Professor Bruce Harris has left an indelible mark on public law in New Zealand and across the common law world. In particular, his suggestion that there exists a 'third source' of executive action, in addition to statutory and prerogative powers, has influenced scholarship and judicial decisions in New Zealand, the United Kingdom, and elsewhere. In this Festschrift, leading commentators explore key themes from his work. The first theme is the nature of executive power. Claire Charters argues that the future New Zealand constitution must pay greater attention to Maori legal concepts and substantive protections for tangata whenua. Codesign for Real-Time Video Applications describes a modern design approach for embedded systems. It combines the design of hardware, software, and algorithms. Traditionally, these design domains are treated separately to reduce the design complexity. Advanced design tools support a codesign of the different domains which opens an opportunity for exploiting synergetic effects. The design approach is illustrated by the design of a video compression system. It is integrated into the video card of a PC. A VLIW processor architecture is used as the basis of the compression system and popular video compression algorithms (MPEG, JPEG, H.261) are analyzed. A complete top-down design flow is presented and the design tools for each of the design steps are explained. The tools are integrated into an HTML-based design framework. The resulting design data can be directly integrated into the WWW. This is a crucial aspect for supporting distributed design groups. The design data can be directly documented an cross referencing in an almost arbitrary way is supported. This provides a platform for information sharing among the different design domains. The court of Holy Roman Emperor Rudolf II produced nothing more amazing than the Mira colligrophioe monumenta, a flamboyant demonstration of two arts-calligraphy and miniature painting. The project began when Rudolf's predecessor commissioned the master calligrapher Georg Bocskay to create a model book of calligraphy. A preeminent scribe, Bocskay assembled a vast selection of contemporary and historic scripts. Many were intended not for practical use but for virtuosic display. Years later, at Rudolf's behest, court artist Joris Hoefnagel filled the spaces on each manuscript page with images of fruit, flowers, insects, and other natural minutiae. The combination of word and images is rare and, on its tiny scale, constitutes one of the marvels of the Central European Renaissance. The manuscript is now in the collections of the Getty Museum. Forty-eight of its pages are reproduced in this book, containing samples of classic italic hands; historical, invented, and exhibition hands; Rotunda, a classicizing humanist script based on Carolingian miniscule; classically based scripts; and Gothic blackletter and chancery.

Listening is clearly central to the practice of both counselling and psychotherapy. Given this, it is quite extraordinary how little thought has been given to the nature of therapeutic listening and to the cultivation and evaluation of the therapist as listener. Instead, listening is a subject marginalised in both the theoretical literature on psychotherapy and in the practical training of counsellors and psychotherapists .In this collection of essays and articles by Peter Wilberg, the thinking of Martin Heidegger provides the platform for an exploration of the deeper nature of listening - not simply as a passive prelude to therapeutic or diagnostic responses, but as a mode of active inner communication with others. Inspired by the work of Professor Michael Taggart, this collection of essays from across the common law world is concerned with two separate but related themes. First, to what extent and by what means should review on substantive grounds such as unreasonableness be expanded and intensified? Jowell, Elliott and Varuhas all agree with Taggart that proportionality should not 'sweep the rainbow', but propose different schemes for organising and conceptualising substantive review. Groves and Weeks, and Hoexter evaluate the state of substantive review in Australia and South Africa respectively. The second theme concerns the broader (Canadian) sense of substantive review including the illegality grounds, and whether deference should extend to these grounds. Cane and Aronson consider the relevance and impact of different constitutional and doctrinal settings. Wilberg and Daly address questions concerning when and how deference is to operate once it is accepted as appropriate in principle. Rights-based review is discussed in a separate third part because it raises both of the above questions. Geiringer, Sales and Walters examine the choices to be made in settling the approach in this area, each focusing on a different dichotomy. Taggart's work is notable for treating these various aspects of substantive review as parts of a broader whole, and for his search for an appropriate balance between judicial scrutiny and administrative autonomy across this entire area. By bringing together essays on all these topics, this volume seeks to build on that approach.
