Seven to one was inspired shortly after the events of '911'. Having worked for an airline at a major airport I had to wonder what possible terrorist events could possibly have happened to my airline and fellow co-workers. Our government was still in the early stages of trying to prevent other '911's. The element of surprise by terrorist groups may have been lessened; however, their ability to carry out small scale attacks against the U.S. was still very possible.
