For most of US history, most of America's Latino population has lived in nine states-California, Arizona, New Mexico, Colorado, Texas, Illinois, Florida, New Jersey, and New York. It follows that most education research that considered the experiences of Latino families with US schools came from these same states. But in the last 30 years Latinos have been resettling across the US, attending schools, and creating new patterns of inter-ethnic interaction in educational settings. Much of this interaction with this New Latino Diaspora has been initially tentative and improvisational, but too often it has left intact the patterns of lower educational success that have prevailed in the traditional Latino diaspora. Revisiting Education in the New Latino Diaspora is an extensive update, with all new material, of the groundbreaking volume Education in the New Latino Diaspora (Ablex Publishing) that these same editors produced in 2002. This volume consciously includes a number of junior scholars (e.g., C. Allen Lynn, Soria Colomer, Amanda Morales, Rebecca Lowenhaupt, Adam Sawyer) and more established ones (Frances Contreras, Jason Irizarry, Socorro Herrera, Linda Harklau) as it considers empirical cases from Washington State to Georgia, from the Mid-Atlantic to the Great Plains, where rural, suburban, and urban communities start their second or third decades of responding to a previously unprecedented growth in newcomer Latino populations. With excuses of surprise and improvisational strategies less persuasive as Latino newcomer populations become less new, this volume considers the persistence, the anomie, and pragmatism of Latino newcomers on the one hand, with the variously enlightened, paternalistic, dismissive, and xenophobic responses of educators and education systems on the other. With foci as personal as accounts of growing up as an adoptee in a mixed race family and the testimonio of a `successful' undocumented college graduate to the macro scale of examining state-level education policies and with an age range from early childhood education to the university level, this volume insists that the worlds of education research and migration studies can both gain from considering the educational responses in the last two decades to the `newish' Latino presence in the 41 U.S. states that have not long been the home to large, well established Latino populations, but that now enroll 2.5 million Latino students in K-12 alone.
This volume seeks to address select questions drawn from the matrix of the complex issues related to culturally responsive evaluation. We ask, should evaluation be culturally responsive? Is the field heading in the right direction in its attempt to become more culturally responsive? We ask, what is culturally responsive evaluation today and what might it become tomorrow? This edited volume does not promise to deliver answers to all, most, or even many of the complex answers facing the evaluation community regarding the role of culture and cultural context in evaluative theory and practice. This is not a scientific undertaking. We are not ready for concerns with prediction, explanation or control. We are ready for serious explorations, however. Even if the evaluation community cannot articulate the necessary and sufficient conditions for a culturally relevant evaluation it does know several of the desiderata. Our concern and the direction of this volume has been reflections of evaluation theory, history, and practice within the context of culture with illustrative examples.
Racial, ethnic, linguistic, and cultural diversity has become of global importance in places where many never would have imagined. Increasing diversity in the U.S., Europe, Africa, New Zealand, and Asia strongly suggests that a homogeneity-based focus is rapidly becoming an historical artifact. Therefore, culturally responsive evaluation (CRE)should no longer be viewed as a luxury or an option in our work as evaluators. The continued amplification of racial, ethnic, linguistic, and cultural diversity and awareness among the populations of the U.S. and other western nations insists that social science researchers and evaluators inextricably engage culturally responsive approaches in their work. It is unacceptable for most mainstream university evaluation programs, philanthropic agencies, training institutes sponsored by federal agencies, professional associations, and other entities to promote professional evaluation practices that do not attend to CRE. Our global demographics are a reality that can be appropriately described and studied within the context of complexity theory and theory of change (e.g., Stewart, 1991; Battram, 1999). And this perspective requires a distinct shift from "simple" linear cause-effect models and reductionist thinking to include more holistic and culturally responsive approaches. The development of policy that is meaningfully responsive to the needs of traditionally disenfranchised stakeholders and that also optimizes the use of limited resources (human, natural, and financial) is an extremely complex process. Fortunately, we are presently witnessing developments in methods, instruments, and statistical techniques that are mixed methods in their paradigm/designs and likely to be more effective in informing policymaking and decision-making. Culturally responsive evaluation is one such phenomenon that positions itself to be relevant in the context of dynamic international and national settings where policy and program decisions take place. One example of a response to address this dynamic and need is the newly established Center for Culturally Responsive Evaluation and Assessment (CREA) in the College of Education at the University of Illinois at Urbana-Champaign. CREA is an outgrowth of the collective work and commitments of a global community of scholars and practitioners who have contributed chapters to this edited volume. It is an international and interdisciplinary evaluation center that is grounded in the need for designing and conducting evaluations and assessments that embody cognitive, cultural, and interdisciplinary diversity so as to be actively responsive to culturally diverse communities and their aspirations. The Center's purpose is to address questions, issues, theories, and practices related to CRE and culturally responsive educational assessment. Therefore, CREA can serve as a vehicle for our continuing discourse on culture and cultural context in evaluation and also as a point of dissemination for not only the work that is included in this edited volume, but for the subsequent work it will encourage.
This book focuses on race and ethnography, and in particular, it addresses two significant issues. Firstly, leading thinkers and emerging scholars in the field explicate the complicated nature of race intersections, theories, and meanings in educational ethnography. The ethnographic accounts consider schooling, which is then extended to larger educational settings, bound by unique and peculiar histories and locations. By amalgamating this selection of papers into one issue, the book both challenges the effects of educational histories, policies and practices, by interrogating theories and meanings of race, and positions race and racism in ethnography with the hope of presenting new applications and developments in ethnographic methodologies, theories, and practices. The volume then develops the conversation by helping to build scholarship in understanding race meanings, intersections and theories in educational and social sciences. With the escalating attention given to the study of race scholarship in recent years, there is still considerable information that scholars in the field need to know about how ethnographers and ethnography, from diverse comparative and international schools and educational settings, respond to racialized and racist practices, while challenging and developing theories about race and racism in diverse global terrains and locations. This book was originally published as a special issue of Ethnography and Education.

Tackling Wicked Problems in Complex Ecologies is a call to action, focusing on the role that evaluators can play in addressing social and economic problems. Evaluation extends beyond theories and methods, encompassing a range of proven approaches for addressing ecological complexities that drive inequities around the globe. Bringing together leading thinkers and problem-solvers, this collection traverses the range of contexts at the frontiers of the field-from inadequate food supply and housing to unemployment and poverty. Editors Rodney Hopson and Fiona Cram demonstrate the effects of an engaged approach to evaluation, in which three considerations take center stage: its relevance, the relationships it engenders, and the responsibilities it requires.
