This title was first published in 1977. Fundamentals of Political
Economy is a popular introductory economics text published in the
People's Republic of China in 1974 as a part of the Youth
Self-Education series designed particularly for individual or group
study. The primary purpose of this series, according to the
preface, is to elevate the cultural level of the youths going down
to the countryside, to advance their knowledge of the social and
natural sciences, as well as to arouse their class consciousness.
It was originally published in two volumes. The first volume (11
chapters) is a critical review of the historical development of
capitalism. The second volume (12 chapters) deals with Marxist
economic principles and the manner in which they are applied in
China.
This is one of the most influential and controversial Chinese
studies of the Chinese economy published in recent years. The
authors argue strongly that the decentralization that has taken
place in China since the 1980s threatens to undermine the future of
reform and perhaps even the state itself. They contend that reform
has undermined state capacity in China, and that the state's fiscal
revenues, as a percentage of GNP, have declined and will continue
to decline into the foreseeable future, thereby putting China in
the ranks of the least "statist" societies, and weakening the
country's ability to mobilize resources for modernization.
This work presents an assessment of the migration from Hong Kong
that has occurred since the second half of the 1980s. This
pronounced outflow of highly educated people (a "brain drain") is
having a profound impact on destination areas, as well as on Hong
Kong itself.

transformation of the Taiwan economy over the past four decades and
thus to throw light on issues in development theory and policy,
especially for other developing economies. It is built on the micro
foundation of a series of enterprise field studies which were
conducted by a consortium of eight Taiwan universities under the
auspices of Taiwan's National Science Council. Although Taiwan's
status as one of the "four dragons" and a rapidly growing Asian
Pacific economy is well understood, information on its development

organizations rarely include Taiwan as an entity, and scholarly
analysis of the causes of the Taiwan miracle are often speculative.

level; few are based on field studies of one of the most critical
