This book conceives federalism not as a static institutional architecture, but as a dynamic formation always in flux. This may entail processes of federalization, but in some cases also lead to de-federalization. It looks at emerging federal structures worldwide and analyses federal structures: their emergence, operation and categorization. The contributors highlight that the "emergence" of these federal structures has multiple facets, from the recognition of ethnic diversity to the use of federalism as a tool of conflict resolution. Identifying and categorizing processes of federalization and defederalization in a variety of cases, the book provides much needed empirical and theoretical discussion on emerging federal structures and the changing nature of federalism in the post-Cold War era.
The book offers new insights into how ethnicity, language and regional-local identity interact within the context of Ukrainian political reform, and indicates how these reforms affect social cohesion among ethno-cultural groups. While the individual chapters each focus on one or a few facets of the overall research question, together they draw a nuanced picture of the multifaceted challenges to creating and consolidating social cohesion in a nationalizing state. The concept integrates various disciplines, including political science, international relations, law, and sociology. Correspondingly, the contributions are based on various methodological approaches, ranging from legal analysis over media discourse analysis, individual and focus group interviews to analysis of data from a representative population survey. The findings of the in-depth study are discussed within the broader context of comparative research on diversity management and social cohesion in fragmented societies.
This book investigates the emergence and working of governance networks in contemporary Russia. Drawing on a case study design, it provides a novel comparison of seven policy issues each investigated across various Russian regions or over time. Its authors reveal that governance networks are a ubiquitous phenomenon emerging in different regime types. It sheds light on how and why state authorities interact with non-state actors and unravels various types, functions and flavours of governance networks in Russia. By precisely tracing how state authorities govern networks under the terms of a hybrid regime, special emphasis is placed on the analysis of 'meta-governance' tools. Moreover, the book allows for theorising on governance in an increasingly authoritarian regime and thus can also be read as a unique contribution to research on governance theory in general. Creating a clear analytical framework it reflects the richness of governance theory and offers fresh perspectives on the nature of hybrid and 'new' authoritarian regimes. This original work will appeal to students and scholars of Russian Studies, public policy, political science, sociology, and public administration.

Different from reform attempts in other federal countries, the German reform was split up in three distinct steps: an adjustment of legislative powers between the federal and the state level, followed by the introduction of the 'debt brake'; and, finally, the reform of fiscal equalization. Against the background of this sequential reform, this book not only discusses the effects of single reform steps, but also examines the results and inconsistencies of the overall reform process and reconsiders its cumulated effects. The contributions collected in this volume cover a broad range of reform aspects, among them historical aspects, the role of party politics, changes in the legislative process, and the resurgence of joint decision-making. All chapters contribute to the theoretical framework which sheds a fresh view on the dynamics of federalism reforms. The chapters originally published in a special issue of Regional and Federal Studies.

Der Band befasst sich mit der Fragestellung, ob der Foederalismus in Deutschland in seiner jetzigen Form noch den Herausforderungen der Zukunft gewachsen ist, oder ob es weiterer, auch das Grundgesetz betreffender Reformen bedarf. Aufbauend auf einer Ruckschau, die die einschneidenden Entwicklungen im deutschen Bundesstaat insbesondere vor dem Hintergrund bedeutender Grundgesetzreformen wurdigt, folgt eine Bestandsaufnahme des aktuellen Zustands in den Bereichen Bildung, Innere Sicherheit und Integrationspolitik. Hierbei werden einerseits das Ausmass an Wandel und Konstanz des deutschen Foederalismus ermittelt. Andererseits werden seine Leistungs- und Zukunftsfahigkeit sowie moegliche Reformbedarfe in international vergleichender Perspektive durch eine Analyse alternativer Foederalismusmodelle diskutiert.
Im vorliegenden Band werden quantitative und qualitative Perspektiven sowie aktuelle Forschungsfragen der vergleichenden Politikwissenschaft zusammengefuhrt und anhand verschiedener Anwendungsfalle diskutiert.
Die vorliegende Studie wurde im Juli 2000 von den Philosophischen Fakultaten I und II und von der Erziehungswissenschaftlichen Fakultat der Friedrich-Alexander-Universitat Erlangen-Nurnberg als Habilitationsschrift angenommen. Mein Dank gilt all jenen, die mich wahrend der Entstehung der Arbeit auf ganz unter- schiedliche Weise unterstutzt haben. Dies gilt zuallererst den Gutachtern der Arbeit, Herrn Prof. Dr. Roland Sturm, Herrn Prof. Dr. Jurgen Gebhardt und Herrn Prof. Dr. Wolfgang Rudzio. Daneben danke ich meinen Interviewpartnern, die sich trotz ihres knappen Zeitbudgets oft stundenlang meinen Fragen stellten, ebenso den Mitarbeitern in den Landtagsverwaltungen und Staatskanzleien, die mir den Zugang zu unverzichtbaren Materialien ermoeglichten. Ohne die Bereitschaft der Koalitionsakteure und der Vertreter der Oppositionsfraktionen in den untersuchten Landtagen, mir Einblicke in die informel- len Ablaufe des Koalitionsmanagements zu gewahren, waren die Fallstudien -und damit die Studie insgesamt -nicht durchfuhrbar gewesen. Gegenstand und Aufbau der Studie Koalitionen werden gern als Ehen auf Zeit, als Zweckehen, als Zwangsehen gar tituliert. Im besten Fall, dies deuten solche Umschreibungen an, gehen die Partner in solchen Gemeinschaften rucksichtsvoll miteinander um. Eine Liebesheirat jedoch sagt man Parteien nur in den seltensten Fallen nach; auch Scheidungen werden zuweilen in Kauf genommen. Den Vorteilen des gemeinsamen Zusammenlebens zuliebe, ordnen die Partner ihre Bedurfnisse und individuellen Interessen zwar bis zu einem gewissen Grad der politischen Lebensgemeinschaft unter. Lieber aber wurden sie alleine leben und Alltagsentscheidungen ohne Mitsprache ihres Partners treffen.
Politische Entscheidungen koennen im politischen System der Bundesrepublik Deutschland nicht von Parlamentsmehrheit und Regierung alleine getroffen werden, sondern werden durch vielfaltige Abstimmungszwange und Vetomoeglichkeiten der Bundeslander beschrankt. Dieses Studienbuch fuhrt systematisch in die Grundlagen des kooperativen Foederalismus ein und analysiert umfassend alle Bereiche der Politikverflechtung in Deutschland und ihre Europaisierung im Zuge der europaischen Integration.
