This is a story of adventure and mystery that takes place 700 years from now. Tanei, a fogeign student from East Africa, and her fellow students at the University of Great Falls attempt to find the origin of a small gold coin, so that they can find additional artifacts to help them learn why our current civilization collapsed. As they search for the old and seemingly homeless woman who found the coin and then sold it, they are drawn into a dark and dangerous world. The Great Falls of the future is a city of 500,000 people that was destroyed by war and then rebuilt twice in the distant past. In its center are the remains of an ancient city where gangs, criminals, and homeless people find shelter in the abandoned buildings and underneath in the ancient tunnel systems. Tanei is good at searching, but she is not so good at staying out of trouble, and there is plenty of trouble waiting for her and her fellow students in the tunnels under the old city.

The tools of reason offer the best hope for the international community to confront the increasing incidents of hate throughout the world. In Part II, Simon demonstrates the power of legal analysis in enhancing our understanding of genocide, probably the worst injustice imaginable. A close examination of each purported element of the crime of genocide redirects misguided turns taken by international jurists. Contrary to a more realistic perspective adopted at the Nuremberg trials, jurists have mistakenly modeled international criminal law on national criminal law, which focuses on individual responsibility. However, the cases of grave injustices throughout the 20th century amply demonstrate the primary collective responsibility underlying incidences of genocide. The failure to prosecute criminal organizations for genocide has and will continue to have disastrous results. While the Nuremberg tribunal at least disbanded the responsible Nazi organizations, current war crimes tribunals have allowed organizations responsible for the Rwandan genocide to continue to wreak havoc throughout Central Africa. If the international community cannot forge a common understanding of genocide, then it has little hope of establishing an international legal order or a global ethics.

This book explores two of the most important dimensions of the military as an institution in Third World politics: its role in domestic power structures and internal development, and its impact on the formation and execution of the security aspects of foreign policy. These internal and external orientations are compared here across selected Third World countries in Asia, Africa, and Latin America. The first International Symposium on Theory and Applica- tion of Ion and Enzyme Electrodes in Biology and Medicine was organized at SchloB Reisensburg near Ulm in 1974. The concept of this meeting was to discuss the theory and applica- tion of carrier operated electrodes within an interdisciplinary group of investigators coming from physical chemistry, or- ganic chemistry, physiology, biochemistry and medicine. Be- cause of its interdisciplinary character, the Symposium proved to be very productive and further meetings based on the same principle were held at the Max-Planck-Institut fUr Systemphysiologie in Dortmund in 1977 and 1980. For the 1983 meeting it was decided to return to the ethe- real atmosphere of a castle (Burg Rabenstein) set in the beau- tiful surroundings of Swiss Franconia. Participation was re- stricted to those involved in the theoretical, experimental and clinical applications of ion selective electrodes. In this way a critical mass was achieved whereby an infor- mation transfer was induced between groups who had previ- ously had little or no communication with each other. We hope that this interdisciplinary spirit may encourage and stimulate those scientists and clinicians who are considering entering the field of ion investigations and that this book may serve as a compendium of current ion selective electrode methodology and ideas, together with their application in the- oretical fields, physiology and medicine.
