This year NEW2AN features signi?cant contributions to various aspects of networking. The topics presented encompass several layers of communication networks: from the physical layer to transport protocols. In particular, issues of QoS in wireless and IP-based multi-service networks are dealt with. Cross-layer optimization and tra?c characterization are also addressed within the program. It is also worth mentioning the emphasis on wireless networks, including, but not limited to, cellular networks, wireless local area networks, personal area networks, mobile ad hoc networks, and sensor networks. The NEW2AN 2008 call for papers attracted 60 papers from 19 countries, resulting in an acceptance ratio of 35%. With the help of the excellent Technical Program Committee and a number of associated reviewers, the best 21 hi- quality papers were selected for publication. The conference was organized in 7 single-track sessions. We wish to thank the Technical Program Committee members of each of the conferences and the associated reviewers for their hard work and important contribution to the conference.
