Management and Engineering of Critical Infrastructures focuses on two important aspects of CIS, management and engineering. The book provides an ontological foundation for the models and methods needed to design a set of systems, networks and assets that are essential for a society's functioning, and for ensuring the security, safety and economy of a nation. Various examples in agriculture, the water supply, public health, transportation, security services, electricity generation, telecommunication, and financial services can be used to substantiate dangers. Disruptions of CIS can have serious cascading consequences that would stop society from functioning properly and result in loss of life. Malicious software (a.k.a., malware), for example, can disrupt the distribution of electricity across a region, which in turn can lead to the forced shutdown of communication, health and financial sectors. Subsequently, proper engineering and management are important to anticipate possible risks and threats and provide resilient CIS. Although the problem of CIS has been broadly acknowledged and discussed, to date, no unifying theory nor systematic design methods, techniques and tools exist for such CIS.

Despite a centralized formal structure, Chinese politics and policy-making have long been marked by substantial degrees of regional and local variation and experimentation. These trends have, if anything, intensified as China's reform matures. Though often remarked upon, the politicsof policy formation, diffusion, and implementation at the subnational level have not previously been comprehensively described, let alone satisfactorily explained. Based on extensive fieldwork, this book explores how policies diffuse across China today, the mechanisms through which local governments actually arrive at specific solutions, and the implications for China's political development and stability in the years ahead. The chapters examine how local-level institutions solve governance challenges, such as rural development, enterprise reform, and social service provision. Focusing on diverse policy areas that include land use, state-owned enterprise reform, and house churches, the contributors all address the same overarching question: how do local policymakers innovate in each issue area to address a governance challenges and how, if at all, do these innovations diffuse into national politics. To understand law and legal institutions globally, we must go beyond asking if countries comply with idealized, yet under-theorized, rule of law principles to determine how they work in practice. Examining legal regimes across different areas of criminal and civil law in both urban and rural China and Indonesia during distinct periods from 1949 to the present, William Hurst offers a new way of understanding how cases are adjudicated (and with what implications) across authoritarian, developing, post-colonial, and newly democratizing settings.
