Airpower for Strategic Effect is intended to contribute to the
understanding of airpower-what it is, what it does, why it does it,
and what the consequences are. This is the plot: airpower generates
strategic effect. Airpower's product is strategic effect on the
course of strategic history. Everything about military airpower is
instrumental to the purpose of securing strategic effect.
Gray presents an inventive treatise on the nature of strategy,
war, and peace, organized around forty maxims. This collection of
mini-essays will forearm politicians, soldiers, and the attentive
general public against many--probably most--fallacies that abound
in contemporary debates about war, peace, and security. While one
can never guarantee strategic success, which depends on policy,
military prowess, and the quality of the dialogue between the two,
a strategic education led by the judgments in these maxims
increases the chances that one's errors will be small rather than
catastrophic.
The maxims are grouped according to five clusters. War and Peace
tackles the larger issues of strategic history that drive the
demand for the services of strategic thought and practice. Strategy
presses further, into the realm of strategic behavior, and serves
as a bridge between the political focus of part one and the
military concerns that follow. In Military Power and Warfare turns
to the pragmatic business of military performance: operations,
tactics, and logistics. Part four, Security and Insecurity examines
why strategy is important, including a discussion of the nature,
dynamic character, and functioning of world politics. Finally,
History and the Future is meant to help strategists better
understand the processes of historical change.
Although Klaus Rifbjerg's output is prodigious--including more than
25 novels and 15 volumes of poetry--only two works, a volume of
selected poems and one novel are thus far available in English.
Charlotte Gray has provided a comprehensive introduction to the
works of this versatile man of letters, who enjoys a reputation not
only as a novelist and poet but as a critic, playwright,
journalist, and editor. She discusses Rifbjerg's place both in the
contemporary Danish literary scene and in modern letters. Offering
a thorough analysis of each work, she traces Rifbjerg's development
chronologically and in terms of his contributions to various
genres--particularly modernist poetry and psychological

This collection of essays examines Zambia's efforts to promote
economic reform during the 1990s. Following the restoration of
democratic rule, the Government of Zambia adopted an ambitious
program designed to stabilize the economy and lay the foundation
for sustained growth and development. These essays describe the
adjustment program, highlighting the attempts to reform the budget,
the tax system, the financial system, agriculture and mining, and
to create the human capacity to sustain the reforms. Major
improvements in economic performance occurred from 1992 to 1995.
After that, however, economic performance deteriorated as a result
of the Government's selective abandonment of key elements of the
reform program and the emergence of major governance problems. In
response to international pressure, by 2001 the Government
completed the sale of the copper mines and qualified for
large-scale debt relief. The long delays involved seriously
undermined economic performance. The volume concludes that for
economic reform to succeed in Zambia, the Government should scale
back its development agenda to match its financial and human
capacities, reduce dependence on foreign aid, adopt and maintain
prudent macroeconomic policies, and support the expansion of both
mining and agriculture.
The central controversy running through this book is whether Mrs
Thatcher's famous "green" speeches of 1988 marked a fundamental
shift by the Conservative Government towards environmentalism, or
whether they were merely political rhetoric, designed to rule out a
temporary surge of popular support for the Green party. The
conclusion arrived at is mixed: in some policy areas a definite
shift has occurred, but in others it is "business as usual".
This study is one of the rare contributions to the very small
library of genuine strategic studies. Strategy here covers all
military activity. The broad purpose is to show how strategy works,
using air power and special operations as substantial case studies,
but also addressing sea power, nuclear deterrence, and information
warfare. Although this book says interesting things about the

Black Audiences examines what watching while Black means in an
expanded U.S. televisual landscape. In this updated edition, media
scholars return to television and digital spaces to think anew
about what engages and captures Black audiences and users and why

with a changing television industry that has exploded and included
Black audiences as a new and central target of its visioning. The

protected areas (MPA), and in particular they compare two different
forms of governance - co-management (CM) and adaptive co-management
(ACM). CM is characterized by the decentralization of the
decision-making process, incorporating the governed as well as the
government. ACM is characterized by the dynamic process whereby
co-management decision-making is made continuously responsive to
the changing ecological and socio-economic circumstances of the
MPA. The authors carry out a comprehensive critical analysis of CM
and ACM before applying these concepts to the case study of the
Cayos Cochinos Marine Protected Area off Honduras to assess two
successive management cycles, 2004-9 and 2008-13. The area was
designated as an MPA in 1993, a governmental decision which was met
with resentment by local communities. CM was introduced in 2004 to
involve these local stakeholders in the decision-making process,
but achieved limited success. In an attempt to deal with these
deficiencies, ACM was adopted in the second management plan in
2008, but whereas the position of the local communities improved,
it tipped the scales too far away from conservation. A third
management plan is currently being prepared that promises to strike
a better balance between ecological and socio-economic objectives.
A central theme of the book is to examine how far the CCMPA adhered
to the principles of CM and ACM respectively in its first two
management plans.
