As the world entered the twenty-first century, global skill shortages in many occupations were evident throughout the world. While these were mitigated by a global recession, there is no generally agreed upon method for measuring these shortages. This book discusses various theories for measurement. Using data collected from 19 developed countries in North and Latin America, Europe, and the Pacific region, the authors explore various aspects of skilled labor shortages, develop a methodology of measuring shortages by occupation, and provide estimates of the likelihood of the occurrence of such shortages. They develop labor market indicators which measure the degree of shortage or surplus in different occupations. The study covers as many as 49 occupational groups, although the number varies by country. The indicators are compared to anecdotal reports about shortages in the countries studied as well as correlated with various economic, political and institutional indicators. Some occupations such as CEO's, health professionals and computer scientists were common across many countries studied and part of a global shortage. Scholars, government officials, students and corporate and union representatives concerned with employment, labor and training policies and issues will find the data and analysis in this book a valuable addition to their knowledge.

Zygmunt Zawirski (1882-1948), an eminent and original Polish philosopher, belonged to the Lwow-Warsaw School (LWS) which left an indelible trace in logic, semiotics and philosophy of science. LWS was founded in 1895 by K. Twardowski, a disciple of Brentano, in the spirit of clarity, realism and analytic philosophy. LWS was more than 25 years older than the Vienna Circle (VC). This belies, inter alia, the not infrequently repeated statement that LWS was one of the many centres initiated by VC. The achievements of LWS in logic are well recognized, while those relating to philosophy of science are almost unknown. It is in order to fill this gap that some fragments of Zawirski's papers are presented, dealing mainly with causality, determinism, indeterminism and philosophical implications of relativity and quantum mechanics. His magnum opus "L'Evolution de la Notion du Temps" (Eugenio Rignano Prize, 1933) is devoted to time. Zawirski took into account all the issues which are at present widely discussed. The real value of these achievements can be understood better today than by his contemporaries. This text is suitable for all those interested in philosophy of science and philosophy, and history of ideas.

The relations between science and philosophy in the early nineteenth century remain one of the most misunderstood topics in modern European intellectual history. This volume contains the English translation of Felix Kaufmann's (1895-1945) main work Methodenlehre der Sozialwissenschaften (1936). In this book, Kaufmann develops a general theory of knowledge of the social sciences in his role as a cross-border commuter between Husserl's phenomenology, Kelsen's pure theory of law and the logical positivism of the Vienna Circle. This multilayered inquiry connects the value-oriented reflections of a general philosophy of science with the specificity of the methods and theories of the social sciences, as opposed to abstract natural science and psychology. The core focus of the study is the attempt to elucidate how and under what conditions scientific knowledge about social facts, empirically justified and theoretically embedded, can be obtained. The empirical basis of knowledge within the social sciences forms a phenomenological concept of experience. According to Kaufmann, this concept of experience exhibits a complex structure. Within the meaning-interpretation of human action as the core of knowledge in the social sciences, this structure reaches out across the isolated act of verification toward the synthesis of external and internal experiences. The book opens with a detailed and useful introduction by Ingeborg K. This book deals with the difficulty democracies face in conducting asymmetric warfare in highly populated areas without violating international humanitarian law. On numerous occasions, democratic nations have been singled out by human rights NGOs for the brutality of their modus operandi, for their inadequate attention to the protection of civilian populations, or for acts of abuse or torture on prisoners. Why do they perpetrate these violations? Do they do so intentionally or unintentionally? Can democracies combat irregular armed groups without violating international law? When their population is under threat, do they behave as non-democracies would? Does this type of war inevitably produce war crimes on a more or less massive scale?
The splendid achievements of Japanese mathematics and natural sciences during the second half of our 20th century have been a revival, a Renaissance, of the practical sciences developed along with the turn toward Western thinking in the late 19th century. The equally admirable results of Japanese philosophers (and historians) of science in our time followed upon a period less congenial to Western interests in the philosophical questions linked to modern science; and this reluctance to confront the epistemology, not even the humane significance, of the sciences went along with devotion to other Western trends. Thus, with the 'new' Japan of the Meiji restoration of 1868, and the early introduction of Western philosophy in the subsequent decade by Nishi Amane, a period of intellectual attraction to utilitarian, positivist, evolutionary, even materialist outlooks was soon replaced by devotion to scholarly work on Kant and Hegel, on ethical and general philosophical idealism. These studies often could emulate the critical spirit (the philosopher Onishe Hajime, praised for his own critical independence, was known as the Japanese Kant) but the neo Kantian and neo-Hegelian developments were not much affected by either empirical sciences or theoretical speculations about Nature. The pre-eminent philosopher of Japan ofthe first half of our century was Nishida Kitaro, with a pioneering treatise A Study of the Good, who, with his leading student Tanabe Hajime, formed the 'Kyoto School' of pre-war philosophy."

This book is devoted to Israel's asymmetric wars, those conducted against irregular armed groups that have attacked it. It seeks to understand the Israeli strategy in the fight against terrorists acting under the guise of civilians or using the population as human shields. The army has implemented a loosely devised, if not simplistic, doctrine of "disproportionate response" since Israel's founding. The results have been mediocre, nearly always leading to the death of innocent Arab civilians and exacerbating anti-Israeli sentiment. Each time it has led to an escalation that is difficult to control and thrown the entire country into an increasingly inextricable situation. Practically every time it has made Israel, the aggressed party, look like the aggressor. What explains such perseverance? This research is based on vast documentation collected in Israel as well as on more than 60 in-depth interviews with officers and simple soldiers, senior counterterrorism officials, politicians, journalists and NGOs.
The various efforts to develop a Marxist philosophy of science in the one time 'socialist' countries were casualties of the Cold War. Even those who were in no way Marxists, and those who were undogmatic in their Marxisms, now confront a new world. All the more harsh is it for those who worked within the framework imposed upon professional philosophy by the official ideology. Here in this book, we are concerned with some 31 colleagues from the late German Democratic Republic, representative in their scholarship of the achievements of a curiously creative while dismayingly repressive period. The literature published in the GDR was blossoming, certainly in the final decade, but it developed within a totalitarian regime where personal careers either advanced or faltered through the private protection or denunciation of mentors. We will never know how many good minds did not enter the field of philosophy in the first place due to their prudent judgments that there was a virtual requirement that the candidate join the Socialist Unity (i.e. Communist) Party. Among those who started careers and were sidetracked, the record is now beginning to be revealed; and for the rest, the price of 'doing philosophy' was mostly silence in the face of harassments the likes of which make academic politics in the West seem child's play."
Boris Kuznetsov was a scientist among humanists, a philosopher among scientists, a historian for those who look to the future, an optimist in an age of sadness. He was steeped in classical European culture, from earliest times to the latest avant-garde, and he roamed through the ages, an inveterate time-traveller, chatting and arguing with Aristotle and Descartes, Heine and Dante, among many others. Kuznetsov was also, in his intelligent and thoughtful way, a Marxist scholar and a practical engineer, a patriotic Russian Jew of the first sixty years of the Soviet Union. Above all he meditated upon the revolutionary developments of the natural sciences, throughout history to be sure but particularly in his own time, the time of what he called 'non-classical science', and of his beloved and noblest hero, Albert Einstein. Kuznetsov was born in Dnepropetrovsk on October 5, 1903 (then Yekaterinoslav). By early years he had begun to teach, first in 1921 at an institute of mining engineering and then at other technological institutions. By 1933 he had received a scientific post within the Academy of Science of the U. S. S. R. , and then at the end of the Second World War he joined several colleagues at the new Institute of the History of Science and Technology. For more than 40 years he worked there until his death two years ago.
These two volumes form a full portrait of Hans Reichenbach, from the school boy and university student to the maturing and creative scholar, who was as well an immensely devoted teacher and a gifted popular writer and speaker on science and philosophy. We selected the articles for several reasons. Many of them have not pre viously been available in English; many are out of print, either in English or in German; some, especially the early ones, have been little known, and deal with subject-matters other than philosophy of science. The genesis and evolu tion of Reichenbach's ideas appeared to be of deep interest, and so we in cluded papers from four decades, despite occasional redundancy. We were, for example, pleased to include his extensive review article from the encyclo pedic Handbuch der Physik of 1929 on 'The Aims and Methods of Physical Knowledge', written at a time of creative collaboration between Reichenbach's Berlin group and the Vienna Circle of Schlick and Carnap. Reichenbach was a pioneer, opening new pathways to the solution of age-old problems in many fields: space, time, causality, induction and probability - philosophical analysis and interpretation of classical physics, relativity and quantum physics - logic, language, ethics, scientific explanation and methodology, critical appreciation and reconstruction of past metaphysical thinkers and scientists from Plato to Leibniz and Kant. Indeed, his own philosophical journey was initiated by his passage from Kant to anti-Kant."
Here, for the first time, is a single volume in English that contains all the important historical essays Edgar Zilsel (1891-1944) published during WWII on the emergence of modern science. It also contains one previously unpublished essay and an extended version of an essay published earlier. This volume is unique in its well-articulated social perspective on the origins of modern science and is of major interest to students in early modern social history/history of science, professional philosophers, historians, and sociologists of science.
The articles in this collection were all selected from the first five volumes of the Journal of Dialectics of Nature published by the Chinese Academy of Sciences between 1979 and 1985. The Journal was established in 1979 as a comprehensive theoretical publication concerning the history, philosophy and sociology of the natural sciences. It began publication as a response to China's reform, particularly the policy of opening to the outside world. Chinese scholars began to undertake distinctive, original research in these fields. This collection provides a cross-section of their efforts during the initial phase. To enable western scholars to understand the historical process of this change in Chinese academics, Yu Guangyuan's On the Emancipation of the Mind' and Xu Liangying's Essay on the Role of Science and Democracy in Society' have been included in this collection. Three of the papers included on the philosophy of science are discussions of philosophical issues in cosmology and biology by scientists themselves. The remaining four are written by philosophers of science and discuss information and cognition, homeostasis and Chinese traditional medicine, the I Ching (Yi Jing) and mathematics, etc. Papers have been selected on the history of both classical and modern science and technology, the most distinctive of which are macro-comparisons of the development of science in China and the west. Some papers discuss the issue of the demarcation of periods in the history of science, the history of ancient Chinese mathematics, astronomy, metallurgy, machinery, medicine, etc. Others discuss the history of modern physics and biology, the history of historiography of science in China and thehistory of regional development of Chinese science and technology. Also included are biographies of three post-eighteenth-century Chinese scholars, Li Shanlan (1811-1882), Hua Hengfang (1833&endash;1902), and Cai Yuanpei (1868&endash;1940), who contributed greatly to the introduction of western science and scholarship to China. In addition, three short papers have been included introducing the interactions between Chinese scholars and three great western scientists, Niels Bohr, Norbert Wiener, and Robert A. Millikan. |
