Dieses Buch geht der kulturellen Seite dieser Transformation nach. Aus der Perspektive der Akteure werden die kollektiven Selbstbeschreibungen der Verwaltungsbeschaftigten rekonstruiert.
Dies geschieht erstmals auch im Vergleich uber die Zeit. 1992 und 1996 wurden Beschaftigte der Stadtverwaltung Frankfurt (Oder) zu folgenden Themen befragt: Verantwortungsspielraum und Qualifikation, Verhaltnis zu den Burgern, zu den Kollegen und zu den Vorgesetzten. Untersucht wird die Stabilitat von Wahrnehmungs- und Deutungsmustern, mit denen die Befragten sich selbst und ihre Verwaltungswelt beschreiben.

Karsten Rogas forschte u.a. am Wissenschaftszentrum Berlin fur Sozialforschung und an der Freien Universitat Berlin zur ostdeutschen Transformation von offentlichen Verwaltungen, Banken und Sparkassen. Er war Stipendiat der Graduiertenforderung des Landes Brandenburg und promovierte 1998 an der Universitat Potsdam. Heute ist er als wissenschaftlicher Mitarbeiter im Bereich Allgemeine Soziologie der Universitat Potsdam tatig und beschaftigt sich im Rahmen eines Forschungsprojekts der Deutschen Forschungsgemeinschaft mit dem Management offentlicher und privater Betriebe."
