The National Disaster Housing Strategy (the Strategy) serves two purposes. First, it describes how we as a Nation currently provide housing to those affected by disasters. It summarizes, for the first time in a single document, the many sheltering and housing efforts we have in the United States and the broad array of organizations that are involved in managing these programs. The Strategy also outlines the key principles and policies that guide the disaster housing process. Second, and more importantly, the Strategy charts the new direction that our disaster housing efforts must take if we are to better meet the emergent needs of disaster victims and communities.

This report discusses the Broward County off-shore emergency response plan, the background considerations made that were used to set up the drill, the drill itself, and lessons learned from the drill. Many fire and rescue organizations can benefit from the concepts in this response plan, even though the plan was specifically designed for an off-shore response at a particular location. A massive leak of liquefied chlorine gas created a dangerous cloud of poison gas over the city of Henderson, Nevada, in the early morning hours of May 6, 1991. Over 200 persons were examined at a local hospital for respiratory distress caused by inhalation of the chlorine and approximately 30 were admitted for treatment. Approximately 700 individuals were taken to shelters. It is estimated that from 2,000 to 7,000 individuals were taken elsewhere.

The 12th edition of Fire in the United States covers the 10-year period from 1989 to 1998, with emphasis on 1998. As usual in this series, this edition describes the overall national fire problem; examines aspects of the problem in residential and non-residential structures, vehicles, and outside fires; and addresses casualties sustained by firefighters in the line of duty. Additionally, this report presents the number of fires and deaths in each state for 1998 and, where available, the 10-year trends. Special analyses address the problem of fire as it related to the very young and to older adults. These individuals are at higher-than-average risk from fire, a problem receiving high attention by the USFA.
This incident highlights the need for the recognition of the dangers of oxygen-limiting silos regardless of their use and setting.
