Making history useful to the reader - this is one of the missions of the Combat Studies Institute. We strive to produce works that recount historical events to inform decision makers and to enable experiential learning. This collection of events put together by John McGrath, which occurred in Iraq during the 2003-2005 timeframe, addresses that mission. The authors largely used primary source material - interviews and unit histories - to develop these vignettes and in doing so have made the works relatable not only to Soldiers who experienced similar situations but to any reader who can imagine themselves having to function in these types of situations. We honor those involved in these actions and hope that by recounting their stories others may not only recognize them for their service but may also learn and grow from their experience. This work is the continuation and revision of a project started in 2006 with the publication of "In Contact " by the Combat Studies Institute. The original concept was to present a series of military vignettes in a style similar to the widely used case-study methodology commonly found in military literature. The final version of "Between the Rivers," instead of following this strict case-study format, presents combat action vignettes as narrative accounts of the various types of actions challenging combat leaders in Iraq in 2003-2005. The present volume lies directly within the tradition of these predecessor works on small-unit actions. Since the fall of2001, the United States Army, along with the other American armed services, has been engaged in military actions in Iraq and Afghanistan. Because the current conflict has so many different fronts and facets, no handful of small- unit case studies could do justice to such a complex tapestry of events. This book thus represents a volume that showcases the American soldier in combat operations within the context of the Global War on Terrorism/The Long War. This series of five case studies is drawn from events in Iraq. Four of the studies discuss combat operations within a counterinsurgency framework at the company and battalion levels. The final case study presents a deployment dilemma facing a brigade-level task force commander when he was asked to replace a whole division in the same geographical space. In each case, the story is derived from oral interviews and key documents and is fully annotated. The primary purpose for presenting these vignettes is to provide a vicarious education in what future participants will face as the War on Terrorism continues and beyond.

In this timely Occasional Paper, Dr. Tom Bruscino analyzes a critical issue in the GWOT, and one which has bedeviled counterinsurgents past and present. He examines the role played by sanctuaries as they relate to irregular warfare in two conflicts. An active sanctuary refers to the practice of using territory outside the geographical limits of an irregular war to provide various forms of support to one side, usually the insurgent or guerrilla force. In the first case study, he looks at the United States' efforts to defeat the advantages gained by the Viet Cong (and later the North Vietnamese Army) by the use of sanctuaries in Cambodia and Laos during the Vietnam War. In doing so, he points out the diplomatic, military, and economic challenges which develop when trying to prevent the use of transnational sanctuaries by irregular forces. In the second case study, he examines the Soviet incursion into Afghanistan in the 1980s, but this time he does so from the perspective of the insurgency, the Mujahideen. Bruscino illustrates the advantages accrued by the Afghan resistance in the use of Pakistan as a sanctuary; the Soviet efforts to neutralize those advantages; and the Mujahideen's responses to overcome the Soviet actions. In both cases the author finds that the use of an active sanctuary by the insurgents was a major component of their eventual victory. Without a sanctuary it is hard to see how the Viet Cong/NVA or the Mujahideen could have succeeded. In regards to a sanctuary, it is hard to see how the U.S./South Vietnamese or the Soviet Union could have defeated the insurgencies. Active sanctuaries present the counterinsurgent with a host of military problems, but denying an insurgent the use of an active sanctuary is far more than a military task. All the elements of national power must be employed if one hopes to defeat the challenge posed by active sanctuaries. We at the Combat Studies Institute hope that the insights presented in this monograph will be of great value to military planners in the current war against terrorism.

Though America did not join rebellious Cuban forces against the Spanish empire until 1898, Frederick Funston (1865-1917) was so moved by a speech by Gen. Daniel Sickles in 1896 that he went to Cuba as a filibuster in the battle for Cuban independence. When the United States finally went to war against Spain, he took command of a regiment, was sent to the Philippine-American War, and received the Medal of Honor for his daring and skill in crossing a river to turn the flank of the Philippine army at the Battle of Calumpit. Two years later, in 1901, he became a national hero for capturing Philippine president and lead insurgent Emilio Aguinaldo. In such roles, Funston was integral to the successful implementation of U.S. policy. "Memories of Two Wars" is Funston's firsthand account of his adventures in the Cuban Revolution and the Philippine-American war. Conversational yet informative, Funston's memoir relates his experience with the vigor and joviality of a friend sharing war stories over a drink and a cigar. He describes the guerrilla-style combat necessitated by the lack of weapons, the exotic scenery and vegetation of the islands, and the myriad characters--Cuban, American, Spanish, and Philippine--with whom he worked and fought.
