This book provides practical information about web archives, offers inspiring examples for web archivists, raises new challenges, and shares recent research results about access methods to explore information from the past preserved by web archives. The book is structured in six parts. Part 1 advocates for the importance of web archives to preserve our collective memory in the digital era, demonstrates the problem of web ephemera and shows how web archiving activities have been trying to address this challenge. Part 2 then focuses on different strategies for selecting web content to be preserved and on the media types that different web archives host. It provides an overview of efforts to address the preservation of web content as well as smaller-scale but high-quality collections of social media or audiovisual content. Next, Part 3 presents examples of initiatives to improve access to archived web information and provides an overview of access mechanisms for web archives designed to be used by humans or automatically accessed by machines. Part 4 presents research use cases for web archives. It also discusses how to engage more researchers in exploiting web archives and provides inspiring research studies performed using the exploration of web archives. Subsequently, Part 5 demonstrates that web archives should become crucial infrastructures for modern connected societies. It makes the case for developing web archives as research infrastructures and presents several inspiring examples of added-value services built on web archives. Lastly, Part 6 reflects on the evolution of the web and the sustainability of web archiving activities. It debates the requirements and challenges for web archives if they are to assume the responsibility of being societal infrastructures that enable the preservation of memory. This book targets academics and advanced professionals in a broad range of research areas such as digital humanities, social sciences, history, media studies and information or computer science. It also aims to fill the need for a scholarly overview to support lecturers who would like to introduce web archiving into their courses by offering an initial reference for students.
The internationalization of research and technology is one key component of the globalization of trade and business, with potentially major impacts on patterns of economic development and public policies worldwide. Particularly in the already highly globalized pharmaceutical industry, innovation processes have changed considerably in the last 15 - 20 years. One-dimensional, linear single-actor type processes are being replaced by multi-dimensional, complex, multi-actor schemes. As a consequence, new players are becoming more important, with biotechnology firms playing a key role. This study analyzes these new ways in drug development in pharmaceuticals within the concept of "national systems of innovations" as well as from the perspectives of different actors, and collects a lot of empirical evidence for the assumed type of changes, its repercussion on significant input measures and on the differing performance of national pharmaceutical industries.
The contributors to this book critically examine the performance of new modes of governance in areas of limited statehood, drawing on a range of in-depth case studies on issues of climate change, biodiversity, and health. The Paris Agreement for Climate Change or the Sustainable Development Goals (SDGs) rely on new modes of governance for implementation. New modes of governance such as market-based instruments, public-private partnerships or stakeholder participation initiatives have been praised for playing a pivotal role in effective and legitimate sustainability governance. Yet, do they also deliver in areas of limited statehood? States such as Malaysia or the Dominican Republic partly lack the ability to implement and enforce rules; their domestic sovereignty is limited. Exploring this perspective on governance, the authors demonstrate that areas of limited statehood are not ungoverned or ungovernable spaces. The book elaborates how and under what conditions new modes of governance emerge in areas of limited statehood, and examines their relative effectiveness.

This book examines Western efforts at democracy promotion, reactions by illiberal challengers and regional powers, and political and societal conditions in target states. It is argued that Western powers are not unequivocally committed to the promotion of democracy and human rights, while non-democratic regional powers cannot simply be described as "autocracy supporters". This volume examines in detail the challenges by three illiberal regional powers - China, Russia and Saudi Arabia - to Western (US and EU) efforts at democracy promotion. The contributions specifically analyze their actions in Ethiopia and Angola in the case of China, Georgia and Ukraine in the case of Russia, and Tunisia in the case of Saudi Arabia. Democratic powers such as the US or the EU usually prefer stability over human rights and democracy. If democratic movements threaten stability in a region, neither the US nor the EU supports them. As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival. This was previously published as a special issue of Democratization.

To what degree do other regions of the world emulate the EU's institutional features, what are the mechanisms of, and conditions for, their diffusion? Chapters deal with Europeanization in the new EU member states, particularly in Romania and Bulgaria, in current accession candidates, i.e. the Western Balkans and Turkey, as well the Eastern (Southern Caucasus) and Southern Neighbourhood (Israel and the Maghreb). In addition, authors investigate the diffusion of EU policies and institutions in Sub-Saharan Africa, Asia, and Latin America. The authors place Europeanization studies in the wider context of research on transnational diffusion, and examine the relevant mechanisms and processes, including incentives and capacity-building, socialization and learning as well as functional and normative emulation. This original work explores the increasingly important phenomenon of the formation of transnational identity. Considering the ongoing relevance of the European Union, the contributors ask a series of intriguing questions: Is a European identity possible? How are the various types of European identity formed and maintained? How are these identities linked to the process of European integration? Examining the psychological, institutional, and political mechanisms that encourage or impede identification with transnational groups, the book considers these theoretical questions in light of new evidence drawn from a rich body of primary research, including field experiments, in-depth interviews with elites, and public opinion surveys. Brought together for the first time, social psychologists, sociologists, political scientists, and ethnographers share their theoretical and methodological perspectives in tackling the common issues surrounding the emergence of "European" as a political identity. Paying special attention to the role of the institutions of the EU, the authors investigate the impact of neo-functionalist strategies and find that the processes of identity formation are far more complicated than can be explained by material and institutional factors alone. The authors engage in a fruitful dialogue about how much a European identity exists and how much it matters as they delve into the sources of disagreement and their implications.
This book studies the reactions by external actors, including the European Union, to the events unfolding in the Arab world beginning in December 2010. In particular, contributors look at external actors' attempts to balance their desire for stability with their normative principles toward human rights and democracy. The book compares the action (and inaction) of the EU with other international and regional players, including the United States, Russia, Turkey and Israel, and assesses the response of these actors to the Arabellions' events, analysing changes in their approaches to the Arab region. The contributions to this book answer three questions: (1) How have external actors assessed the 'Arabellions' and what role did they see for themselves in this context? (2) Which goals and instruments did external actors pursue toward the MENA region? In particular, how did they deal with conflicting goals, such as support for human rights and democracy, on the one hand, and concerns about security and stability, on the other? (3) How can we explain the varying responses of external actors to the Arabellions? This book was published as a special issue of the Journal of European Integration.

The Oxford Handbook of Comparative Regionalism - the first of its kind - offers a systematic and wide-ranging survey of the scholarship on regionalism, regionalization, and regional governance. Unpacking the major debates, leading authors of the field synthesize the state of the art, provide a guide to the comparative study of regionalism, and identify future avenues of research. 'The Power of Human Rights' (published in 1999) was an innovative and influential contribution to the study of international human rights. At its center was a 'spiral model' of human rights change which described the various socialization processes through which international norms were internalized into the domestic practices of various authoritarian states during the Cold War years. 'The Persistent Power of Human Rights' builds on these insights, extending its reach and analysis. It updates our understanding of the various causal mechanisms and conditions which produce behavioural compliance, and expands the range of rights-violating actors examined to include democratic and authoritarian Great Powers, corporations, guerrilla groups, and private actors. Using a unique blend of quantitative and qualitative research and theory, this book yields not only important new academic insights but also a host of useful lessons for policy-makers and practitioners.
Governance discourse centers on an "ideal type" of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of "limited statehood," wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of public-private partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Recognizing these forms of governance as legitimate, the contributors clarify the complexities of a system the developed world must negotiate in the coming century.
The internationalization of research and technology is one key component of the globalization of trade and business, with potentially major impacts on patterns of economic development and public policies worldwide. Although certain aspects of this internationalization trend are well documented, and some effects can be quantified, the overall processes are extremely complex and the outcomes are highly uncertain. The existence of the phenomenon is generally accepted, but its importance and the trends are currently the topic of a lively debate. This study on "New Ways in Drug Development in Pharmaceuticals" is part of a three year project which aims at investigating how new concepts of industrial knowledge creation are implemented in the different environ ments of the innovation systems of the United States and Germany. The main focus of the overall project is a series of case studies of innovation practice in different national and sectoral contexts. The following sectors and technological fields are investigated: pharmaceuticals and new ways in drug development by the Fraunhofer Institute for Systems and Innovation Research (ISI), advanced materials by the University Hohenheim, Insti tute of International Management and Innovation (Alexander Gerybadze), financial services and home banking by the Massachusetts Institute of Tech nology (MIT), Center for Industrial Performance (Richard Lester) and the Sloan School of Management (Edward Roberts). This book celebrates the fiftieth anniversary of the United Nation's passage of the Universal Declaration of Human Rights by showing how global human rights norms have influenced national government practices in eleven different countries around the world. Transnational human rights pressures and policies have made a significant difference in bringing about improvements in human rights practices in diverse countries around the world. The book describes a model of socialization processes that can be broadly applied to other processes and policy areas where global ideas have an impact on domestic affairs.

Taking a fresh look at the impact of non-state actors on world politics and on the foreign policies of states, this book revives the debate on transnational relations which started in the 1970s. This debate withered away in the face of state-centered approaches, but this book's new approach emphasizes the interaction of states and transnational actors, arguing that domestic structures of the state as well as international institutions mediate the policy influence of transnational actors. Empirical chapters examine the European Economic and Monetary Union, US-Japanese transnational relations, multinational corporations in East Asia, Soviet and Russian security policy, democratization in Eastern Europe, and ivory management in Africa. The book concludes with chapters discussing the theoretical implications of the findings in the empirical studies.
This book offers a guideline for "Technology Audit" exercises for the transforming innovation systems of Central and Eastern European Countries (CEECs). Further more, the book presents the results of an exemplary application of this guideline in the field of biotechnology in Hungary. The authors - a group of innovation re searchers of the Fraunhofer Institute for Systems and Innovation Research (lSI), Germany, and of the Innovation Research Centre (IKU), Hungary - provide a sound concept for the identification of technological strengths and weaknesses of the CEECs' industrially oriented research systems as a basis for the design of advanced innovation policies. After the Organisation for Economic Co-operation and Development (OECD) had proposed a "Technology Audit" of Hungary in 1993, a pilot audit was carried out under their auspices. In parallel, the German Federal Ministry of Education, Sci ence, Research and Technology (BMFT) put forward the idea of developing the audit concept further in order to make it applicable also in other Central and Eastern European Countries. They asked lSI to utilise the running OECD audits as a learn ing source and to work out a comprehensive audit approach."

The growth of institutional capacity in the developing world has become a central theme in twenty-first-century social science. Many studies have shown that public institutions are an important determinant of long-run rates of economic growth. This book argues that to understand the difficulties and pitfalls of state building in the contemporary world, it is necessary to analyze previous efforts to create institutional capacity in conflictive contexts. It provides a comprehensive analysis of the process of state and nation building in Latin America and Spain from independence to the 1930s. The book examines how Latin American countries and Spain tried to build modern and efficient state institutions for more than a century - without much success. The Spanish and Latin American experience of the nineteenth century was arguably the first regional stage on which the organizational and political dilemmas that still haunt states were faced. This book provides an unprecedented perspective on the development and contemporary outcome of those state and nation building projects. |
