This book examines the evolution of liberal peacebuilding in the Balkans since the mid-1990s. After more than two decades of peacebuilding intervention, widespread popular disappointment by local communities is increasingly visible. Since the early 2010s, difficult conditions have spurred a wave of protest throughout the region. Citizens have variously denounced the political system, political elites, corruption and mismanagement. Rather than re-evaluating their strategy in light of mounting local discontent, international peacebuilding officials have increasingly adopted cynical calculations about stability. This book explains this evolution from the optimism of the mid-1990s to the current state through the analysis of three main phases, moving from the initial 'rise', to a later condition of 'stalemate' and then 'fall' of peacebuilding.
Russia's intervention in the Ukraine, Donald Trump's presidency and instability in the Middle East are just a few of the factors that have brought an end to the immediate post-Cold War belief that a new international order was emerging: one where fear and uncertainty gave way to a thick normative and institutional architecture that diminished the importance of material power. This has raised questions about the instruments we use to understand order in Europe and in international relations. The chapters in this book aim to assess whether foreign policy actors in Europe understand the international system and behave as realists. They ask what drives their behaviour, how they construct material capabilities and to what extent they see material power as the means to ensure survival. They contribute to a critical assessment of realism as a way to understand both Europe's current predicament and the contemporary international system.
The presence of international missions in weak and failing states across the globe confirms that multi-lateral involvement has become a strategic imperative to secure international peace and security. With demands for democratic governance and peaceful coexistence in countries such as Afghanistan and Iraq, the questions and issues addressed in Bosnia take on greater urgency. Focussing on Bosnia after the Dayton Peace Agreement (DPA) in 1995, this book examines the role of the international community in state building and intervention. It makes two arguments that challenge conventional, power-sharing approaches to conflict management based on group representation and elite collusion. First, the author explores the idea that effective intervention requires moving beyond the dichotomy between international imposition of state-building measures and local self-government. When compromise among the former warring parties proves impossible and domestic institutions cannot autonomously guarantee efficient policy-making, the presence of international staff in domestic institutions can guarantee further democratisation and local ownership of the peace process. Second, this book argues that the long-term transformation of conflict requires the active involvement and empowerment of domestic civil society groups. Instead of considering domestic society as a desolate blank slate, international intervention needs to build on local resources and assets, which are available even in the aftermath of a devastating war. Based on extensive field research this book will be of interest to students, scholars and policy makers struggling to understand and improve upon the dynamics of international intervention, and to those with a specific interest in the Balkans.

Stabilization as the New Normal in International Interventions provides the first comprehensive analysis of stabilization, which constitutes the new reference point for international intervention in unruly parts of the Global South. The notion of 'stabilization' and the practice of 'stability operations' experienced a revival over the last decade. The United Nations, the European Union, NATO, as well as most member states of the Organisation for Economic Cooperation and Development have embraced these terms in their foreign policy bureaucracies. The general disillusionment with the achievements of large-scale peacebuilding operations in countries like Afghanistan and Iraq, as well as the failures of the so-called Arab Springs, contributed to the success of this new discourse. Yet, while widely mentioned and endorsed, stabilization is rarely defined. This volume identifies common elements to stabilization doctrines and examines how they are applied in practice. It dissects how stabilization emerged and unfolds, how different actors adopt it and for what purposes, and how it is linked to the broader security and development discourses. Stabilization as the New Normal in International Interventions will be of great interest to scholars of Peacebuilding, International Intervention and International Relations more generally. The chapters were originally published as a special issue of Ethnopolitics.
There are little doubts that Italy has attempted to play a more assertive role in the international arena since the end of the Cold War. During the first forty years of its Republican history, conditioned by both the polarized international context and an antagonistic domestic political system, Italy delegated its main choices in international affairs to external actors, most notably NATO and the European Union. The transition from a bipolar to a unipolar/multipolar world order provided Italy with new opportunities to pursue its political and commercial interests more autonomously, as well as new responsibilities, to actively contribute to solving conflicts and addressing new global threats. At the same time, the collapse of the traditional parties (linked to the fall of the Berlin wall and the Clean Hands enquiries) and the changes of the electoral law (from a proportional representation into a quasi-majoritarian system) generated two heterogeneous coalitions which have regularly alternated in power, but do not always share the same views and approaches-with differences at times of form, and more often of substance. Against this background, Italy in the Post-Cold War Order: Adaptation, Bipartisanship, Visibility, edited by Maurizio Carbone, seeks to explain the evolution of Italy's international action over a twenty-year span (1989 2009). Three central questions are addressed. First, how does Italy adapt to transformations of the international system? Second, how does its ever-changing political system influence Italy's choices in foreign relations? Third, how do domestic structures constrain (or enable) Italy's place on the world stage? To answer these questions, this book consists of two broad parts. The first part sets the context and discusses issues 'horizontally, ' focusing on foreign policy, security and defense policy, development cooperation, and multilateral action. The second part, which takes a 'vertical' approach, discusses Italy's relations with key countries and regions of the world
