This matter is vitally important for Hamburg's port, the second largest in Europe. The River Elbe is one of the busiest waterways of the world which makes Hamburg's economy essentially dependent on the security of the waterways. The International Tribunal for the Law of the Sea (ITLOS) held a conference in Hamburg in 2007 bringing together judges, practitioners, experts, and students to discuss problems and solutions for maritime security.
