George Pitt-Rivers began his career as one of Britain's most promising young anthropologists, conducting research in the South Pacific and publishing articles in the country's leading academic journals. With a museum in Oxford bearing his family name, Pitt-Rivers appeared to be on track for a sterling academic career that might even have matched that of his grandfather, one of the most prominent archaeologists of his day. By the early 1930s, however, Pitt-Rivers had turned from his academic work to politics. Writing a series of books attacking international communism and praising the ideas of Benito Mussolini and Adolf Hitler, Pitt-Rivers fell into the circles of the anti-Semitic far right. In 1937 he attended the Nuremberg Rally and personally met Adolf Hitler and other leading Nazis. This book explains how the self regulatory system for U.S. securities firms works with three tiers of supervision. Overseeing the whole system is the U.S. Securities and Exchange Commission, which directly supervises the self-regulatory organizations such as the New York Stock Exchange and the National Association of Securities Dealers. In turn, these self-regulatory organizations oversee the broker-dealers who conduct the daily business of buying and selling securities. The system relies heavily on the firms' internal supervisory systems to prevent violations of securities laws, since they are in the best position to track their own internal activities. Firms may be fined, or subject to even more stringent penalties, if their supervisory systems fail. This book is an in-depth examination of how this regulatory system works, the types of regulatory problems with which broker-dealer firms must deal, why some firms have more problems than others, and what the experience with the system suggests about ways of improving self regulatory systems generally.

Ein klassisches Beispiel hierfiir ist die Magenchirurgie. Die erste, von THEODOR BILLROTH im Jahre 1881 erfolgreich durchgefiihrte Magenresektion eroGBPfnete ein chirurgisches Neuland von zunachst uniiberschaubarer Weite. Sie diente der mor- phologischen Beseitigung eines stenosierenden Pyloruscarcinoms. Auch die im September desselben Jahres von RYDYGIER durchgefiihrte erste Resektion eines peptis chen Ulcus, die iibrigens von seinen Zeitgenossen aUGBPs scharfste abgelehnt wurde, war zunachst nur zur technischen Beseitigung des Geschwiirs gedacht. Erst spater wurde die Ulcusresektion aufgrund unzahliger klinischer und experi- menteller Arbeiten zur kausalen Therapie ausgebaut. Fast 50 Jahre lang schienen Indikationen und Technik der chirurgischen MaBnahmen im groBen geklart und festgelegt. Und damit verlor dieses chirurgische Teilgebiet auch an allgemeinem Interesse. Seit etwa 20 Jahren steht es nun wieder zunehmend im Mittelpunkte lebhafter Diskussionen. Die Impulse kamen einmal von den erweiterten Moglich- keiten chirurgischer, insbesondere thoraxchirurgischer Technik, zum anderen von den neuen Erkenntnissen der Pathophysiologie und Biochemie.
