After a quarter century of almost general condemnation and rebuttal of the entire nationalization experience, it appears that there are second thoughts about governmental direct intervention in the economy. Reappraising State-Owned Enterprise deals with a topic often undervalued in the past decade but which now, with the crisis of 2008-2009, calls for greater attention: the direct intervention of the State as Entrepreneur. The collection of essays in this volume - prepared by some of the leading authorities in the field - offers a contribution to this debate by providing a balanced assessment of two of the most relevant experiences of mixed economies, the United Kingdom and Italy. In this respect, a comparison between these two countries is very much appropriate since in both nations the State played an important role as "Entrepreneur" starting in the early 20th century. In Great Britain and Italy, the heyday of the "State as Entrepreneur" was in the years right after WWII when it was used as a tool for promoting a modern society in which citizens acquired a stronger sense of belonging to their nations. The UK and Italy saw the State take on a too-pervasive role in the 70s; the two nations responded in different ways. In the 1980s Great Britain embarked on a harsh process of privatizations while Italians struggled on until finally submitting to privatizations in their nation in the following decade. The deep crisis of the final years of the 21st century forced both nations to reconsider State interventions as an appropriate tool in order to protect the wellbeing of the national economy.
In this modern study of the causes of nationalization, experts in British industrial history analyze the public ownership debates, and explain how many well-informed and moderate groups came to believe that the public ownership of certain major industries would be economically beneficial. During Attlee's Labour governments of 1945-51, a number of important industries, including coal, electricity, the railways and gas were taken into public ownership, and legislation was passed for the nationalization of the steel industry. It was then argued that nationalization would lead to an improvement in the efficiency of these key sectors, on which the rest of British industry depended for inputs. Today, such a policy would be almost unthinkable. This study examines the historical issues and uses detailed case studies of industries to explore the public ownership debate.

This important new volume provides an economic history for the period 1815-1939 of state/business relations in the major powers: France, Germany, Japan, Russia, UK and the USA. The book challenges the traditional story that the scale of state intervention reflected the degree to which each country was ideologically committed to laissez-faire, and which also tended to assume that governments were interested in economic growth and raising average living standards. Robert Millward gives a rather different perspective, arguing that the scale of state intervention and the differences across countries were motivated more by considerations of external defence and internal unification than by any notions of promoting economic growth or adherence to laissez-faire. This book provides, for the first time, an integrated economic history of these state /business relations in the major powers in the period 1815-1939, and offers a completely new perspective on the links between tariff policies, state enterprise in manufacturing, the treatment of the peasantry, regulation of railways, taxation of the business sector, policies on cartels, trusts and competition.

It examines the role that private and public enterprise have played in the construction and operation of the railways, electricity, gas and water supply, tramways, coal, oil and natural gas industries, telegraph, telephone, computer networks and other modern telecommunications. The book begins with the arrival of the railways in the 1830s, charts the development of arms' length regulation, municipalisation and nationalisation, and ends on the eve of privatisation in the 1980s. Robert Millward argues that the role of ideology, especially in the form of debates about socialism and capitalism, has been exaggerated. Instead the driving forces in changes in economic organisation were economic and technological factors and the book traces their influence in shaping the pattern of regulation and ownership of these key sectors of modern economies.

Britain led the way for much of the world with industrial privatization during the 1980s. Yet the historical origins of the process that was being reversed have rarely been examined. This is a study of public and private ownership in industries such as railways, gas, water, electricity, and telecommunications. Industries such as these rely upon a substanial physical distribution network that `channels' their service from source to destination. They thus raise distinctive problems for government policy, as their requirement for some sort of unified system is incompatible with the coexistence of a number of competing service suppliers. Yet competition has been the traditional guarantee of `fair' and minimum prices in British industrial policy. This tension between experience and ideology provoked a variety of government policies over the last two centuries. Robert Millward and James Foreman-Peck provide a coherent and thorough economic history of the network industries, which continue to play an important role in the British economy. They trace the development of various institutional arrangements from the early nineteenth century until the end of the 1980s, and provide quantitative estimates of their performance. Their book offers a valuable historical approach to the contentious issue of privatization.
