Zunachst widmet sich der Verfasser dem Themenkomplex Prostitution. Nach der naheren Bestimmung des Begriffs soll versucht werden, die historische Entwicklung der Prostitution zu beleuchten mit der Absicht, Zwangslaufigkeiten der aktuellen Situation abzuleiten und so etwas wie eine Doppelmoral, die zweifellos herrscht, hinsichtlich des Themas transparent zu machen. Daran anschliessend, teilweise parallel soll beschrieben werden, mit welcher rechtlichen Realitat eine Frau, die als Prostituierte arbeitet, konfrontiert ist. Prostitution, oder vielmehr: die Prostituierten werden vielfach zum Politikum - gerade auf kommunaler Ebene.
