Command and Control (C2) is simple to] describe but hard to
execute. There are only two necessary tasks to fully realize
command and control - see the battlefield to make a decision and
disseminate actions required to make the decision happen. All other
activities, roles and functions flow from this basic concept. This
paper examines the requirement to C2 the network and associated
personnel, facilities, and resources at the Regional Combatant
Commander (RCC) level. This paper will not address the Functional
Combatant Commanders (FCC) due to the fact they generally have
assigned forces that operate on a global basis and are habitually
assigned. The RCC may have forces that are habitually assigned but
the Global War on Terrorism has demonstrated that all of the United
States Military Forces must be expeditionary and the mission will
dictate the forces used in the operation.
