The 1960s and 1970s were a time of radical change in U.S. history. During these turbulent decades, Native Americans played a prominent role in the civil rights movement, fighting to achieve self-determination and tribal sovereignty. Yet they did not always agree on how to realize their goals. In 1971, a group of tribal leaders formed the National Tribal Chairmen's Association (NTCA) to advocate on behalf of reservation-based tribes and to counter the more radical approach of the Red Power movement. Voice of the Tribes is the first comprehensive history of the NTCA from its inception in 1971 to its 1986 disbandment. Scholars of Native American history have focused considerable attention on Red Power activists and organizations, whose confrontational style of advocacy helped expose the need for Indian policy reform. Lost in the narrative, though, are the achievements of elected leaders who represented the nation's federally recognized tribes. In this book, historian Thomas A. Britten fills that void by demonstrating the important role that the NTCA, as the self-professed ""voice of the tribes,"" played in the evolution of federal Indian policy. During the height of its influence, according to Britten, the NTCA helped implement new federal policies that advanced tribal sovereignty, protected Native lands and resources, and enabled direct negotiations between the United States and tribal governments. While doing so, NTCA chairs deliberately distanced themselves from such well-known groups as the American Indian Movement (AIM), branding them as illegitimate - that is, not ""real Indians"" - and viewing their tactics as harmful to meaningful reform. Based on archival sources and extensive interviews with both prominent Indian leaders and federal officials of the period, Britten's account offers new insights into American Indian activism and intertribal politics during the height of the civil rights movement.
Despite the significant role they have played in Texas history for nearly four hundred years, the Lipan Apaches remain among the least studied and least understood tribal groups in the West. Considered by Spaniards of the eighteenth century to be the greatest threat to the development of New Spain's northern frontier, the Lipans were viewed as a similar risk to the interests of nineteenth-century Mexico, Texas, and the United States. Direct attempts to dissolve them as a tribal unit began during the Spanish period and continued with the establishment of the Republic of Texas in 1836. From their homeland in south Texas, Lipan migratory hunter-gatherer bands waged a desperate struggle to maintain their social and cultural traditions amidst numerous Indian and non-Indian enemies. Government officials, meanwhile, perceived them as a potential danger to the settlement and economic development of the Rio Grande frontier. Forced removal from their traditional homelands diminished their ability to defend themselves and, as they attached themselves to the Mescalero Apaches and the Tonkawas, the Lipans faded from written history in 1884. Thomas Britten has scoured U.S. and Mexican archives in order to piece together the tangled tribal history of these adaptable people, emphasizing the cultural change that coincided with the various migrations and pressures they faced. The result is an interdisciplinary study of the Lipan Apaches that focuses on their history and culture, their relationships with a wide range of Indian and non-Indian peoples, and their responses to the various crises and burdens that seemed to follow them wherever they went.

During World War I, about 10,000 Native Americans either enlisted or were drafted into the American Expeditionary Force. Three related questions are examined in depth for the first time in this book: What were the battlefield experiences of Native Americans? How did racial and cultural stereotypes about Indians affect their duties? Did their wartime contributions lead to changes in federal Indian policy or their standard of living? Many American Indians distinguished themselves fighting on the
Western Front. And as compared to black and Mexican American
soldiers, Indians enjoyed near universal respect when in uniform.
To celebrate their patriotism during and after the war, Indians
could even perform a variety of traditional ceremonies otherwise
proscribed. Both in combat and in their support roles on the
homefront, including volunteer contributions by Indian women,
Native Americans hoped their efforts would result in a more
vigorous application of democracy. But the Bureau of Indian Affairs
continued to cut health and education programs and to suppress
