Zu Beginn des Weltkrieges, d. h. beirn. AbschluB der wirtschafts geschichtlichen Periode, die wir als eine "normale" zu empfinden pflegen, hatte es den Anschein, als ob das Silber seine Rolle als selbstandiges Wahrungsmetall bald ausgespielt haben wiirde. Nach einer kurzen Bliite unmittelbar im AnschluB an den Welt krieg, die wesentlich durch die damals in den meisten Landern herrschende Papier-Inflation bedingt war, ist das Silber als Wahrungsmetall wieder in den Hintergrund getreten. Allerdings tauschte man sich insofern, als man mit dem baldigen Uber gang Chinas zu irgendeiner Form der Goldwahrung rechnete; in Wirklichkeit muBten die Verarmung des Chinesischen Reiches infolge von Biirgerkriegen und die Hemmung der kapitalistischen Entwicklung des Landes ein Festhalten an den primitiven Wah rungsverhaltnissen zur Folge haben. Dazu kam, daB in Indien, trotz der Degradierung des Silbers yom frei auspragbaren Wah rungsmetall zum effektiven Trager einer "gesperrten" Wahrung und trotz seines teilweisen Ersatzes durch andere Zahlungs mittel, dem Silber eine gewisse monetare Rolle, nam1ich als "Wertaufbewahrungsmittel," verblieb, deren Bedeutung in guten Zeiten naturgemaB unterschii. tzt wird. Diese beiden Tatsachen allein diirften geniigen, um das wissenschaftliche und praktische Interesse des Wahrungspolitikers dem Silber nicht ganz zu ent ziehen. Neuerdings treten aber noch andere Momente hinzu. Vor allem hat in Amerika, aber auch in England die von dortigen Silberminen-Interessenten betriebene und wohl auch finanzierte Agitation die bimetallistische Bewegung, die man bereits fiir be graben halten konnte, wieder entfacht."
