In recent decades there has been an explosion in work in the social and physical sciences describing the similarities between human and nonhuman as well as human and non-animal thinking. This work has explicitly decentered the brain as the sole, self-contained space of thought, and it has found thinking to be an activity that operates not only across bodies but also across bodily or cellular membranes, as well as multifaceted organic and inorganic environments. For example, researchers have looked at the replication and spread of slime molds (playfully asking what would happen if they colonized the earth) to suggest that they exhibit 'smart behavior' in the way they move as a potential way of considering the spread of disease across the globe. Other scholars have applied this model of non-human thought to the reach of data mining and global surveillance. In The Biopolitics of Alphabets and Embryos, Ruth Miller argues that these types of phenomena are also useful models for thinking about the growth, reproduction, and spread of political thought and democratic processes. Giving slime, data and unbounded entities their political dues, Miller stresses their thinking power and political significance and thus challenges the anthropocentrism of mainstream democratic theories. Miller emphasizes the non-human as highly organized, systemic and productive of democratic growth and replication. She examines developments such as global surveillance, embryonic stem cell research, and cloning, which have been characterized as threats to the privacy, dignity, and integrity of the rational, maximizing and freedom-loving democratic citizen. By shifting her level of analysis from the politics of self-determining subjects to the realm of material environments and information systems, Miller asks what might happen if these alternative, nonhuman thought processes become the normative thought processes of democratic engagement.

Ruth A. Miller demonstrates the potential of taking nonhuman linguistic activity--such as the running of machine code--as an analytical model. Via a lively discussion of 19th-century pro- and antisuffragists, Miller tells a new computational story in which language becomes a thing that executes physically or mechanically through systems, networks, and environments, rather than a form for human recognition or representation. Language might be better understood as something that operates but never communicates, that sorts, stores, or reproduces information but never transmits meaning. Miller makes a compelling case that the work that speech has historically done is in need of reevaluation. She severs the link between language and human as well as nonhuman agency, between speech acts and embodiment, and she demonstrates that current theories of electoral politics have missed a key issue: the nonhuman, informational character of threatening linguistic activity. Taking natural disaster as the political and legal norm is
uncommon. Taking a person who has become unstable and irrational
during a disaster as the starting point for legal analysis is
equally uncommon. Nonetheless, in "Law in Crisis" Ruth Miller makes
the unsettling case that the law demands an ecstatic subject and
that natural disaster is the endpoint to law. Developing an
idiosyncratic but compelling new theory of legal and political
existence, Miller challenges existing arguments that, whether
valedictory or critical, have posited the rational, bounded self as
the normative subject of law.
Biopolitics and posthumanism have been passe theories in the academy for a while now, standing on the unfashionable side of the fault line between biology and liberal thought. These days, if people invoke them, they do so a bit apologetically. But, as Ruth Miller argues, we should not be so quick to relegate these terms to the scholarly dustbin. This is because they can help to explain an increasingly important (and contested) influence in modern democratic politicsthat of nostalgia. Nostalgia is another somewhat embarrassing concept for the academy. It is that wistful sense of longing for an imaginary and unitary past that leads to an impossible future. And, moreover for this book, it is ordinarily considered bad for democracy. But, again, Miller says, not so fast. As she argues in this book, nostalgia is the mode of engagement with the world that allows thought and life to coexist, productively, within democratic politics. Miller demonstrates her theory by looking at nostalgia as a nonhuman mode of thought, embedded in biopolitical reproduction. To put this another way, she looks at mass democracy as a classically nonhuman affair and nostalgic, nonhuman reproduction as the political activity that makes this democracy happen. To illustrate, Miller draws on the politics surrounding embryos and the modernization of the Turkish alphabet. Situating this argument in feminist theories of biopolitics, this unusual and erudite book demonstrates that nostalgia is not as detrimental to democratic engagement as scholars have claimed.
