It develops a systematic explanation of why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities despite its obscure strategic value. The book argues that the distribution of power in the region and a "technology-oriented" strategic culture are two necessary conditions that influence the development of cyber capabilities in small states. Following this argument, the book draws on neoclassical realism as a theoretical framework to account for the interaction between these two conditions. This book investigates the challenges related to civil-military cooperation (CIMIC) and offers a new perspective by examining the social role of NATO CIMIC soldiers. The intertwining of the civilian and military spheres has become a significant part of the contemporary security environment. However, the relationship between the military and civilian actors is often troubled, filled with misunderstandings and rivalry. In their duty to provide a link between the military and diverse civilian environment, soldiers involved in CIMIC are exposed to varied, often-conflicted expectations that make up their social role and put stress on their performance and the effectiveness of CIMIC. By drawing on analysis of NATO CIMIC documents and a series of interviews with CIMIC soldiers, the author is able to, first, identify the elements of the CIMIC role and, second, diagnose the inherent role conflict and describe methods of dealing with it. Looking at civil-military cooperation through this lens reveals new layers of challenges that impact its effectiveness and a better way to understand the complexity of civil-military interaction. This book critiques the dominant physical and biological interpretation of the Genocide Convention and argues that the idea of "culture" is central to properly understanding the crime of genocide. Using Raphael Lemkin's personal papers, archival materials from the State Department and the UN, as well as the mid-century secondary literature, it situates the convention in the longstanding debate between Enlightenment notions of universality and individualism, and Romantic notions of particularism and holism. The author conducts a thorough review of the treaty and its preparatory work to show that the drafters brought strong culturalist ideas to the debate and that Lemkin's ideas were held widely in the immediate postwar period. Reconstructing the mid-century conversation on genocide and situating it in the much broader mid-century discourse on justice and society he demonstrates that culture is not a distraction to be read out of the Genocide Convention; it is the very reason it exists. This volume poses a forceful challenge to the materialist interpretation and calls into question decades of international case law. This is the first scholarly study of soldiers and guerrillas demobilized after the civil war in Mozambique (1979-1992). Based on extensive field-work with former combatants from both sides of the civil war in Mozambique and the communities in which they have settled, this takes a critical and empirical look at prevailing stereotypes about this extremely influential, yet poorly researched, social group in war-torn societies throughout Africa and worldwide. Jessica Schafer advances a wholesale re-evaluation of their roles and impact on post-war society. Combatants are "humanized" by examining, rather than assuming, the way war experiences shaped them both as social beings and as political actors. Schafer presents evidence of striking similarities between the social and political discourses of veterans from a wide range of war and post-war contexts, and makes a strong case for a comparative approach to studying veterans rather than the "new war" theories that have become popular in recent scholarly and media analyses.

Around the world in the twentieth century, political violence in emerging states gave rise to different kinds of silence within their societies. This book explores the histories of these silences, how they were made, maintained, evaded, and transformed. This book gives a comprehensive view of the ongoing evolutions and multiple faces of silence as a common strand in the struggles of state-building. It begins with chapters that examine the construction of "regimes of silence" as an act of power, and it continues through explorations of the ambiguous limits of speech within communities marked by this violence. It highlights national and transnational attempts to combat state silences, before concluding with a series of considerations of how these regimes of silence continue to be extrapolated in the gaps of records and written history. This volume explores histories of the composed silences of political violence across the emerging states of the late twentieth century, not solely as a present concern of aftermath or retrospection but as a diachronic social and political dimension of violence itself. Has European integration helped to build peace in Europe and its neighbourhood? The collection thus offers a kaleidoscopic view of border politics and conflict that zooms in and out of the EU frontiers and their geopolitics of peacebuilding, security and cooperation. This book analyses the current legal framework seeking to protect cultural heritage during armed conflict and discusses proposed and emerging paradigms for its better protection. Cultural heritage has always been a victim of conflict, with monuments and artefacts frequently destroyed as collateral damage in wars throughout history. In addition, works of art have been viewed as booty by victors and stolen in the aftermath of conflict. However, deliberate destruction of cultural sites and items has also occurred, and the Intentional destruction of cultural heritage has been a hallmark of recent conflicts in the Middle East and North Africa, where we have witnessed unprecedented, systematic attacks on culture as a weapon of war. In Iraq, Syria, Libya, Yemen, and Mali, extremist groups such as ISIS and Ansar Dine have committed numerous acts of iconoclasm, deliberately destroying heritage sites, and looting valuable artefacts symbolic of minority cultures. This study explores how the international law framework can be fully utilised in order to tackle the destruction of cultural heritage, and analyses various paradigms which have recently been suggested for its better protection, including the Responsibility to Protect paradigm and the peace and security paradigm. This volume will be an essential resource for scholars and practitioners in the areas of public international law, especially international humanitarian law and cultural heritage law.

Necrogeopolitics: On Death and Death-Making in International Relations brings together a diverse array of critical IR scholars, political theorists, critical security studies researchers, and critical geographers to provide a series of interventions on the topic of death and death-making in global politics. Contrary to most existing scholarship, this volume does not place the emphasis on traditional sources or large-scale configurations of power/force leading to death in IR. This book rigorously documents and explains the genocide perpetrated by the Guatemalan state against indigenous Maya populations within the context of its counterinsurgency campaign against leftist guerrillas between 1981 and 1983. In doing so it brings to light a genocide that has remained largely invisible within both academic disciplines and the practitioner sphere. In May 2013, former de facto president of Guatemala, General Efrain Rios Montt, was for ten days indicted for genocide and crimes against humanity within Guatemala's domestic courts. Based upon over a decade of ethnographic research, including in survivors' communities in Guatemala, this book documents the historical processes shaping the genocide by analysing the evolution of both counterinsurgent and insurgent violence and strategy, focusing above all on its impact upon the civilian population. The research clearly evidences the impact of political violence upon non-combatants; how military and insurgent strategies gradually implicate civilians in conflict and the strategies civilians may adopt in order to survive them. Convincingly framed within key theoretical scholarship from genocide studies and comparative politics it speaks to a broad audience beyond Latin Americanists.

This book investigates why Chile suddenly confronted a violent social revolt in October 2019, after almost thirty years of political stability, during which time the country was broadly regarded as Latin America's most successful nation. Since democratic restoration in 1990, Chile's relatively high levels of political stability, increasing prosperity and social modernisation have stood out in a region shaken by political convulsion and economic malaise. In early October 2019, President Sebastian Pinera confidently claimed that Chile represented a true 'oasis' of political stability and economic vitality in Latin America. However, just weeks later, the announcement of a small increase in the price of Santiago's underground transport system unleashed an unprecedented wave of violent anti-government protests in the country, with protestors ultimately demanding Pinera's resignation and the end of neoliberalism and the 1980 Constitution, among many other demands. This book analyses the causes of Chile's socio-political upheaval, arguing that the fast social and economic modernisation produced by the neoliberal system led to a series of destabilising socio-political processes in the country. At a time when much analysis of the October uprising tends to be superficial or polarised on ideological grounds, this book provides a much-needed sociological and institutional analysis of the crisis. 'War is a man's game,' or so goes the saying. Whether this is true or not, patriarchal capitalism is certainly one of the driving forces behind war in the modern era. So can we end war with feminism? This book argues that this is possible, and is in fact already happening. This book examines the role of social process and routinised violence in the use of underaged soldiers in the country now known as South Sudan during the twenty-one-year civil war between Sudan's northern and southern regions. Drawing on accounts of South Sudanese who as children and teenagers were part of the Red Army-the youth wing of the Sudan People's Liberation Army (SPLA)-the book sheds light on the organised nature of the exploitation of children and youth by senior adult figures within the movement. The book also includes interviews with several of the original Red Army commanders, all of whom went on to hold senior positions within the military and government of South Sudan. The author chronicles the cultural transformation experienced by members of the Red Army and considers whether an analysis of the processes involved in what was then Africa's longest civil war can aid our understanding of South Sudan's more recent descent into ethnicised conflict. As such, it will appeal to scholars of sociology, anthropology, and political science with interests in ethnography, conflict, and the military exploitation of children.
