This book takes account of the global financial crisis from Asian perspectives, considering Asian responses to the crisis via two key arenas - regionalism in Asia and the G20. The expert contributors - both Asian and Western - illustrate that as G20 members, many Asian countries are now able to showcase their increasing powers and influence on global issues. Within this context, and via multidisciplinary economic and political science perspectives, the book deals with various issues such as World System analysis, the debate between the Washington Consensus and the Beijing Consensus, roles within the G20, and the contribution of 'middle' powers such as Korea and Australia. Defining and conceptualizing Northeast Asia's security complex poses unique quandaries. The security architecture in Northeast Asia to date has been predominately U.S.-dominated bilateral alliances, weak institutional structures and the current Six Party Talks dealing with the North Korean nuclear issue. There has been a distinct lack of desire among regional countries as well as the U.S. to follow in the footsteps of Europe with its robust set of multilateral institutions. However, since the late 1990s, there has been burgeoning interest among regional states towards forming new multilateral institutions as well as reforming and revitalizing existing mechanisms. Much of this effort has been in the economic and political arenas, with the creation of bodies such as the East Asian Summit, but there have also been important initiatives in the security sphere. This book offers detailed examinations about how this potentially tense region of the world is redefining certain longstanding national interests, and shows how this shift is the result of changing power relations, the desire to protect hard-won economic gains, as well as growing trust in new processes designed to foster regional cooperation over regional conflict. Presenting new and timely research on topics that are vital to the security future of one of the world's most important geographical regions, this book will be of great value to students and scholars of Asian politics, regionalism, international politics and security studies.

Professor Pempel identifies three distinct patterns of policymaking within Japan's current system of hegemonic pluralism. One of these, "policymaking by camp conflict, "is associated with broad, highly emotional, ideological issues that polarize political forces and that are resolved only after widely publicized battles in the Diet, the media, and the streets. A second pattern, "incremental policymaking, "involves nonideological problems that are settled largely through bureaucratic procedures almost totally removed from public scrutiny. A third pattern, "pressure group policymaking, "pits a limited number of special interest groups against one or more government agencies; this process is less conflictual and public than camp conflict, but more visible and antagonistic than incremental policymaking.
Functional integration in the economy has developed sufficiently in Northeast Asia. The problem, identified by this book, lies in the lag or deficiency of institutional integration. The main impediments to such a move come from non-economic factors including political conflict. This study proposes a Northeast Asian version of the regional integration model. A crisis model and a political leadership model are suggested, with political leadership playing a critical role in utilizing crises to advance regional integration. A market-based transition model and a development model are also offered to show how to ease the transition of North Korea and the development of underdeveloped parts of the region. This book is an objective analysis combining both 'insider' and 'outsider' (most notably US) perspectives of Northeast Asian regionalism. It also usefully applies regional integration theories to the realities of the Northeast Asian situation and presents policy options for regional integration. As the contributions form an interdisciplinary approach, covering economics and political science, the book will appeal to a wide readership. Others present very cogent synthetic analyses of the changing context of U.S.-Japan relations. Together they provide an account of the bilateral, regional, and global institutions-political, military, and financial-that dominate the geopolitics of U.S.-Asia relations. Two Crises, Different Outcomes examines East Asian policy reactions to the two major crises of the last fifteen years: the global financial crisis of 2008 9 and the Asian financial crisis of 1997 98. The calamity of the late 1990s saw a massive meltdown concentrated in East Asia. In stark contrast, East Asia avoided the worst effects of the Lehman Brothers collapse, incurring relatively little damage when compared to the financial devastation unleashed on North America and Europe. Much had changed across the intervening decade, not least that China rather than Japan had become the locomotive of regional growth, and that the East Asian economies had taken numerous steps to buffer their financial structures and regulatory regimes. This time, Asia avoided disaster; it bounced back quickly after the initial hit and has been growing in a resilient fashion ever since. The region has at least a century-long history of internal divisiveness, war, and conflict, and it remains the site of several nettlesome territorial disputes. However, a mixture of complex and often competing agents and processes has been knitting together various segments of East Asia. In Remapping East Asia, T. J. Pempel suggests that the region is ripe for cooperation rather than rivalry and that recent "region-building" developments in East Asia have had a substantial cumulative effect on the broader canvas of international politics. This collection is about the people, processes, and institutions behind that region-building. In it, experts on the area take a broad approach to the dynamics and implications of regionalism.
