During the past three decades of rapid industrial growth, China has
suffered from devastating environmental degradation. Most scholarly
and popular publications have painted a rather pessimistic picture
about the worrisome trend. Yet a somewhat more optimistic view has
emerged in the past decade given the Chinese government's increased
commitment to fighting industrial pollution, the public's increased
concerns regarding the adverse effects of pollution, and domestic
and international civil society's increased involvement in
promoting environmental protection in China. Drawing on the
authors' extensive research on Guangdong Province and a few large
cities in other provinces, this book provides an in-depth study on
China's environmental governance and regulatory enforcement in the
past two decades. Section 1 examines various institutional
constraints for environmental regulation enforcement at the local
level and how governance reform efforts in the past decade have
contributed to the lessening of those constraints. Section 2 draws
on data derived from surveys and interviews conducted in multiple
cities and times; it examines the dominant regulatory enforcement
styles of local environmental protection bureaus and how these
styles vary across different regions and over time. Section 3
examines how various stakeholders-the general public, environmental
groups, government entities, and corporations-affect the
environmental governance process. Overall, the book presents a
cautiously optimistic view on the evolution of environmental
governance in China. While highlighting many political,
institutional, social, and economic constraints, it also documents
many changes that have taken place-including reform efforts from
within the government administrative system, increasingly societal
concerns and actions, and changing attitudes among corporate
executives-potentially paving the way for more effective
environmental governance in the future.
Many phenomena around the research in document analysis and
understanding are much better described through the powerful
multiscale signal representations than by traditional ways. From
this perspective, the recent emergence of powerful multiscale
signal representations in general and fractal/wavelet basis
representations in particular, has been particularly timely.
Indeed, out of these theories arise highly natural and extremely
useful representations for a variety of important phenomena in
document analysis and understanding. This book presents both the
development of these new approaches as well as their application to
a number of fundamental problems of interest to scientists and
engineers in document analysis and understanding.
The 2nd edition is an update of the book Wavelet Theory and its
Application to Pattern Recognition published in 2000. Three new
chapters, which are research results conducted during 2001-2008,
are added. The book consists of three parts - the first presents a
brief survey of the status of pattern recognition with wavelet
theory; the second contains the basic theory of wavelet analysis;
the third includes applications of wavelet theory to pattern
recognition. The new book provides a bibliography of 170 references
including the current state-of-the-art theory and applications of
wavelet analysis to pattern recognition.
This book shares with English readers Chinese theoretical and
practical explorations of moral education curriculum for primary
schools within the basic education curriculum reform project since
2001.The book expounds this moral education curriculum reform and
focuses on three main ideas: The curriculum's aim is to enrich
children's experiences and reflect their own lives; the
curriculum's content is originated from children's lives; the
curriculum's structure is developed from children's learning
approach in their morality and social study. In this book, light is
also shed on how to construct moral education textbooks, direct
moral instruction, and moral teacher identity in the perspective of
moral learning; how to knit law education and Chinese traditional
culture education in moral curriculum. This is the first
comprehensive book focusing on Chinese moral education curriculum
reform. It will appeal to researchers, research students, and
writers of moral education textbooks. It is also suitable for
teacher training programs to help future teachers learn about moral
education curriculum and help them effectively design and organize
it for children's morality study.

This volume introduces and discusses the achievements and
mechanisms of urban planning and construction in China from
multiple professional perspectives, covering practices and
processes ranging from ancient times to the present day. The book
has 14 chapters, each addressing a specific Chinese urban planning
and construction topic with examples and applications in various
cities and regions, and each providing an all-around analysis of
Chinese urban development issues at different scales, including
government administrations, planning progresses, urban investments,
social impacts and construction models. The book provides a
comprehensive overview of urban planning and construction in China,
especially its successful experiences in the historical period and
modern era, which will greatly benefit scholars and readers who are
interested in China, as well as urban planners, architects and
historians. The book is organized into 4 main parts. Part 1 focuses
on "historical wisdom" to summarize ancient Chinese efforts to cope
with nature and the environment. It interprets the unique wisdom of
ancient Chinese cities related to regional design, water
conservancy system, and urban districts. Part 2 presents the
"transformation" of urban planning in China by learning from both
the traditional value and western experiences based on several
cases, such as the spatial development of Beijing and the
Beijing-Tianjin-Hebei capital region, the preservation of Qingdao
city, the urban community development and regeneration in Chongqing
city. Part 3 explores the "green and eco-city" by looking towards
the future, illustrating Chinese practices and efforts to build
more sustainable cities, such as green and low-carbon city
construction in Wuhan, healthy city planning and eco-cities
construction in China. Part 4 prospects the "modern miracles"
brought forth by technological innovation and economic growth, and
introduces the newest planning trends in China, such as the
E-commerce Taobao villages in China and the innovation districts in
Beijing. It also explains the driving force of the "growth machine"
of Suzhou city.

Researchers have been investigating the study of decision tables
for more than fifty years. As an important tool to support
Information System Management, it is widely used by non-technical
business people. The interest of decision tables has been rising
steadily. Semantic Decision Tables (SDTs), as a kind of advanced
decision tables, provide a means to capture and examine decision
makers' concepts, as well as a tool for refining their knowledge
and facilitating knowledge sharing in a scalable manner. SDT adapts
modern ontology engineering (OE) technologies to refine the
semantics in a decision table (or any well structured decision
resources). This book covers three parts - background, theory and
application - in order to support the full engineering cycle of
SDT. Three SDT applications, which are applied in the domain of
human resource management, show the possibilities of using SDT to
monitor processes and present semantically rich decision rules to
non-technical business people. The goal of this book is to
stimulate new ideas of applying modern OE to existing business
decision support tools.
