This book analyses securitization processes outside of the West, with a focus on Africa. The aim of the volume is to develop an original analytical framework to explain the securitization-neo-patrimonialism dynamics in West Africa, drawing upon insights from securitization theory, sociology and psychology. Among critical voices, securitization has become the gold standard for analysing emerging challenges, such as migration, terrorism, and human security. Yet, despite its broadening agenda, the framework has also been accused of bias, with a Western political context and democratic governance structure at its heart. This book aims to re-conceptualise the framework in a way that suits non-Western contexts better, notably by re-conceptualising the securitization-neopatrimonialism nexus in Africa, which gives us significant new insights into non-Western political contexts. It analyses the securitization processes among the political elites under neo-patrimonial statehood, and further stretches the conceptualisation of securitization into African statehood, which is characterised by a blurred line between the leader and the state. The volume explores the processes of securitizing threats in Liberia, Sierra Leone and wider West Africa, as well as the neo-patrimonial regimes of these states. In doing so, it explores the influence these states' neo-patrimonial regimes have on the processes of threat securitization. This book examines how states justify the domestic use of military force to foreign audiences. By deploying a sociological approach to legitimacy and drawing on conceptual tools which deal directly with the dynamics of justification, it offers a novel framework for understanding the politics of international legitimacy and domestic armed action. The framework is grounded in detailed qualitative analyses of civil wars in Sri Lanka (2006-2009), and Aceh, Indonesia (2003-2005). The book shows that the meaning of legitimacy in a particular context does not flow directly from a menu of relevant rules, norms and ideas. Rather, legitimacy is always politically contested. When states justify fighting at home, the success of their claims is determined by their capacity to appeal to rules and norms but also to frame their action in ways that their audiences find compelling. Therefore, the framework offered in this book draws attention to the crucial but largely neglected role of audiences in the constitution of legitimacy. This book will be of interest to students of security studies, law, human rights and international relations.

This book develops a constitutional theory of international organization to explain the legitimation of supranational organizations. Supranational organizations play a key role in contemporary global governance, but recent events like Brexit and the threat by South Africa to withdraw from the International Criminal Court suggest that their legitimacy continues to generate contentious debates in many countries. Rethinking international organization as a constitutional problem, Oates argues that it is the representation of the constituent power of a constitutional order, that is, the collective subject in whose name authority is wielded, which explains the legitimation of supranational authority. Domingo explores the potential of cyber capabilities for small states in the Asia-Pacific, the most active region for cyber conflict. He develops a systematic explanation for why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities. Studies on cyber conflict and strategy have substantially increased in the past decade but most have focused on the cyber operations of powerful states. This book moves away from the prominence of powerful states and explores the potential of cyber capabilities for small states in the Asia-Pacific, the most active region for cyber conflict. It develops a systematic explanation of why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities despite its obscure strategic value. The book argues that the distribution of power in the region and a "technology-oriented" strategic culture are two necessary conditions that influence the development of cyber capabilities in small states. Following this argument, the book draws on neoclassical realism as a theoretical framework to account for the interaction between these two conditions. The book also pursues three secondary objectives. First, it aims to determine the constraints and incentives that affect the utilization of cyber capabilities as foreign policy instruments. This book investigates the challenges related to civil-military cooperation (CIMIC) and offers a new perspective by examining the social role of NATO CIMIC soldiers. The intertwining of the civilian and military spheres has become a significant part of the contemporary security environment. However, the relationship between the military and civilian actors is often troubled, filled with misunderstandings and rivalry. In their duty to provide a link between the military and diverse civilian environment, soldiers involved in CIMIC are exposed to varied, often-conflicted expectations that make up their social role and put stress on their performance and the effectiveness of CIMIC. By drawing on analysis of NATO CIMIC documents and a series of interviews with CIMIC soldiers, the author is able to, first, identify the elements of the CIMIC role and, second, diagnose the inherent role conflict and describe methods of dealing with it. Looking at civil-military cooperation through this lens reveals new layers of challenges that impact its effectiveness and a better way to understand the complexity of civil-military interaction. This book investigates why Chile suddenly confronted a violent social revolt in October 2019, after almost thirty years of political stability, during which time the country was broadly regarded as Latin America's most successful nation. Since democratic restoration in 1990, Chile's relatively high levels of political stability, increasing prosperity and social modernisation have stood out in a region shaken by political convulsion and economic malaise. In early October 2019, President Sebastian Pinera confidently claimed that Chile represented a true 'oasis' of political stability and economic vitality in Latin America. However, just weeks later, the announcement of a small increase in the price of Santiago's underground transport system unleashed an unprecedented wave of violent anti-government protests in the country, with protestors ultimately demanding Pinera's resignation and the end of neoliberalism and the 1980 Constitution, among many other demands. This book analyses the causes of Chile's socio-political upheaval, arguing that the fast social and economic modernisation produced by the neoliberal system led to a series of destabilising socio-political processes in the country. At a time when much analysis of the October uprising tends to be superficial or polarised on ideological grounds, this book provides a much-needed sociological and institutional analysis of the crisis. This book analyses collective punishment in the context of human rights law. Collective punishment is a concept deriving from the law of armed conflict. It describes the punishment of a group for an act allegedly committed by one of its members and is prohibited in times of armed conflict. Although the imposition of collective punishment has been witnessed in situations outside armed conflict as well, human rights instruments do not explicitly address collective punishment. Consequently, there is a genuine gap in the protection of affected groups in situations outside of or short of armed conflict. Supported by two case studies on collective punishment in the Occupied Palestinian Territories and in Chechnya, the book examines potential options to close this gap in human rights law in a way contributing to the empowerment of affected groups. This analysis centres on the European Convention on Human Rights due to its relevance to the situation in Chechnya. By questioning whether human rights instruments can encompass a prohibition of collective punishment, the book contributes to the broader academic debate on rights held by collectivities in general and on collective human rights in particular.
