Die vorliegende Arbeit entstand wahrend meiner Tatigkeit am Zentrum fur Euro- paische Wirtschaftsforschung GmbH (ZEW) in Mannheim. Es handelt sich hierbei um eine uberarbeitete Version meiner Doktorarbeit, die im Februar 2000 vom Fachbereich Wirtschaftswissenschaften der Universitat Osnabruck als Dissertati- onsschrift angenommen wurde.
