Die politischen, wirtschaftlichen und gesellschaftlichen Beziehungen zwi- schen den Uindem Europas sind in den vergangenen Jahren irnmer enger ge- worden. Die Menschen sind sieh dieser Verflochtenheit auch bewuJ3t. Der Bedarf an verliilllichen Informationen liber die Lander Europas wachst. Die Nachfrage von Firmen und BehOrden, von Regierungen und Biirgem, von Lehrenden und Studierenden nach "europaischem" Wissen nirnmt zu. Ihnen geht es nieht nur urn statistische Daten. Gefragt sind Zusarnmenhange, Ursa- chen und Entwieklungstendenzen, typische Probleme und Problemlosungen, zugleich allgemeinverstandlich formuliert und wissenschaftlich fundiert dar- geboten. Diesem Verlangen will der vorliegende Band entsprechen. Seine Entstehung geht auf den 26. KongreB der Deutschen Gesellsehaft fUr Soziologie zuruck. Er trug den Titel "Lebensverhaltnisse und soziale Kon- flikte im neuen Europa" und fand im Jahre 1992 in Dlisseldorf statt. Dort stellte sich bald heraus, daB weder Fachleute noch die interessierte Offent- lichkeit liber wichtige Gesellschaftsstrukturen europaischer Lander genligend Bescheid wuJ3ten. Es gab einfach keine zufriedenstellende, urnfassende In- formationsquelle zum europaisehen Gesellschaftsvergleieh. Damals beschlos- sen wir, einen Band zu erstellen, der, jenseits des Computerkellers und dies- seits des Feuilletons" einen soliden soziologischen Uberblick liber Gemein- samkeiten und Unterschiede der westeuropiiischen Gesellschaften verschaffen sollte. Der Kreis der einbezogenen Lander sollte sieh im wesentlichen auf die Gesellsehaften der Europaischen Union erstreeken. Das sehloB nieht aus, no- tigenfalls Vergleiche liber die EU hinaus nach den USA, naeh Japan oder nach Mittel-Osteuropa anzustellen, sich andererseits auf typische Lander der EU zu konzentrieren. Notig waren diese Informationen zweifellos.

In dieser Arbeit werden Zusammenhange und Folgewirkungen historischer Verlinderungen in langen Zeitraumen untersucht, insbesondere die Folge wirkungen, die sie im politischen Raum haben. Der Grundgedanke ist ein fach: Wenn soziales Verhalten von bestimmten Bedingungen beeinfluBt ist und wenn, vom Standpunkt des Handelnden, ein Teil dieser Bedingungen nicht beeinfluBbar ist, ware es nfitzlich, die historische Genese dieses Teils der Handlungsbedingungen zu analysieren. Leider werden in der Regel diese beiden Themenstrange in den Sozial wissenschaften getrennt untersucht. Einmal gibt es Theorien, die sich mit sozialen Verhaltensweisen in bestimmten Kontexten beschaftigen, und zum anderen solche, die langfristige soziale Wandlungsprozesse im Auge haben. Ein Grund dafiir mag sein, daB - wahrend Theorien der ersten Art progno stisch und systematisch einen hohen Standard erreicht haben - Theorien, die gesamtgesellschaftliche Entwicklung tiber lange Zeitriiume hinweg verfol gen und beschreiben, oft wenig systematisiert sind. Dies scheint angesichts der mit geschichtlichen Entwicklungen verbundenen Unwligbarkeiten auch nicht heilbar zu sein. Ich mOchte demgegenfiber zeigen, daB entwicklungstheoretische Frage stellungen mit den fiblichen Methoden der empirischen Sozialforschung be arbeitet werden konnen, daB historische Makrostrukturen operationalisierbar sind und auf Zusammenhange getestet werden konnen. Ein solcher Beweis kann in meinen Augen jedoch nur im praktischen Vollzug angetreten wer den. Deshalb folgt dem theoretisch-analytischen Tell fiber das Verhliltnis der beiden oben erwlihnten Theoriestrange - oder, wie ich sie nennen werde: der Bereichs- und der Entwicklungstheorien - ein empirischer Teil, in dem die konzeptuellen Ergebnisse forschungspraktisch angewandt werden."

American-German relations are in transition. A number of explanations have been given for this fact: some focusing on the personalities of politicians, some on political and attitudinal disparities, still others pointing to disagreements about foreign policy objectives since the end of the Cold War and 9/11.
