have become increasingly aware of the need to respond to the
hazardous waste problem, which has grown steadily over the past 40
years. In 1980, Congress passed the Comprehensive Environmental
Response, Compensation, and Liability Act (CERCLA) -- the Superfund
law-to provide for "liability, compensation, cleanup, and emergency
response for hazardous substances released into the environment and
the cleanup of inactive waste disposal sites." This manual is a
guidance document for managers responsible for occupational safety
and health programs at inactive hazardous waste sites. It assumes a
basic knowledge of science and experience in occupational safety
and health. It is the product of a four-agency committee (the
National Institute for Occupational Safety and Health NIOSH], the
Occupational Safety and Health Administration OSHA], the U.S. Coast
Guard USCG], and the U.S. Environmental Protection Agency EPA])
mandated by CERCLA section 301(f) to study the problem of
protecting the safety and health of workers at hazardous waste
sites, and by CERCLA section 111(c)(6) to develop a program to
protect the health and safety of employees involved in response to
hazardous substance releases, removals, or remedial actions. This
manual is intended for federal, state, and local officials and

The Boat Crew Seamanship Manual presents the approved methods and
procedures for the conduct of Coast Guard boat operations. The
Coast Guard Auxiliary, for the conduct of vessel facility
operations, also uses this Manual.
This guide describes how the U.S. Coast Guard Auxiliary is
structured and operates, providing a model to the international
community for possible use by countries operating or wishing to
develop a volunteer-based maritime service. The Model Maritime
Auxiliary Guide is based upon the organization, authority and
mission expectations of the U.S. Coast Guard Auxiliary. The United
States Coast Guard Auxiliary has written these International
Guidelines for the benefit of individuals and groups that have a
sincere desire to establish a Coast Guard Auxiliary or similar
government affiliated volunteer Search and Rescue (SAR)
Organization in their country. The United States Coast Guard
Auxiliary is the uniformed volunteer component of the United States
Coast Guard, as well as the lead volunteer force in the Department
of Homeland Security. Founded in 1939 by an Act of Congress, the
38,000 volunteer members (men and women) donate thousands of hours
in support of Coast Guard missions such as Search and Rescue (SAR),
Public Education, Marine Environmental Protection, Maritime Domain
Awareness and commercial and recreational vessel safety checks.
These volunteers come from all walks of life, i.e. recreational
boaters, fishermen, emergency medical technicians, firefighters,
accountants, doctors, lawyers, tradesmen, business people, active
duty and retired Coast Guard and other military branches, etc.,
ranging from 17 to 80+ years of age. These International Guidelines
are designed to share knowledge, international experience and
expertise with fellow volunteers who are dedicated to assisting
their Coast Guard, Navy, Defense Forces or similar government
authorities involved in Recreational Boating Safety, Public
Education, Marine Environmental Protection, Maritime Awareness, and
Disaster Response. Good communication and cooperation with
government authorities and other agencies are essential, in order
to succeed. We realize that different countries have different
cultures, traditions, environments, rules and regulations and we
cannot write a template to fit all countries. However, we hope that
these Guidelines cover the basics needed to assist you in
establishing or broadening the scope of an existing Coast Guard
Auxiliary or similar Volunteer Search and Rescue Organization.
This monograph examines the current state of Coast Guard
Professional Military Education (PME) to identify areas for
improvement to ensure Coast Guard officers have the requisite
knowledge, skills, and abilities to operate in an increasingly
complex and dynamic post-9-11 environment. First, the monograph
explores the history and culture of the service, including internal
and external factors, to show their influence on the service's
preference for the experiential model of learning and education.
Then the monograph examines current policies, requirements, and
institutional issues, including service, joint, and departmental
competencies. This section also includes a holistic review and
summary of several recent Coast Guard studies on core competency
gaps in junior and mid-grade officers. The first section of the
monograph concludes with defining the "desired state" of Coast
Guard officer competencies in context with current strategic policy
and vision on professional development. The monograph then analyzes
information presented in the first section using Systems and
Obstruction Analysis techniques described in Jamshid Gharajedaghi's
book Systems Thinking. Systems Analysis is used to indicate the
structural, functional, and procedural issues in the Coast Guard's
training and education system that may be preventing change towards
the "desired state." Obstruction Analysis is used to identify the
social and behavioral impediments within and external to the Coast
Guard that may be hindering change. The analyses show the
complexity and inter-relatedness of the issues that continue to
allow competency gaps at the mid-grade levels and to prevent
improvements to the officer PME system. Five solution areas are
discerned from the dual analyses: knowledge, advocacy, plans and
policy, resources, and culture. The monograph concludes with
proposed solutions in all five areas. The monograph recommends
multiple systemic changes which, if implemented simultaneously,
would close existing core competency gaps in the officer corps and
improve service, joint, and interagency professional competence at
all levels. The proposed changes would also gradually move the
Coast Guard away from an experiential-based PME system which is not
meeting the professional development needs of the officer corps
towards an objective-based system which would.
Since its original printing in 2002, Pub 1 has served as the Coast
Guard's capstone doctrinal publication. It defines its principles
and culture. It describes its history, missions, purpose, and
ethos. It communicates who and what the Coast Guard is and how it
accomplishes its missions. This May 2009 update includes data on
roles and missions, forces, historic evolution, and values.
This publication covers military entrance processing station
operational policies, programs, and procedures. It implements DOD
Directive 1145.2 governing personnel enlisting in the military and
the processing of Selective Service registrants.
