Genocide and Victimology examines genocide in its diverse features, from different yet connected perspectives, to offer an interdisciplinary, victimological imagination of genocide. It will include in its exploration critical and cultural victimologies and criminologies of genocide, accompanied by, and recognising, the rich scholarship on genocide in the fields of religion and history, theatre studies and photography, philosophy and existentialism, post-colonialism, and ethnography and biography. What happens when the international community simultaneously pursues peace and justice in response to ongoing conflicts? What are the effects of interventions by the International Criminal Court (ICC) on the wars in which the institution intervenes? Is holding perpetrators of mass atrocities accountable a help or hindrance to conflict resolution? This book offers an in-depth examination of the effects of interventions by the ICC on peace, justice and conflict processes. The 'peace versus justice' debate, wherein it is argued that the ICC has either positive or negative effects on 'peace', has spawned in response to the Court's propensity to intervene in conflicts as they still rage. This book is a response to, and a critical engagement with, this debate. Building on theoretical and analytical insights from the fields of conflict and peace studies, conflict resolution, and negotiation theory, the book develops a novel analytical framework to study the Court's effects on peace, justice, and conflict processes. This framework is applied to two cases: Libya and northern Uganda. Drawing on extensive fieldwork, the core of the book examines the empirical effects of the ICC on each case. The book also examines why the ICC has the effects that it does, delineating the relationship between the interests of states that refer situations to the Court and the ICC's institutional interests, arguing that the negotiation of these interests determines which side of a conflict the ICC targets and thus its effects on peace, justice, and conflict processes. While the effects of the ICC's interventions are ultimately and inevitably mixed, the book makes a unique contribution to the empirical record on ICC interventions and presents a novel and sophisticated means of studying, analyzing, and understanding the effects of the Court's interventions in Libya, northern Uganda - and beyond.

Humanitarians operate on the frontlines of today's armed conflicts, where they regularly negotiate to provide assistance and to protect vulnerable civilians. This book explores this unique and under-researched field of humanitarian negotiation. It details the challenges faced by humanitarians negotiating with armed groups in Yemen, Myanmar, and elsewhere, arguing that humanitarians typically negotiate from a position of weakness. It also explores some of the tactics and strategies they use to overcome this power asymmetry to reach more favorable agreements. The author applies these findings to broader negotiation scholarship and investigates the implications of this research for the field and practice of humanitarianism. This book also demonstrates how non-state actors - both humanitarians and armed groups - have become increasingly potent diplomatic actors. It challenges traditional state-centric approaches to diplomacy and argues that non-state actors constitute an increasingly crucial vector through which international relations are replicated and reconstituted during contemporary armed conflict. Only by accepting these changes to the nature of diplomacy itself can the causes, symptoms, and solutions to armed conflict be better managed. This book will be of interest to scholars concerned with conflict resolution, negotiation, and mediation, as well as to humanitarian practitioners themselves.

Why does an armed group adopt not only one measure but also combine multiple strategies in its mobilization efforts? This book argues that, given a difference in a group's influence between the stronghold and contested areas, it will adopt varying mobilization strategies that range from involuntary to voluntary recruitment. When the group attempts to collect combatants in the stronghold, it can use coercion as a means of mobilization. Within contested areas, in contrast, the group seeks to recruit dedicated participants whose interests coincide with the groups' long-term goals.

From late 2006 through 2008, Olmert engaged in some three dozen negotiations with Palestinian leader Mahmoud Abbas. The talks, Olmert says, came "within a hair's breadth" of reaching a comprehensive peace deal. At the same time, Olmert was fighting allegations that he had illegally accepted large sums of money from a well-connected American businessman. Recognition is often considered a means to de-escalate conflicts and promote peaceful social interactions. This volume explores the forms that social recognition and its withholding may take in asymmetric armed conflicts, examining the risks and opportunities that arise when local, state, and transnational actors recognise, misrecognise, or deny recognition of armed non-state actors. By studying key asymmetric conflicts through the prism of recognition, it offers an innovative perspective on the interactions between armed non-state actors and state actors. In what contexts does granting recognition to armed non-state actors foster conflict transformation? What happens when governments withhold recognition or label armed non-state actors in ways they perceive as misrecognition? The Responsibility to Protect (R2P) principle is the international community's major response to the problem of genocide and mass atrocities - a problem seen in Bosnia, Rwanda and more recently in Syria. This book argues that although it is far from perfect R2P offers the best chance we have of building an international community that works to prevent these crimes and protect vulnerable populations. Military robots and other, potentially autonomous robotic systems such as unmanned combat air vehicles (UCAVs) and unmanned ground vehicles (UGVs) could soon be introduced to the battlefield. Look further into the future and we may see autonomous micro- and nanorobots armed and deployed in swarms of thousands or even millions. This growing automation of warfare may come to represent a major discontinuity in the history of warfare: humans will first be removed from the battlefield and may one day even be largely excluded from the decision cycle in future high-tech and high-speed robotic warfare. Although the current technological issues will no doubt be overcome, the greatest obstacles to automated weapons on the battlefield are likely to be legal and ethical concerns. This book explores the ethical implications of using armed contractors, taking a consequentialist approach to this multidisciplinary debate. While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns. A critical assessment of the ethical dimensions of military privatization in general is missing. More specifically, in light of the increased reliance upon armed contractors, it must be asked whether it is morally permissible for governments to employ them at all. To this end, this book explores four areas that highlight the ethical implications of using armed contractors: how armed contractors are distinct from soldiers and mercenaries; the commodification of force; the belligerent equality of combatants; and the impact of armed contractors on the professional military. While some take an absolutist position, wanting to bar the use of private military altogether, this book reveals how these absolutist arguments are problematic and highlights that there are circumstances where turning to private force may be the only option. Recognising that outsourcing force will continue, this book thus proposes some changes to account for the problems of commodification, belligerent equality, and the challenge to the military profession. While liberal-democratic states like America, Britain and Australia claim to value freedom of expression and the right to dissent, they have always actually criminalized dissent. This disposition has worsened since 9/11 and the 2008 Great Recession. This ground-breaking study shows that just as dissent involves far more than protest marches, so too liberal-democratic states have expanded the criminalization of dissent. Drawing on political and social theorists like Arendt, Bourdieu and Isin, the book offers a new way of thinking about politics, dissent and its criminalization relationally. Across a rich terrain of empirical and theoretical trajectories, the concept of military masculinity (now understood in its plural as military masculinities) has been a significant conceptual tool in both feminist international relations (IR) and in critical men and masculinities studies scholarship. The concept has helped us to unpack the relationships between gender, war, and militarism, including how military standards function in the production of wider normative, hegemonic manliness. As such, military masculinities has been a rewarding tool for many scholars who take a critical approach to the study of war and the military. This edited volume advances an emerging curiosity within accounts of military masculinities. This curiosity concerns the silences within, and disruptions to, our well-established and perhaps-too-comfortable understandings of, and empirical focal points for, military masculinities, gender, and war.
