blueprint for change in the
U.S. government. Using case studies that illustrate central issues
in legislative-executive relations, it dissects key problems
plaguing and often paralyzing the conduct of the government.
Invisible to official statistics and operating outside the reach of
governmental regulation, informal finance markets often prove more
efficient and more fair than their formal counterparts. The authors
of these studies emphasize the diversity and richness of informal
credit markets.
If NATO is to meet the needs of its sixteen members over the next
several decades, it must address issues that go far beyond
deterrence and defense: How can consensus be reached on NATO's
future? How can public perception of the organization be gauged?
How can NATO sustain and bolster worldwide political and economic
support? NATO's interests are no longer limited to Western Europe;
the Gulf has become a critical area, and Japan and other
non-European nations now play a major role in Western security. In
this book, composed of keynote speeches and papers delivered in
Brussels at the conference on "The Future of NATO and Global
Security," a diverse group of distinguished experts and political
leaders from Western Europe, the United States, and Japan analyze
current problems facing the Western Alliance and consider potential
courses of action for the future.
Relations between Congress and the executive branch have always
been an uneasy mixture of mutuality and autonomy, cooperation and
conflict. The U.S. Constitution required that the two branches of
the federal government work in concert, but it also mandated a
separation of powers. Inevitably, this situation has led to a clash
of wills and a contest

A detailed account by the secretary to the festival committee of
the extensive Tercentenary celebrations of Shakespeare's birth held
in Stratford-upon-Avon in 1864. The jubilee, inspired by Garrick's
of 1769, included performances of several of the plays in a
specially built pavilion on the Paddock in Southern Lane. There was
also a banquet, a ball, fireworks, church services, a pageant and
several concerts. Planning was fraught with difficulties and
disagreements such as the committee's refusal to provide the
pageant (organised in the end by the townsfolk) and walked a
financial tightrope. The event nevertheless was a success and paved
the way for the Shakespeare Memorial Theatre, opened in 1879. A
short biography of the playwright, with an assessment of previous
biographies, a topographical narrative of the town and description
of the three previous jubilees held there (especially Garrick's)
provide context and the perspective of the time.

As the relationship between Russia and NATO continues to evolve, it
is becoming more important to develop cooperation and
responsibility sharing, diplomatically, economically, and
militarily. The relationship between the Russian Federation and the
West has continued to evolve since the end of the Cold War. In late
2001, Rand participated in a working group that investigated ways
to increase cooperation between the North Atlantic Treaty
Organization and Russia. The group concluded that Russia should
become more deeply involved, as an equal, in deliberations on both
global and local matters. The goal would be to share
responsibilities, both political and, when necessary, military.
Throughout the history of Arab-Israeli peace negotiations, security
has been the most important-and most challenging-issue for
Palestinians, Israelis, and their neighbors. This study examines
key external security issues regarding the construction of a
Palestinian state. Its proposals include a NATO-led international
peace-enabling force and Israeli-Palestinian confidence-building
measures.
