This edited volume focuses on India's experiences waging counterinsurgency campaigns since its independence in 1947.

Filling a clear gap in the literature, the book traces and assess the origins, evolution and current state of India's counterinsurgency strategies and capabilities, focusing on key counterinsurgency campaigns waged by India within and outside its territory. The central argument is that counterinsurgency has been an integral part of India's overall security policy and can thereby impart much to political and military leaders in other states. Since its emergence from British colonialism, India's defence policies have not merely sought to protect and preserve India's inherited colonial borders from threats by rival states, but have also sought to prevent and suppress secessionist movements. In countering insurgencies, the Indian state has fashioned strategies that seek to repress militarily any secessionist movement, while simultaneously forging a range of civilian administrative and institutional arrangements that attempt to address the grievances of disaffected populations.

The book highlights key strategic and tactical innovations that the Indian Army and security forces made to deal with a range of insurgent movements. Simultaneously, it also examines how the civilian-military nexus enabled India's policy makers to utilize existing, and formulate novel, institutional means to address extant political grievances. India has been most successful where it has managed to use calibrated force, obtained the trust of much of the aggrieved population and made persuasive commitments to political and institutional reform. Examination of these elements of India's counterinsurgency performance can be compared to counterinsurgency doctrine developed by other countries, including the United States, and thus yield comparative policy prescriptions and recommendations that can be applied to other counterinsurgency contexts.

In examining the forces that made the Indo-Pakistani relationship prone to conflict, Dr. Ganguly focusses first on the nature of the British colonial disengagement policy, a hasty and ill-conceived procedure that served to exacerbate the ideological differences between India's major political parties, the Congress and the Muslim League. Their competing views-the Congress espoused a secular polity while the League drew its inspiration from Islamic tenets-formed the basis of the two polities that emerged from the collapse of the British Indian empire. Disputes also arose over the uncertain status of Kashmir. With the lapse of the British doctrine of paramountcy (recognition of the British as the sovereign power in India), the so-called princely states had to join either India or Pakistan on the basis of geographic location and demographic composition. Kashmir posed a problem because of its location and because it had a Hindu monarch ruling a Muslim majority population. This peculiar status made it the center of a Pakistani irredentist claim. This claim was rejected by India, iintent upon demonstrating that all minorities could thrive under the aegis of secular government. Once set in motion by the interplay of domestic, regional, and systematic factors, these three forces--disengagement, ideological differences, and the conflict over Kashmir--brought the subcontinent to war in 1947-1948, 1965, and 1971. Dr. Ganguly provides a comprehensive and comparative analysis of these three Indo-Pakistani conflicts as well as an assessment of both the impact of the Soviet invasion of Afghanistan on the security of South Asia and the changes in the perceptions of that security.

Few bilateral conflicts have proven as resistant to resolution as the Kashmir dispute between India and Pakistan. What explains the tenacity of this dispute? The answer is complex and goes to the very basis of state-construction in South Asia. India, which had been created as a civic polity, initially sought to hold on to this Muslim-majority state to demonstrate its secular credentials. Pakistan, in turn, had laid claim to Kashmir because it had been created as the homeland for the Muslims of South Asia. After the break-up of Pakistan in 1971 the Pakistani irredentist claim to Kashmir lost substantial ground. If Pakistan could not cohere on the basis of religion alone it had few moral claims on its co-religionists in Kashmir. Similarly, in the 1980s, as the practice of Indian secularism was eroded, India's claim to Kashmir on the grounds of secularism largely came apart. Today their respective claims to Kashmir are mostly on the basis of statecraft. facets of the on-going dispute over Kashmir between India and Pakistan. Among other matters, it examines the respective endgames of both states, the evolution of American policy toward the dispute, the dangers of nuclear esculation in the region and the state of the insurgency in the Indian-controlled portion of the disputed state.

The most typical treatment of international relations is to conceive it as a battle between two antagonistic states volleying back and forth. In reality, interstate relations are often at least two-level games in which decision-makers operate not only in an international environment but also in a "competitive domestic" context.
Given that interstate rivalries are responsible for a disproportionate share of discord in world politics, this book sets out to explain just how these two-level rivalries really work.
By reference to specific cases, specialists on Asian rivalries examine three related questions: what is the mix of internal (domestic politics) and external (interstate politics) stimuli in the dynamics of their rivalries; in what types of circumstances do domestic politics become the predominant influence on rivalry dynamics; when domestic politics become predominant, is their effect more likely to lead to the escalation or de-escalation of rivalry hostility?
