Africa is changing and digitisation is playing a pivotal role in
it. Throughout the whole continent, digital practices are emerging
which radically transform African societies and their worldwide
perception. However, digital infrastructures remain marked by local
and global asymmetries despite the widespread use of mobile phones.
Over the course of two years and in three African and European
cities, the interdisciplinary exhibition and research project
Digital Imaginaries took this contradictory diversity of digital
phenomena as its starting point in order to explore possible

Nearly 29 years have passed since the EC and Thrkey forged the
Association Agreement on 12.3.63. After abrief period on hold,
Thrkish-EC relations regained dynamism when Thrkey applied for full
membership on April 14, 1987. The view of the EC Commission, as
presented some two and a half years later to the Council of
Ministers, was approved by EC Foreign Ministers. The response
stated that the EC would not start negotiations for membership
until the completion of the Single Market. The main points of the
Commission's observation focused on the discrepancy in the levels
of economic development between Turkey and the EC, the issue of
human rights, shortcomings in social security and the question of
Cyprus. This response was a source of great disappoinment in
Thrkey; because it had been a consistent ally of the West until
then, taken important steps towards democracy and a free-market
economy, EC membership, as Thrkey saw it, was to be its reward.
In its Annual Report 2003/2004, the German Council of Economic
Experts launched a dual income tax as an option for a fundamental
tax reform in Germany. In February 2005, the German government
appointed the Council to prepare a detailed report on economic
effects of a business tax reform, with special emphasis on a dual
income tax. With regard to the latter, conceptual problems of tax
law and of tax administration were to be addressed as well as
possible transitional problems when implementing a dual income tax.
This book presents an English version of the original report
completed in April 2006.
The fate of Berlin's Haus der Statistik (HdS) seemed to have been
decided. Built by a collective of architects in the 1960s to house
the former communist German Democratic Republic's (GDR) office of
statistics at Alexanderplatz, the heart of GDR's capital, it was
meant to be demolished to make way for a new commercial structure.
Yet in September 2015, the Berlin Alliance of Artists' Studios
Under Threat initiated an art intervention at HdS, unfolding a
giant banner covering most of the building's main facade, and the
opening of a new public centre for all manner of social, cultural
purposes in the building was publicly announced. The happening was
essentially symbolic as the demolition of HdS had long since been
approved. Yet within only a few years it turned out to be a
self-fulfilling prophecy. Today, the HdS is a unique pioneering
project collectively defined and steered by a broad coalition of
actors in the interests of collaborative urban development.
STATISTA, one of the art projects that has its base at HdS,
explores how a cooperative urban development guided by common
welfare could work on a long-term perspective. This book offers an
insight into STATISTA and the events in and around HdS since 2015,
aiming also to encourage artists and activists to emulate ideas and
start to their own projects elsewhere. Text in English and German.

format. Hot Questions—Cold Storage takes a fresh look at the
country’s architectural culture of the last 150 years, situating
it in its cultural, social, political, economic, and technical
contexts. Each of the seven chapters is prefaced by one of seven
questions of our present, asking for example about the impact of
financial capitalism on our cities and villages, about how do we
want to live, or about the contribution architecture can make to
our survival on planet earth. These Hot Questions bring to life the
Cold Storage, the silent repository of the collection's holdings.
The book offers a multi-perspective narrative that makes visible
Austria's building history with all the developments, ideologies,
institutions, objects, places, personalities it comprises. The book
also illustrates what the collection of a museum of architecture
can achieve. It is far more than mere flotsam and jetsam of

the museum’s mission to collect.

author has conceived this series as following in the tradition of
the Enlightenment and the Encyclopédie by Denis Diderot and Jean
Baptiste le Rond d’Alembert. Three volumes will be published in
September 2014, and the remaining three in spring 2015. Volume one
deals with a broad definition of architecture in the context of new
media. Volume two is devoted to media-relatÂed innovations in the
area of music—from automatic methods of composition in the music
of Mozart to a theory of molecular music. Volume three addresses
the impact of new media on art and discusses how pictures become
interactive and viewers become part of the work—how reality
replaces representation. The themes of the other three volumes are
literature, polÂitics, and theory in the context of new media.
The seventh edition of Best of Austria, produced by Vienna-based
Architekturzentrum Wien, once again brings together some 170
projects that have won national and international architecture
awards in 2018 and 2019, from public buildings and spaces to
offices, educational facilities, and single-family homes. Each
entry includes full-colour images and a floor plan, section, or
elevation, as well as a brief description of the project. Rounding
out the volume is a critical essay on contemporary Austrian
architecture. All of the country's major architectural prizes are
accounted for in this large and lavishly illustrated volume, making
it a valuable up-to-date survey of contemporary architecture in

The new sixth edition of Best of Austria again offers an impressive
survey of Austria's contemporary architectural culture. It features
some 170 buildings in Austria and designed by Austrian architects
abroad that have been awarded national and international prizes in
2016 and 2017. Each building is documented with colour photographs
and selected plans and a brief descriptive text. Individual
architects and teams, as well as architecture institutions in
Austria are also portrayed. An introductory topical essay provides
an outside perspective and a detailed index of the various prizes
rounds off the book.
What should be done about cultural property confiscated in the
Soviet Occupation Zone and the GDR? This legal appraisal
commissioned by the Deutsches Zentrum Kulturgutverluste (German
Lost Art Foundation) enables public institutions and their funding
providers to assess the legal position of collection items seized
in the Soviet Occupation Zone and the GDR, and identifies legal
options for action. Thomas Finkenauer and Jan Thiessen present a
compendium classifying 13 case groups along with the historical
circumstances of their confiscation and the legal consequences. The
report also serves provenance research through this overview, which
has not been available in such a form before. First legal

Politics and theory in the context of new media are the topics of
volume 5 and 6 that are also in preparation.
Von den ausliindischen Jugendlichen im Alter zwischen 15 und 18
Jahren be fanden sieh Ende 1988 nur 73 198, also rd. 30 % in einer
betrieblichen Ausbil dung. Damit lag die Ausbildungsbeteiligung der
Auslander deutlich unterhalb des vergleichbaren Wertes deutscher
Jugendlicher (ca. 70 %). Die Ausbil dungsbeteiligung der
tiirkischen Jugendlichen war mit 29 % (32430) aber un
terdurchschnittlich ausgepragt. Zwar sind die absoluten Zahlen der
abgeschlossenen Ausbildungsvertrage junger Auslander 1980-1988 von
36796 auf73 198 gestiegen, die Ausbildungs quote selbst erhohte
sich im Vergleiehszeitraum allerdings nur geringfiigig von 19,3 auf
30 % . Die Aussage ist sicherlich gerechtfertigt, daB sich trotz
der weiter steigen den Verweildauer der jungen Auslander in der
Bundesrepublik Deutschland und trotz qualifizierter
Schulabschliisse die berufliche Ausbildungssituation nieht
automatisch der der Deutschen angleicht. Erheblich gesteigert hat
sich allerdings die Inanspruchnahme der Berufsbe ratung. Die Zahl
der ratsuchenden jungen Auslander stieg von etwas iiber 68000 im
Jahre 1986 auf fast 140000 im Jahre 1989. 1m Gegensatz dazu ging
der Trend bei den deutschen Jugendlichen aus demographisch
bedingten Griinden in die entgegengesetzte Richtung. Diese
Entwieklung, die jetzt schon einige Jahre mit unterschiedlich
starker Auspragung anhalt, zeigt noch einmal besonders deutlich,
welche gewichtige Bedeutung die jungen Auslander in der Arbeit der
Berufsberatung derzeit haben und auch weiterhin einnehmen werden."
Als zu Beginn der 60'er Jahre die Vereinbarungen fiber die
Anwerbung ausHmdischer Arbeitnehmer abgeschlossen wurden, etwa mit
den Regie rongen Spaniens, Griechenlands und der TOrkei, ging man
noch davon aus, daB der Aufenthalt der auslandischen Arbeitnehmer
in der Bundesrepublik vorObergehend sein wOrde. Man unterstellte
damals, daB die auslandischen Arbeitnehmer nach einiger Zeit wieder
in ihre Heimatlander zuruckkehren. wOrden. Aus verschiedenen
GrUnden hat diese Einschatzung getrogen. Aus dem anfanglichen
Provisorium wurde ein Zustand von gr6J3erer Dauer; man be gann sich
anzupassen, Anfang der 70'er Jahre setzte ein verstiirkter Nach zug
der Familien ein. Es anderte sich fOr viele auslandische
Arbeitnehmer die Lebensperspektive, es anderten sich das Spar- und
Konsumverhalten. Inzwischen sind Auslander in vielen Bereichen als
Selbstandige tiitig -ein Indiz dafOr, daB diese Menschen ihre
Existenz dauerhaft in der Bundesre publik sehen m6chten. Um ein
etwas genaueres Bild fiber ausHindische Selbstandige in NRW zu
gewinnen, haben wir das Zentrum fOr TOrkeistudien mit einer Untersu
chung fiber auslandische BetriebsgrOndungen in Nordrhein-Westfalen
be auftragt. Die vorliegende Untersuchung befaBt sich mit der
untemehmeri schen Selbstiindigkeit von TOrken, Italienem, Griechen
und Jugoslawen. Dies sind die vier stiirksten Gruppen unter den
insgesamt 1,36 Millionen Auslandem in NRW. 1m Rahmen der
Untersuchung wurden 464 auslandische Untemehmen in
Nordrhein-Westfalen befragt. Die Geschaftstiitigkeit dieser
Selbstiindi gen erstreckt sich auf insgesamt 42 Sektoren. Die
Palette reicht dabei von Lebensmittelgeschaften, Handwerksbetrieben
wie Schneidereien oder Au toreparaturwerkstiitten, fiber
ReisebOros, Restaurants, Buchhandlungen bis zu sogenannten
innovativen Bereichen wir Datenservice-Untemehmen und
computergestfitzte Betriebsberatung."
1861 begannen die offiziellen Beziehungen zwischen Japan und
Preussen, deren Fokus die beiden Metropolen Tokio (damals Edo) und
Berlin bildeten. Deutsche Kaufleute, Lehrer, Wissenschaftler und
Kunstler wurden nach Japan eingeladen, hochrangige japanische
Missionen besuchten Berlin und bedeutende japanische
Wissenschaftler studierten hier nach der Jahrhundertwende. Im Mai
1994 wurde diese lange Beziehung durch die Stadtepartnerschaft
Tokio/Berlin besiegelt. Aus diesem Anlass gibt das
Japanisch-Deutsche Zentrum Berlin ein wissenschaftliches Werk uber
die Geschichte und Perspektiven der Verbindung zwischen beiden
Stadten heraus, in dem zum ersten Mal diese Beziehungen
zusammenfassend dargestellt werden. Teilabschnitte werden
vertiefend beschrieben und Material aus verschiedensten Quellen
prasentiert."
Zehn Jahre ZfT-Mehrthemenbefragung - das sind zehn Jahre Forschung
auf einem Feld, das fur die Integration besonders wichtig ist: die
Lebenswirklichkeit turkeistammiger - wanderinnen und Zuwanderer,
der groessten Einwanderergruppe nicht nur in Nordrhein- Westfalen,
sondern in ganz Deutschland. Ich gratuliere dem Zentrum fur
Turkeistudien sehr herzlich zu diesem Jubilaum. Durchgefuhrt im
Auftrag des Ministeriums fur Generationen, Familie, Frauen und -
tegration, liefern die Befragungen der Wissenschaft, Politik und
OEffentlichkeit Jahr fur Jahr ein differenziertes Bild uber die
Integration der turkeistammigen Zuwanderinnen und - wanderer. Dabei
nehmen sie nicht nur das Zusammenleben der Turkeistammigen unter
die Lupe, sondern untersuchen auch ihre wirtschaftliche und
politische Teilhabe. So machen die Untersuchungen deutlich, auf
welche Faktoren es bei der Gestaltung von Integratio- prozessen
besonders ankommt. Der vorliegende UEbersichtsband fasst die
wichtigsten Untersuchungsergebnisse der vergangenen zehn Jahre
zusammen. Erfolge und Misserfolge der Integration werden auf diese
Weise sichtbar. Es zeigt sich, dass in der Integration
turkeistammiger Zuwanderinnen und Zuwanderer manches erreicht, viel
aber auch nachgeholt werden muss. Das gilt bes- ders fur die
Bildung und die Einbindung in den Arbeitsmarkt. Gerade hier gibt es
nur - ringe Fortschritte. Das wiegt umso mehr, da es sich um zwei
fur die Integration immens wichtige Bereiche handelt. So sank der
Anteil der turkeistammigen Zugewanderten ohne Schulausbildung in
diesen zehn Jahren lediglich um vier Prozent, ausserdem ist der
Anteil der Menschen ohne Berufsausbildung nahezu gleich geblieben.
Die Beteiligung am - beitsmarkt ist sogar rucklaufig.
