This open access book offers the first in-depth study of the history and current debates surrounding electronic cigarettes comparing the UK, US and Australia. Since their introduction, e-cigarettes have been the subject of much public, media and regulatory attention, with discussion centring on whether these devices encourage or discourage smoking. This study delves into the history of policymaking and institutions in three countries which have taken different approaches to the regulation of e-cigarettes. In the UK, the tradition of harm reduction through nicotine has helped form a response which has endorsed e-cigarettes, though not without considerable controversy. In contrast, the US has a cessation-only anti-tobacco agenda, and Australia has effectively banned e-cigarettes. This book argues that each country frames the long-term use of nicotine differently and prioritises the health of different groups within the population of smokers or non-smokers, set against a broad backdrop of national responses to addiction. By taking this comparative approach, the authors explore the relationship between history, evidence and policy in public health more widely.

Yet for those who are HIV positive, decisions about disclosure of their diagnosis force them to confront intimate, fundamental, and rarely discussed questions about truth, lies, sex, and trust.

Drawing from interviews with over seventy gay men and women, intravenous drug users, sex workers, bisexual men, and heterosexual men and women, the authors provide a detailed portrait of moral, social, and psychological decision making. The interviews convey the complex emotions of love, lust, longing, hope, despair, and fear that shape individual dilemmas about whether to disclose to, deceive, or trust others concerning this disease. In the mid-1980s public health officials in North America, Europe, Japan, and Australia discovered that almost half of the haemophiliac population, as well as tens of thousands of blood transfusion recipients, had been infected with HIV-tainted blood. This book provides a comparative perspective on the political, legal, and social struggles that emerged in response to the HIV contamination of the blood supply of the industrialized world. It describes how eight nations responded to the first signs that AIDS might be transmitted through blood, how early efforts to secure the blood supply faltered, and what measures were ultimately implemented to resolve the contamination. The authors detail the remarkable mobilization of haemophiliacs who challenged the state, the medical establishment, and their own caregivers to seek recompense and justice. In the end, the blood establishments in almost all the advanced industrial nations were shaken. In Canada, the Red Cross was forced to withdraw from blood collection and distribution. In Japan, pharmaceutical firms that manufactured clotting factor agreed to massive compensation -- $500,000 per haemophiliac infected. In France, blood officials went to prison.
