Traditionally, city governments have played an active role in the administration of public works that were necessary to the economic survival of the community. However, a major element of the new urban infrastructure, advanced telecommunications networks, are developing in such a way that the municipal role in its development is minimal. This book presents new information on the rapidly changing configuration of urban telecommunications. The editors examine important planning data illustrating how major metro areas are dealing with new opportunities in telecommumication. They describe the interplay among current stakeholders in this area: public utility commissions, city planners and service providers, state governments, telecommunications users (especially large businesses), and consumer groups. The book provides case studies of major U.S. cities, one Canadian city, a metropolitan area on the U.S.-Mexican border, as well as smaller cities that have positioned themselves for international economic trade whereby telecommunications will play a major role. The contributors find that cities need to be more involved in understanding how telecommunications systems are changing and in planning how they can best exploit new opportunities afforded by these systems. They contend that while telecommunication may not cause economic development, it seems to be a necessary condition for it. The book offers clear illustrations of the extent to which business users depend on communications. The ability of business and government to bypass the local carrier has important implications for the public network and for cities in their use of telecommunication.
This study assesses the potential that telecommunications advances hold for rural America and is the outcome of the third in a series of policy research projects into issues relating telecommunications policy and economic development undertaken by research teams of faculty and students at the Lyndon Baines Johnson School of Public Affairs and College of Communication, University of Texas at Austin. All three projects have been concerned with telecommunications at two levels: the effects of telecommunications advances on our economy and society and the policy framework that has resulted from divestiture of AT&T. The first project studied state telecommunication policy and resulted in the publication of "Telecommunications Policy and Economic Development: The New State Role" (Praeger, 1989); the second, which dealt with cities and large telecommunications users, produced "The New Urban Infrastructure: Cities and TelecommunicationS" (Praeger, 1990). Telecommunications and rural development has been much more frequently researched in Third World countries than in advanced industrialized ones and this volume represents a significant contribution to the literature on the subject. The findings are divided into four general research areas. Following an introduction, Chapter Two looks at some fascinating telecommunications applications in American rural businesses from Wal-Mart, to traditional rural businesses like the lumber industry, to the opening of new businesses like telemarketing. Chapter Three assesses the use of telecommunication for delivery of public services from the U.S. Department of Agriculture to health care and distance education. Chapter Four asserts that many of the benefits of telecommunications for rural America will only be realized if the small independent or cooperative telephone companies remain healthy and progressive. The substantial contribution to community development, from community revitalization and regional cooperation to infrastructure upgrading, is the focus of Chapter Five. A final chapter offers conclusions. This is required reading for students, scholars, and practitioners in the fields of communications/telecommunications and government.
Wilson examines how economic and political decentralization is affecting the development policymaking environment at the state level. The book first empirically examines the changing economic geography of the country and the specific effects on the economic structure of states. Following this, three case studies are presented. These constitute an investigation of the intergovernmental context of public policymaking and the historical role of state government in development. Economic development and technology policy generally involve targeted assistance to particular elements of the economy. Telecommunications policy represents a regulatory role for states in the most significant infrastructure of the information age. Education and training, long principal responsibilities of state government, represent a form of social infrastructure and are perhaps the most vital for ensuring the long-term viability of a states's economy. Each of these policy areas present different state development roles, and the ability of a state to adapt its policies appropriately will determine--according to this author--its future prosperity. This text will be of interest to scholars, students, and policymakers in regional planning, state and local government, public administration, and public policy.
Written for communications specialists and policy makers, this book is a penetrating examination into the rapidly changing approach of states to telecommunications regulation and planning since the divestiture of AT&T in January, 1984. The editors place particular emphasis on the conjunction between the increasing state role in developing and implementing telecommunications policy and a new interest in economic development on the part of state governments. Following a discussion of the major issues surrounding telecommunications regulation and an exploration of the links between telecommunications and economic development, the experiences of nine states are considered in separate chapters. The contributors also consider telecommunications applications for improving efficiency in state government. The result is a comprehensive look at existing trends in state telecommunications regulation that will be invaluable not only to officials and legislators, but also to students of communications policy. Each of the nine state chapters includes a profile of the state's social and economic makeup, a description of the policy environment, a statement of regulatory policy, and and analysis of the relationship between telecommunications and economic development in that state. A number of chapters also include detailed case studies--among them a study of New York's Teleport, Nebraska's AGNET, and Washington State's 1985 Regulatory Flexibility Act. Based on their in-depth study of the nine states' experiences, the editors argue that states need to become better informed about the changing telecommunications environment and its potenial for improving efficiency in state government. In addition, both planning and regulation must be more related to economic development plans than they are currently in most states. Finally, the editors conclude that traditional state regulation of telecommunications companies is inadequate for establishing policy in this increasingly complex and important area.
Throughout the 1990s public demand for a fundamental shift in the relationship between government and its citizens has intensified. In response, a "new governance" model has emerged, emphasizing decreased federal control in favor of intergovernmental collaboration and increased involvement of state, local, and private agencies. As the authors of this volume show, one of the best examples of "new governance" can be found in the National and State Rural Development Councils (NRDC and SRDC), created in 1990 as the result of President Bush's Rural Development Initiative and now called the Rural Development Partnership. This effort was part of a move within policymaking circles to redefine a rural America that was no longer synonymous with family farming and that required innovative new solutions for economic revival. By 1994 twenty-nine states had created and ten other states were in the process of forming such councils. In this first detailed analysis of the NRDC and SRDCs, the authors examine the successes and failures of the original eight councils in Kansas, Maine, Mississippi, Oregon, South Carolina, South Dakota, Texas, and Washington; as well as eight other councils subsequently created in Iowa, New Mexico, North Carolina, Vermont, New York, North Dakota, Utah, and Wyoming. Combining empirical analysis with current theories about networks and inter-organizational relations, this volume should appeal to academics and practitioners interested in rural development policy, public administration, public policy and management, and intergovernmental relations.
During the five full years of his presidency (1964–1968), Lyndon Johnson initiated a breathtaking array of domestic policies and programs, including such landmarks as the Civil Rights Act, Head Start, Food Stamps, Medicare and Medicaid, the Immigration Reform Act, the Water Quality Act, the Voting Rights Act, Social Security reform, and Fair Housing. These and other “Great Society” programs reformed the federal government, reshaped intergovernmental relations, extended the federal government’s role into new public policy arenas, and redefined federally protected rights of individuals to engage in the public sphere. Indeed, to a remarkable but largely unnoticed degree,Johnson’s domestic agenda continues to shape and influence current debates on major issues such as immigration, health care, higher education funding, voting rights, and clean water, even though many of his specific policies and programs have been modified or, in some cases, dismantled since his presidency. LBJ’s Neglected Legacy examines the domestic policy achievements of one of America’s most effective, albeit controversial, leaders. Leading contributors from the fields of history, public administration, economics, environmental engineering, sociology, and urban planning examine twelve of LBJ’s key domestic accomplishments in the areas of citizenship and immigration, social and economic policy, science and technology, and public management. Their findings illustrate the enduring legacy of Johnson’s determination and skill in taking advantage of overwhelming political support in the early years of his presidency to push through an extremely ambitious and innovative legislative agenda, and emphasize the extraordinary range and extent of LBJ’s influence on American public policy and administration.
Despite rapid metropolitanization throughout the Americas and widespread interest in "megacities," few studies have examined the new governance structures needed to address issues of citizen representation and participation and the public service challenges of population expansion and increasing urban inequalities. To fill that void, Peter K. Spink, Peter M. Ward, Robert H. Wilson, and the other contributors to this volume provide original research and analysis of the principal metropolitan areas in six federalist countries of the Americas-Argentina, Brazil, Canada, Mexico, the United States, and Venezuela. They find that a common feature of metropolitan expansion is the lack of a unified governmental structure. Using a comparative research framework, they examine the forms, functions, legitimacy, and performance of emerging governmental structures. Their cross-national study shows that existing institutional structures and political systems impede collaboration among governments in metropolitan areas. Given both the relatively few successful models at the local level and the disinterest on the part of federal governments, regional governments-states and provinces-seem to provide the most pragmatic bases for constructing metropolitan governments that are capable of efficiently delivering services. Because there is no direct path to achieve such new structures, the authors urge reform at the state and local levels to address the need to work out the politics and management structures that will function best within their own politics.
The transition from authoritarian to democratic government in Brazil unleashed profound changes in government and society that cannot be adequately understood from any single theoretical perspective. The great need, say Graham and Wilson, is a holistic vision of what occurred in Brazil, one that opens political and economic analysis to new vistas. This need is answered in The Political Economy of Brazil, a groundbreaking study of late twentieth-century Brazilian issues from a policy perspective. The book was an outgrowth of a year-long policy research project undertaken jointly by the Lyndon B. Johnson School of Public Affairs and the Teresa Lozano Long Institute of Latin American Studies, both at the University of Texas at Austin. In this book, several noted scholars focus on specific issues central to an understanding of the political and economic choices that were under debate in Brazil. Their findings reveal that for Brazil the break with the past-the authoritarian regime-could not be complete due to economic choices made in the 1960s and 1970s, and also the way in which economic resources committed at that time locked the government into a relatively limited number of options in balancing external and internal pressures. These conclusions will be important for everyone working in Latin American and Third World development.
Governance in the Americas, a multidisciplinary volume, offers important new insights about decentralization, federalism, and democratic change in the three largest federal nations in the Americas: Brazil, Mexico, and the United States. Originating in a major research project conducted by teams in each of the three countries, this study contributes significantly to our understanding of how representative and participatory democracy is being constructed at state and local levels in the recently emerged democracies of Brazil and Mexico, and is being recast and sustained in the United States. The contributors evaluate the performance of subnational governments, as these societies become more genuinely decentralized, and as new actors and managerial routines create and implement public policy. The authors challenge the criticism of "exceptionalism" in the United States, seeking instead to understand the points of convergence and divergence among the three countries as each seeks to improve the effectiveness and public accountability of its policy-making processes. Collaborators include Marta Ferreira Santos Farah, Lawrence S. Graham, Pedro Jacobi, and Allison M. Rowland.
The decentralization of public policy from the federal government to state and local governments offers increased opportunities for ordinary citizens to participate directly in public policymaking. Yet these opportunities may not be equally shared. Due to a variety of factors, low-income citizens have long been denied a meaningful role in the public life and governance of our country. By contrast, the essays in this volume explore how low-income citizens have successfully affected public policy. The book is built around six case studies, all from Texas, that cover education finance and reform, local infrastructure provision, environmental protection, and indigent health care. This research illuminates several issues of national importance, including how communities gain standing and recognition for themselves and their issues, how policy agendas are defined, how communities mobilize technical and institutional resources, and how they form coalitions and alliances to accomplish their goals.
