Challenging Executive Dominance - Legislatures and Foreign Affairs (Paperback): Tapio Raunio, Wolfgang Wagner Challenging Executive Dominance - Legislatures and Foreign Affairs (Paperback)
Tapio Raunio, Wolfgang Wagner
R1,271 Discovery Miles 12 710 Ships in 12 - 17 working days

Bringing together scholars from Europe and North America, this book examines the engagement of legislatures across the world in foreign and security policy. The articles are specifically chosen to cover the whole range of foreign affairs questions from crisis management and military missions, arms trade, the Common Foreign and Security Policy (CFSP) of the European Union (EU), international energy agreements, to international trade negotiations. Drawing on a principal-agent framework, the book challenges the conventional wisdom of 'executive autonomy' in foreign affairs, with parliaments using multiple ex ante and ex post instruments to monitor, oversee and control governments in external relations. Moving beyond the 'politics stops at the water's edge' image, the articles highlight the role of party-political contestation instead of consensus in the name of national interest structuring parliamentary debates and decision-making in this increasingly politicized issue area. Considering the lack of research on parliamentary participation in foreign affairs beyond the specific case of the U.S. Congress, the book will also contribute to theory building and will deepen our understanding of legislative-executive relations. The chapters originally published as a special issue in West European Politics.

Parliamentary Communication in EU Affairs - Connecting with the Electorate? (Hardcover): Katrin Auel, Tapio Raunio Parliamentary Communication in EU Affairs - Connecting with the Electorate? (Hardcover)
Katrin Auel, Tapio Raunio
R4,151 Discovery Miles 41 510 Ships in 12 - 17 working days

Over the last twenty years, the role of national parliaments in EU affairs has gained considerable academic attention. Much of the literature, however, has focused on parliamentary scrutiny and control in EU affairs. What tends to be generally overlooked is that the parliamentary communication function is at least as important in EU politics as the control function. Democratic legitimacy depends on a vibrant public debate on political solutions and alternatives to allow citizens to make informed political (electoral) choices and to exercise democratic control. Within the EU, it is precisely the opacity of policy-making processes and the lack of public discourse that have been defined as core problems of democratic legitimacy. Here, parliaments have the potential to provide an ideal arena for the deliberation of important European issues and thus to help overcome the much-lamented distance between European policy processes and the citizens. Yet, despite parliaments' central relevance for the legitimacy of European politics, the parliamentary communication function remains so far under researched. The volume aims at filling this gap by providing both qualitative and quantitative comparative data on various communication efforts by national parliaments. This book was originally published as a special issue in the Journal of Legislative Studies.

The European Perspective - Transnational Party Groups in the 1989-94 European Parliament (Paperback): Tapio Raunio The European Perspective - Transnational Party Groups in the 1989-94 European Parliament (Paperback)
Tapio Raunio
R1,016 Discovery Miles 10 160 Ships in 12 - 17 working days

First published in 1997, this volume provides a data-rich analysis of the party groups in the European Parliament. Their internal organisation, cohesion and coalition behaviour are examined. The main argument is that their internal organisation is a crucial factor in explaining the behaviour of EP party groups. Roll-call analysis is used to measure group cohesion and coalition behaviour. The concept of representation in the transnational EP is studied by a content analysis of members' written questions. The concluding section sets the work into a broader context by discussing the future of Europarties.

National Parliaments within the Enlarged European Union - From 'Victims' of Integration to Competitive Actors?... National Parliaments within the Enlarged European Union - From 'Victims' of Integration to Competitive Actors? (Paperback)
John O'Brennan, Tapio Raunio
R1,339 Discovery Miles 13 390 Ships in 12 - 17 working days

This book presents a wide range of perspectives on the role of national parliaments in EU politics and policy-making. Many accounts of the role of national parliaments portray them as passive victims of European integration. This study instead examines their role within the EU policy-making process, looking at efforts to address perceived democratic and information 'deficits'.
Bringing together leading scholars in the fields of European studies, public policy analysis, and legislative research, this new volume provides:
a thorough and wide-ranging synthetic analysis of the position of national parliaments within the EU policy-making structures
a range of detailed country studies, including for the first time an analysis of the new member state parliaments in Central and Eastern Europe
an analysis of the significant changes to the position of national parliaments brought about by the recent Convention process and the provisions of the EU's Constitutional Treaty.
Making an important contribution to an emerging comparative literature on the parliamentary dimension to EU public policy-making, National Parliaments within the Enlarged European Union will interest students and researchers in the fields of European integration, EU politics, and public policy analysis.

Finland in the European Union (Paperback): Tapio Raunio, Teija Tiilikainen Finland in the European Union (Paperback)
Tapio Raunio, Teija Tiilikainen
R1,183 R732 Discovery Miles 7 320 Save R451 (38%) Ships in 12 - 17 working days

With a focus on governmental institutions, this book explores the ways in which EU membership has altered the balance of power among key political actors. The authors discuss cultural adaptation to integration, as well as examining the views of the elite and voters. The transformation in national identity, sovereignty and neutrality are also examined. Finland's elite pro-European consensus is discussed in terms of its geopolictical situation and economic dependence of western markets. Looking at the transformation of Finland from a semi-presidential system towards a normal parliamentary democracy and the way national integration policy is characterised by flexibility the book gives readers an insight into the political culture which is contributing to cooperative behaviour within the EU.
