Bootlegging truck driver The Bandit (Reynolds) bets a Texan millionaire (Pat McCormick) that he can smuggle a consignment of prohibited beer across state lines from Texas to Atlanta in just over a day. reprisal from Ursula's sister Morgana (voice of Carroll) means that
they must keep the girl in the dark about her mermaid heritage.

of the sea soon find her playing into the evil Morgana's hands. To
set things right, Ariel must team up with her old chums Sebastian
