They describe more locally rooted attempts at building peace and how they operate in the shadows of, and in an ambiguous relationship with, governmental and international peacebuilders. The book finally suggests that reports of the pending death of peacebuilding are probably premature. Peacebuilding is a resilient international practice, apt to adjust itself to a changing environment, and too important a source of legitimacy for those that wield power.

This book explores the transformation of the American-led alliances, as well as of US allies’ responses to potential American disengagement from regional security amid the rising Russian and Chinese threats. The post-Cold War international order has led to three challenges for the West. The first challenge was the ending of the Cold War, which had served as the fundamental rationale of the US-centred alliance systems in both Europe and Asia. The second challenge was that while the fear of US disengagement in the post-Cold War era was initially about its political willingness, the relative decline of the US has gradually turned the question into that of capability. And the third challenge is that for the first time since very long, a war in which one of the great (nuclear) powers is involved takes place on European territory. In Europe, the immediate consequence of the war has been a strengthening of NATO. In Asia and the Indo-Pacific, regional reactions to the war have been much more muted, for the division between “friends and foes” remains less clear-cut than in Europe. The chapters in this volume bridge the dynamics in the European and Asian theatres and provide a comparative framework for examining security alignments amid the shifting strategic context of the Indo-Pacific. It starts from the observation that, although nuclear deterrence has long been dominant in debates about war and peace, recent events show that ridicule and stigmatization of nuclear weapons and their possessors is on the rise. The idea of non-nuclear peace has been around since the beginning of the nuclear revolution, but it may be staging a return. The first part reconstructs the criticism of nuclear peace, both past and present, with a particular emphasis on technology. The second part focuses on the most revolutionary change since the beginning of the nuclear revolution, namely the Humanitarian Initiative and the resulting Nuclear Ban Treaty (2017), which allows imagining non-nuclear peace anew. The third and last part explores the practical and institutional prospects of a peace order without nuclear weapons. If non-nuclear peace advocates want to convince skeptics, they have to come up with practical solutions in the realm of global governance or world government.

Nuclear terrorism is perceived as one of the most immediate and extreme threats to global security today. While the international community has made important progress in securing fissile material, there are still important steps to be made with nearly 2,000 metric tons of weapons-usable nuclear material spread around the globe. The volume addresses this complex phenomenon through an interdisciplinary approach: legal, criminal, technical, diplomatic, cultural, economic, and political. Despite this cross-disciplinary approach, however, the chapters are all linked by the overarching aim of enhancing knowledge of nuclear security and the prevention of nuclear terrorism. The proliferation of nuclear weapons has been defined as the gravest potential threat to international peace and security. The concept of nuclear deterrence has to be revisited in this regard. The longer the Nuclear Weapon States hold on to their nuclear weapons, the bigger the chance that nuclear weapons will be spread and will be used (once again) by accident, in an authorized or unauthorized way, or that nuclear terrorism becomes reality. The marginalizing of nuclear weapons resulting in a Nuclear Weapon Free World should be considered as a viable alternative.

"Nuclear Inertia" examines why, despite the Cold War having ended more than ten years ago, the US still maintains an arsenal of over 10 000 nuclear warheads. Most explanations for this are to be found not in the structure of the international system but in domestic politics. Tom Sauer ascribes the lack of change to bureaucratic resistance, dogmatic thinking and lack of political leadership. Clinton tried to change US policy by initiating the 1993-1994 Nuclear Posture Review but was blocked by bureaucratic opposition. Sauer suggests that this points to a lack of civilian control over the military during the Clinton administration.
