In the midst of global economic development, the world is rapidly running out of resources. It is imperative that the level of carbon emissions be addressed by countries globally. This is especially so in China, where industrialization, city development and progressive agriculture have developed substantially. This comprehensive and integrated annual review volume sets the precedent in addressing this issue by being the pioneering volume on China's low-carbon development efforts, based on research efforts conducted by the Climate Policy Initiative at Tsinghua - an independent, experienced and professional research group. Several key questions on the results of China's 11th Five-Year plan are explored by reviewing China's performance against targets, while key policies and institutions that were designed and implemented are described. Pour se doter de nouveaux avantages concurrentiels et continuer a etre competitifs dans un monde plus que jamais global, le mot mobilisateur est desormais "innovation" dans les pays industrialises pour toute organisation, publique ou privee desireuse d''etre performante dans la duree. Dans le cadre de cette etude, nous avons voulu etudier en particulier le role des gestionnaires intermediaires en liaison avec les processus, les avantages concurrentiels et l''innovation, facteur determinants de la performance de l''organisation publique. L''etude a montre qu''une gestion des processus catalysee par les gestionnaires intermediaires au niveau du design et de l''implantation est tres importante dans le succes de l''innovation. Ceci nous a permis de proposer qu''en dehors des autres facteurs, les gestionnaires intermediaires constituent une variable mediatrice importante dans la realisation de l''innovation qui est a la source de la nouvelle performance de l''organisation publique.
