This report arises out of the Working Group set up by The Watt Committee on Energy to examine the issues relating to domestic use and affordable warmth. This report arises out of the Working Group set up by The Watt Committee on Energy to examine the issues relating to domestic use and affordable warmth, including hard-to-heat houses, low income and fuel poverty.
