This book constitutes the refereed proceedings of the 14th International Conference on Model Driven Engineering Languages and Systems, MODELS 2011, held in Wellington, New Zealand, in October 2011. The papers address a wide range of topics in research (foundations track) and practice (applications track). For the first time a new category of research papers, vision papers, are included presenting "outside the box" thinking. The foundations track received 167 full paper submissions, of which 34 were selected for presentation. Out of these, 3 papers were vision papers. The application track received 27 submissions, of which 13 papers were selected for presentation. Angesichts beschleunigten sozialen Wandels und insbesondere digitaler Transformationsprozesse steigt der Bedarf nach Organisationsentwicklung. Fur Mitarbeiter*innen ist dies mit Unsicherheit auf verschiedenen Ebenen verbunden. Um Resignation und Polarisierungen in Teams entgegenzuwirken, ist es wichtig, Mitarbeiter*innen zu befragen und auf dieser Grundlage systematisch in Transformationsprozesse einzubinden. Qualitative Verfahren bieten aufgrund der Offenheit der Befragung hier entscheidende Vorteile gegenuber standardisierten Instrumenten.

Ziel dieser Arbeit ist es, die distributiven und allokativen Effekte des traditionell praktizierten Verteilungsverfahrens im Hinblick auf die entsprechenden foederalstaatlichen Ziele zu analysieren. Dazu wird im Rahmen eines kontinuierlichen Modells die Verteilung von Zuweisungen analytisch bestimmt. Komparative Statistik wird auf die regulierenden Parameter angewandt. Auf Seiten der Kommunen wird nutzenmaximierendes Verhalten angenommen. Insgesamt kann gezeigt werden, dass das herrschende Ausgleichssystem fundamentalen Anforderungen nicht genugt. Es weist verschiedene inharente Inkonsistenzen auf. Dies betrifft insbesondere die im einzelnen nachweisbare Existenz regressiver Effekte, die die gangige These einer simultanen Realisierung vertikaler und horizontaler Verteilungsziele eindeutig widerlegt.

Der vorliegende zweite Teil des Lehrbuches baut inhaltlich auf dem ersten Band auf. Dies gilt insbesondere in dem Sinne, dass das Denken und Arbeiten auf modelltheoretischer Grundlage weiterentwickelt wurde. Beide Teile des Lehr- buches zusammen bieten sowohl eine UEbersicht uber wesentliche Bestandteile der modernen Nationaloekonomie, mit Hilfe derer sich aktuelle Fragen und Entwicklungen besser verstehen lassen, als auch eine Einfuhrung in die mathe- matische OEkonomie. Ein grundliches Studium beider Bande wird dem Leser das Verstandnis erganzender und komplizierterer Literatur erleichtern. Zu diesem Zweck fugen wir eine Liste ausgewahlter Lehrbucher und Monographien bei. Wie auch im ersten Band endet jedes Kapitel mit einer Anzahl von Fragen und Aufgaben, damit das Denken in Annahmen und daraus resultierenden Schlussfolgerungen geubt werden kann. Schliesslich sei noch erwahnt, dass das Buch nicht nur analytische, sondern auch Entscheidungsmodelle bespricht, wobei mir die Entscheidungsmodelle des hollandischen Centraal Planbureaus auf dem Hintergrund der wirtschaftlichen und wirtschaftspolitischen Entwicklung fur die Bundesrepublik Deutschland von besonderer Bedeutung zu sein scheinen. Es ist mir ein grosses Bedurfnis, an dieser Stelle Herrn PETER HUBER fur die UEbersetzung des hollandischen Textes zu danken. Er hat es meines Erachtens verstanden, wesentliche Charakteristika der erfolgreichen hollandischen Aus- gabe in der deutschen Fassung zu berucksichtigen. The major focus of this work therefore is, as mentioned in the assignment's subject, analysing the 'battle for natural resources' as well as the impact for the involved economies. During the investigation it was determined that experts of different scientific institutions do not come to the consensus about the available amount of raw materials, especially oil and gas, which are focused in this paper. Due to the scarcity of depletable resources their importance increases and with it the run for the Arctic and its treasures. Although the amount of these resources in relation to the known sources is assumed to be low, every new discovered deposit is of great importance for the potential owner and for the world economy. As the Arctic is located in the high seas, there is currently no existing legislation for the case of claiming the present resources except the admiralty law. Generally, this is a unique case in world history. Among the applicants for the different regions of the Arctic there are several conflicts about the exact borderlines.

Im Rahmen eines historischen Abrisses wird die Frage geklart, was uberhaupt unter einem Lenkflugkoerper zu verstehen ist. Es folgen Grundbegriffe und Definitionen wie z.B. die der erforderlichen Koordinatensysteme. Die Einbettung des Systems Lenkung in das Gesamtsystem Flugkoerper wird beschrieben. Die wichtigsten Lenkverfahren sind die Proportionalnavigation, die Zieldeckungslenkung und die Raketenlenkung auf der Basis des Required-Velocity-Konzeptes. Jedem der drei Verfahren ist jeweils ein Kapitel gewidmet. Unter der UEberschrift "Realisierungsaspekte" geht es um die praktische Umsetzung der Lenkverfahren. Auf oberster Ebene bewerkstelligt die Missionssteuerung das Umschalten in die verschiedenen Phasen der Flugbahn.
