How can we understand long-term change in world politics better? Based on readings of thinkers as diverse as Habermas, Foucault and Luhmann, the contributors to this volume propose a framework for understanding such change in terms of social evolution. They show that processes of social learning and unlearning are key to understanding the long-term historical evolution of complex societies, and propose to approach these with the core concepts of autonomization, hierarchical complexity, and co-evolution. In the recent past a marked increase of the damages caused by natural hazard processes has been documented, for example by the Munich Re-Insurance. On a regional scale, a similar development can be observed in mountain regions such as the Alps, where it is particularly a rise in flood events that has caused the maximum amount of economic damage. Three major aspects may help to explain this phenomenon: The changing frequency-magnitude relationship of the natural hazard processes, the multiplication of the damage potential due to the socio-economic change, and the non-adequate way of coping with the changing risk by the official authorities. As a consequence, this book tries to address key questions related to these developments and to give answers to these problems. Question 1: How can the strategies for coping with the rise in extreme flooding be improved? Question 2: How can the damage potential and other socio-economic aspects be quantified? Scientific Computation with Result Verification has been a persevering research topic at the Institute for Applied Mathematics of Karlsruhe University for many years. A good number of meetings have been devoted to this area. The latest of these meetings was held from 30 September to 2 October, 1987, in Karlsruhe; it was co-sponsored by the GAMM Committee on "Computer Arithmetic and Scientific Computation." - - This volume combines edited versions of selected papers presented at this confer ence, including a few which were presented at a similar meeting one year earlier. The selection was made on the basis of relevance to the topic chosen for this volume. All papers are original contributions. In an appendix, we have supplied a short account of the Fortran-SC language which permits the programming of algorithms with result verification in a natural manner. Ten years ago, the term "defect correction" was introduced to characterize a class of methods for the improvement of an approximate solution of an operator equation. This class includes many well-known techniques (e.g. Newton's method) but also some novel approaches which have turned out to be quite efficient. Meanwhile a large number of papers and reports, scattered over many journals and institutions, have appeared in this area. Therefore, a working conference on "Error Asymptotics and Defect Corrections" was organized by K. Bohmer, V. Pereyra and H. J. Stetter at the Mathematisches Forschungsinstitut Oberwolfach in July 1983, a meeting which aimed at bringing together a good number of the scientists who are active in this field. Altogether 26 persons attended, whose interests covered a wide spectrum from theoretical analyses to applications where defect corrections may be utilized; a list of the participants may be found in the Appendix. Most of the colleagues who presented formal lectures at the meeting agreed to publish their reports in this volume. It would be presumptuous to call this book a state-of-the-art report in defect corrections. It is rather a collection of snapshots of activities which have been going on in a number of segments on the frontiers of this area. No systematic coverage has been attempted. Some articles focus strongly on the basic concepts of defect correction; but in the majority of the contributions the defect correction ideas appear rather as instruments for the attainment of some specified goal.
