In a consolidated democracy, amnesties and pardons do not sit well
with equality and a separation of powers; however, these measures
have proved useful in extreme circumstances, such as transitions
from dictatorships to democracies, as has occurred in Greece,
Portugal and Spain. Focusing on Spain, this book analyses the
country's transition, from the antecedents from 1936 up to the
present, within a comparative European context. The amnesties
granted in Greece, Portugal and Spain saw the release of political
prisoners, but in Spain amnesty was also granted to those
responsible for the grave violations of human rights which had been
committed for 40 years. The first two decades of the democracy saw
copious normative measures that sought to equate the rights of all
those who had benefitted from the amnesty and who had suffered or
had been damaged by the civil war. But, beyond the material
benefits that accompanied it, this amnesty led to a sort of wilful
amnesia which forbade questioning the legacy of Francoism. In this
respect, Spain offers a useful lesson insofar as support for a
blanket amnesty - rather than the use of other solutions within a
transitional justice framework, such as purges, mechanisms to bring
the dictatorship to trial for crimes against humanity, or truth
commissions - can be traced to a relative weakness of democracy,
and a society characterised by the fear of a return to political
violence. This lesson, moreover, is framed here against the
background of the evolution of amnesties throughout the twentieth
century, and in the context of international law. Crucially, then,
this analysis of what is now a global reference point for
comparative studies of amnesties, provides new insights into the
complex relationship between democracy and the varying mechanisms
of transitional justice.

The creation of an economic and monetary union (EMU) in Europe is
among the most important_and controversial_developments of the
1990s. This clear and balanced book brings together economists and
political scientists to explain why the creation of a European
monetary union is so contentious; how the debate has affected the
political determination to construct a monetary union; and how it
will influence the functioning of EMU into the next century.
Focusing on how economics and politics interact both in the prelude
to unification and in its aftermath, the authors provide an
innovative analysis of a spectrum of related issues: how EMU
relates to Europe's unemployment crisis, how it will affect the
process of economic adjustment, what convergence means for the
performance of the member states separately, and how the member
states will decide both whether to participate themselves and whom
else to admit to the monetary club.
This textbook presents all the mathematical and physical concepts
needed to visualize and understand representation surfaces,
providing readers with a reliable and intuitive understanding of
the behavior and properties of anisotropic materials, and a sound
grasp of the directionality of material properties. They will learn
how to extract quantitative information from representation
surfaces, which encode tremendous amounts of information in a very
concise way, making them especially useful in understanding higher
order tensorial material properties (piezoelectric moduli, elastic
compliance and rigidity, etc.) and in the design of applications
based on these materials. Readers will also learn from scratch
concepts on crystallography, symmetry and Cartesian tensors, which
are essential for understanding anisotropic materials, their design
and application. The book describes how to apply representation
surfaces to a diverse range of material properties, making it a
valuable resource for material scientists, mechanical engineers,
and solid state physicists, as well as advanced undergraduates in
Materials Science, Solid State Physics, Electronics, Optics,
Mechanical Engineering, Composites and Polymer Science. Moreover,
the book includes a wealth of worked-out examples, problems and
exercises to help further understanding.

Information Technology generates about 2% of the global CO2.
Network hosts, most of which are idle most of the time, are
maintained fully powered-on at all times only for the purpose of
maintaining network presence. This book develops general
requirements for proxying and is the first exploration of
application-level proxying with the intention of saving energy by
maintaining network presence. Proxying for TCP connections, SIP,
and Gnutella P2P was investigated. Proxying for P2P lead to the
exploration of space and time efficient data structures to reduce
the computational requirements of keyword search in the proxy. The
use of pre-computation and hierarchical structures for reducing the
false positive rate of a Bloom filter was explored. Potential
energy savings are shown to be in the hundreds of millions of
dollars per year assuming a modest adoption rate of the methods
investigated in this book. This book is for professionals in
Computer Science looking for ways to design and implement ideas to
save energy in computer networks.
The Colombian activist Juan Gregorio Palechor (1923-1992) dedicated
his life to championing indigenous rights in Cauca, a department in
the southwest of Colombia, where he helped found the Regional
Indigenous Council of Cauca. Recounting his life story in
collaboration with the Colombian anthropologist Myriam Jimeno,
Palechor traces his political awakening, his experiences in
national politics, the disillusionment that resulted, and his turn
to a more radical activism aimed at confronting ethnic
discrimination and fighting for indigenous territorial and
political sovereignty. Palechor's lively memoir is complemented by
Jimeno's reflections on autobiography as an anthropological tool
and on the oppressive social and political conditions faced by
Colombia's indigenous peoples. A faithful and fluent transcription
of Palechor's life story, this work is a uniquely valuable resource
for understanding the contemporary indigenous rights movements in
Colombia.

llamadas 'simbolos'.
temas."
