Cette etude analyse l'impact d'un reseau horizontal d'autorites locales, sachant que leur impact sur le terrain reste difficile a apprehender. On a pris a exemple l'Association Internationale de Villes Educatrices. Nous avons analyse le cadre theorique des reseaux pour demontrer son application pratique ensuite, a travers la methode comparative de trois villes: Tournefeuille (France), El Prat de Llobregat et Palafrugell (Espagne). L'etude s'attache a demontrer la variete de ces reseaux, tant sur le plan de leur souplesse par rapport a d'autres formes d'action publique plus institutionnalises, que sur celui de leur dependance par rapport a la volonte politique, pour enfin concernant leur faible impact sur le terrain. Le domaine educatif, principale charge d'activite de notre reseau, reste largement domine par d'autres echelons politiques, ce qui rend particulierement complexe sa gestion par les echelons locaux. C'est pour cette raison que les acteurs collectifs ville prennent et se reapproprient de ce reseau de facons tres diverses, selon leurs propres contraintes, et selon les differentes contraintes institutionnelles exterieures, relevant de leur systeme politique respectif.
