Gaining a decisive technological edge is a never-ending pursuit for defense establishments and the countries they protect. Intensifying geo-strategic and geo-economic rivalry among major powers, especially the U.S. and China, and the global technology revolution occurring in the civilian and military domains promise to reshape the nature and distribution of global power. This book examines the state of global defense innovation in a select number of countries chosen because they are representative of the diverse make-up of the global defense innovation community. These include small countries with advanced defense innovation capabilities (Israel and Singapore), closed authoritarian powers (North Korea and Russia), large catch-up states (China and India), and advanced large powers (U.S.). The chapters in this book were originally published as a special issue of the Journal of Strategic Studies.
China is flexing its growing military and strategic clout in the pursuit of broadening national security interests. At the same time, the country s economic and technology policies have also become more nationalistic, state-centered, and ambitious. China s defense economy has set its sights on catching up with the West by the beginning of the 2020s and is making steady progress in building up its innovation capabilities, although this is presently in the form of incremental and sustaining types of activities. More high-end, disruptive forms of innovation that would lead to major breakthroughs are likely to be beyond China s reach in the near-to medium term. This volume provides a wide-ranging and detailed assessment of the present state of the Chinese defense economy at a time of rapid change and accelerating advancement in its innovation capabilities and performance. This collection of articles has three main goals: (1) to locate China s defense innovation dynamics within broader historical, technological and methodological frameworks of analysis; (2) to assess the performance of the Chinese defense economy s six principal subsectors; and (3) to compare China s approach to defense industrialization with major counterparts in the Asia-Pacific region. This book examines the rise and fall of the Chinese military business complex between the early 1980s and late 1990s. China's pursuit of "informatization " reconstructs industrial sectors and solidifies the transformation of the Chinese People's Liberation Army into a formidable regional power. Even as the government censors content online, China has one of the fastest growing internet populations and most of the technology is created and used by civilians. Western political discourse on cybersecurity is dominated by news of Chinese military development of cyberwarfare capabilities and cyber exploitation against foreign governments, corporations, and non-governmental organizations. Western accounts, however, tell only one side of the story. Chinese leaders are also concerned with cyber insecurity, and Chinese authors frequently note that China is also a victim of foreign cyber--attacks--predominantly from the United States. The probability of conflict between the United States and China over Taiwan has diminished in recent years. The chief potential flashpoint for war, a Taiwanese declaration of independence, has become less likely as Taiwan's independence movement has waned and economic ties with the mainland have strengthened. Should the independence movement in Taiwan regain political momentum, however, the potential for U.S. military intervention in the Taiwan Strait would increase. Further, the perception of U.S. vulnerability in the region could invite assertiveness. So, despite the fact that armed conflict between the United States and China is in no one's interest, China's burgeoning power requires that critical factor sin U.S. plans for the defense of Taiwan be examined. This collection of essays offers just such an examination. It looks at China's growing strength, the strategies underlying U.S. plans for military intervention in the Strait, U.S. vulnerabilities, and options for how these vulnerabilities might be overcome through the development of new technologies and strategies. The U.S. defense commitment to Taiwan, thought tacit and conditional, has been a long-standing strategic constant. America's ability to prevent the invasion or coercion of Taiwan, however, is more variable. As the Defense Department's most recent report to Congress on Chinese military power indicates, the People's Liberation Army (PLA) has embarked on a concerted effort to modernize, with the goal of being able to conduct (and counter) the sort of rapid, precise, information-intensive operations of which the U.S. military is now capable. Of particular concern in a Taiwan scenario is China's growing ability to track, target, and destroy U.S. carrier strike groups (CSGs), which are the fulcrum of American military strategy in the region. The Defense Department reports that the PLA is focused on targeting surface ships at long ranges, perhaps as far as the "second island chain," east of Japan and as far south as Guam.
