This book surveys the current state of industry in sub-Saharan
Africa and examines claims that Africa is de-industrialising. It
focuses on the challenge for economic policy to find ways to
reverse this trend. The contributors begin by analysing general
issues relating to industrialisation in Africa, including the
question of Africa's comparative advantage in industry, the role of
small-scale enterprises and the scope for infant industry
promotion. They then focus on issues such as: * evidence of
de-industrialisation within Africa * comparative industrial
performance between African countries and economies outside Africa
* the role of regional trade integration * lessons to be learnt
from industrialisation in East Asia * policies of major lending
institutions towards industrial loans The authors then consider
evidence from country studies including export performance in
Nigeria, protection and transport costs in Uganda, public
enterprises in Tanzania, enterprise reform in South Africa and the
impact of free trade policies in Southern Africa. They find that
the diversity of experience in the region and the complexity of the
issues caution against accepting simple generalisations on African
industrialisation. Industrial Development and Policy in Africa will
be required reading for scholars of economic development and
industrial economics.
Debates about whether to maintain or abolish slavery revolved
around two key values: the morality of enslaving other human beings
and the economic benefits and costs of slavery as compared to free
labor. Various and conflicting arguments were presented by
abolitionists, colonists, and administrators in slave-holding
societies, all of whom used calculations about the relative cost
and productivity of slavery to defend their own point of view in an
impassioned debate. In Calculation and Morality, Caroline
Oudin-Bastide and Philippe Steiner consider how economic
calculations, estimations, and arguments informed the long debate
over French slavery between 1771 and 1848. They show how
calculation was introduced into moral debate and became a critical
social object in regard both to its consistency and its manifest
effects. To do so they trace a process in which phenomena were
classified into groups, becoming a category, and then how metrics
and calculations were used to analyze the possible effects of
emancipating slaves in French colonies. Abolitionists sought to
demonstrate that it was in the interest of slaveowners and/or the
entire nation to employ free labour in the colonies, and to show
the irrationality of the colonial and metropolitan defenders of
servitude; their aim was to enlighten various parties as to their
real interest, and how that real interest coincided with justice.
In turn, colonists accused those opposed to slavery of being
blinded by their own philanthropic principles and insisted on the
rationality of the slave system as the only means of meeting the
interests of everyone, including slaves, at least in the short and
medium term. Oudin-Bastide and Steiner closely examine the
positions and reasoning of such influential French thinkers as
Pierre Samuel Du Pont de Nemours, Anne Robert Jacques Turgot,
Antoine Nicolas de Condorcet, Simonde de Sismondi, Jean Baptiste
Say, and Alexis de Tocqueville. In doing so they shed light on the
interaction of moral precepts and econonomic calculations in a
trenchant study in the history of ideas.

Andreas Anter reconstructs Max Weber's fragmentary theory of the
modern state showing its relationship to contemporary theories and
its significance for today's political science. The book consists
of six chapters: The first analyses Weber's concept of the state,
the second relates the theory of the state to the sociology of rule
and domination, the third and fourth discuss Weber's hermeneutics
and his doctrine of value-judgements, the fifth deals with the
history of the modern state, and the final chapter focuses on
Weber's metaphor of the state as 'machine'. Anter reveals the
ambivalence of Weber's political thought: the oscillation between
an etatiste position, mainly oriented to the reason of state, and
an individualistic one, focussed on the freedom of individuals. He
shows how much worse off we would be without Weber's theory, not at
least by indicating its impact upon later authors.

A lost sketch book on a Portuguese castle rampart left Manuel Joao
Ramos bereft, and the impulse to draw deserted him - but his first
trip to Ethiopia reawakened this pleasure, so long denied. Drawing
obsessively and free from care, his rapidly caught impressions
convey the rough edges of the intensely lived experiences that are
fundamental to the desire to travel. For the travel sketch is more
than a record or register of attendance (`been there, seen that'):
it holds invisibly within itself the remnant of a look, the hint of
a memory and a trace of an osmosis of feelings between the sketcher
and the person or objects sketched. Less intrusive than using a
camera, Ramos argues drawing comprises a less imperialist, more
benign way of researching: his sketchbook becomes a means of
communication between himself and the world in which he travels,
rendering him more human to those around him. As he journeys
through the Ethiopian Central Highlands, collecting historical
legends of the power struggles surrounding the arrival of the first
Europeans in the mid-sixteenth century, he is drawn to the
Portuguese legacy of castles, palaces and churches, near ruins now,
though echoes of their lost splendour are retained in oral
accounts. Excerpts from his diary, as well as journalistic pieces,
share the conviviality of his encounters with the priests, elders
and historians who act as custodians of the Amhara oral tradition.
Their tales are interwoven with improvised, yet assured, drawings,
and this informality of structure successfully retains the
immediacy and pleasure of his discovery of Ethiopia. It also
suggests the potential for drawing to play a more active part in
anthropological production, as a means of creating new narratives
and expositional forms in ethnography, bringing it closer to travel
writing or the graphic novel.
Over its eighty-year history, country music has evolved from
little-known local talents to multimillion-dollar superstar
musicians. In the 1920s, the first country music was broadcast from
WSB radio in Atlanta and WBAP in Fort Worth, and the first records
were recorded for Victor. In the 1930s, the first singing cowboys,
among them Gene Autry and Roy Rogers, became film stars. After the
war years, recordings boomed, and the Country Music Association was
founded in 1958. Country music programs began on television with
Porter Waggoner's program in 1960, followed by The Johnny Cash Show
and Hee Haw. The Nashville Network channel was established in 1993,
and from then on, the popular stars of country music have continued
to break records, selling millions of copies of their albums. This
book examines country music as it developed in regions throughout
the United States, noting characteristics of its various subgenres
such as bluegrass, honkytonk, and neotraditional music. It provides
an indepth look at the people and events that have shaped the
industry, and identifies the landmark recordings that old and new

German Social Democrats Kirchheimer and Neumann, from the period
prior to the National Socialist seizure of power, are little known
to English readers. This volume presents a selection of important
essays from this period, which focus on the prospects for the
constitutional realization of a social democratic order in the
first German Republic - the Weimar Republic, created out of the
collapse of the monarchy in 1918, and destroyed by the National
Socialists in 1933. Both Kirchheimer and Neumann were active as
lawyers in the later 1920s and early 1930s, the latter especially
having a close connection with trade union legislation and labour
law. From their viewpoint as Social Democrats and lawyers they
present incisive analyses of the problems confronted by the attempt
to realize the ideal of a social Rechtsstaat in a political
environment increasingly dominated by forces on left and right
which saw constitutional order only as a means to seize power, and
