In der modernen Industriegesellschaft hangen Produktion und viele fur den Lebensstandard der Menschen wichtige Konsumbereiche von der ausreichenden Verfugbarkeit von Energie ab. Da uber 90 % der derzeitigen Weltenergieversorgung auf Brennstoffen beruht, deren Vorrat zwar riesig, aber erschopfbar ist, stellt sich die Frage nach der optimalen intertemporalen Allokation: Wieviel soll heute, wieviel morgen genutzt werden? Spatestens seit den Diskussionen zum "sauren Regen," dem katastrophalen Unfall von Tschernobyl und den langfristig prognostizierten Klimaveranderungen als Folge weiterer Nutzung von Verbrennungsprozessen hat auch eine breite Offentlichkeit erkannt, dass ein grosser Teil der Umweltprobleme direkt oder indirekt mit Energieumwandlungs- und -nutzungsprozessen verbunden ist. Alleine wegen dieser beiden Aspekte ist eine Beschaftigung mit energiewirtschaftlichen Themen hochst spannend. Hinzu kommt aus der wettbewerbstheoretischen Sicht, dass fur die sogenannten leitungsgebundenen Energietrager ein "naturliches Monopol" vermutet wird, so dass Fragen der Regulierung und Ausgestaltung der energiepolitischen Rahmenbedingungen eine besondere Rolle spielen. Wir haben deshalb bei der Darstellung Wert darauf gelegt, neuere Entwicklungen auf den Teilmarkten fur Energie darzustellen. Military production in Russia has decreased nearly 70 per cent since 1989, and that now-unused industrial capacity has to be redirected to towards market conditions. By the end of 1994, privatization had had only a small effect on defence-enterprise profiles; real conversion is still a rarity. In most cases, these enterprises merely attempt to expand their existing civilian-orientated production, due largely to lack of investment, technological gaps, and inexperience in operating within a free-market system.
