This book challenges the dominant narrative of young people being a uniquely violent group. Instead, the book critically examines how young people become violent as they enact and resist the available violent performativities in youth. It focuses on the experiences of 28 young people in Australia who are subjected to violence, who use violence and who resist violence. A critical analysis of these young people's "messy" stories facilitates a reframing of the physical violence routinely attributed to young people as a product of violating systems and structures. The author constructs a converging theoretical landscape to re-examine youth, violence and resistance at the intersection of the sociology of violence and the sociology of youth. Drawing on interviews with young Australians, the book makes a valuable contribution to contemporary international scholarship on youth and violence, while also examining the potential for complicity to violence in youth research and practice. In doing so it offers youth scholars and practitioners a framework for reassessing their theoretical frameworks and methods for studying and working with young people in connection with violence.
Following Frederick Jackson Turner's lead, most economic historians assume the West and its people were shaped by economic determinism. This study proposes a different path. The federal government, Malone claims, opened the frontier before waves of settlers arrived by constructing a network of roads and making improvements to rivers and harbors. The book begins by analyzing federal transportation expenditures from 1800 to 1860 and then moves on to look at early federal improvement programs and their effects on determining the direction of settlement in the New West. Settlement in the New West states—Arkansas, Michigan, Wisconsin, Iowa, and Minnesota—accelerated after the government's projects were constructed. The tracking of internal improvement expenditures in sparsely settled regions shows the federal government had a significant role in initiating growth prior to the more widely acknowledged railroad developments after mid-century.
Social Policy, Welfare State, and Civil Society in Sweden I-II gives a comprehensive account of the global invention of the welfare state, from the far north of the West to the global East and Southeast, and from its social policy origins to the most recent challenges from civil society. This first volume includes four essays, by now minor classics in welfare state literature. "Before Social Democracy: The Early Formation of a Social Policy Discourse in Sweden" set the stage for a research current that shifted from state welfare to welfare mix and civil society. "Working Class Power and the 1946 Pension Reform in Sweden" examined a key thesis in Peter Baldwin's seminal work The Politics of Social Solidarity, and led to a lively polemic among social historians. The third text was first published (as "Sweden") in volume 1 of Peter Flora's magnum opus Growth to Limits: The Western European Welfare States Since World War II. The final essay, "The Dialectics of Decentralization and Privatization," is a path-breaking study of the Swedish welfare state's reconstruction in the 1980s. The second volume covers the period since 1988 - "the lost world of social democracy" - and recent changes in comparative welfare state research and the Nordic Model. This work is an updated and enlarged edition in two volumes of Sven Hort's well-known and wide-ranging dissertation Social Policy and Welfare State in Sweden, published under the author's birth name Sven E. Olsson in 1990. This first volume contains the original four essays of the first edition. As the United States banking system enters the 1990s, the industry and its regulators face a crisis of major proportions. Successive problems have plagued various lending markets, bank failure rates have increased, and traditional regulatory techniques of risk control have proved unsuccessful. In this work, Helen A. Garten examines the current crisis in bank regulation and the regulatory response. In addition, she provides a series of recommendations for reforming the system so that regulatory failure will not occur again. Garten begins her study with a strategic view of bank regulation as a response to financial crises in the banking business. Just as the bank failures of the 1930s led to a radical shift in bank regulatory technique, recent competitive pressures and technological innovations that have lessened the profitability of the deposit-lending business are leading to a shift in regulatory strategy today. Although some deregulation has taken place, Garten contends that more significant changes are occurring in the regulation that remains. Regulators are experimenting with a new approach to risk control that will create economic incentives for banks to adopt more successful investment strategies. Garten compares these new regulatory initiatives to the disciplinary techniques of the typical corporate equityholder and shows how they differ from the debtholder's techniques of traditional post-Depression bank regulation. She concludes that the new regulatory strategy may not be enough to help the banking industry emerge from its current difficulties. This work will be an essential resource for lawyers and bankers involved with regulatory policy, as well as for economists and scholars of finance and administrative law.
Kessler shows how political considerations distorted the liberalization process in Mexico, leading to inconsistent and unsustainable patterns of financial policy. Although market reform is promoted in developing countries to improve economic efficiency and stimulate growth, in Mexico financial liberalization provided rent-seeking opportunities for privileged groups and increased the states' ability to finance politically inspired obligations. The research examines four periods: the populist administrations of Echeverria and Lopez Portillo, during which the foundations of modern financial markets were paradoxically laid; the debt-crisis years of de la Madrid, who reversed his party's political strategy by favoring the business class with financial opportunities; the economic transformation undertaken by Carlos Salinas, who mixed genuine reform with destabilizing anti-market measures; and the political watershed of the Zedillo administration, whose unpopular bank rescue gave opposition parties unprecedented power within Mexico's policy making process. Kessler also provides a comparison of financial collapse in two other emerging markets, South Korea and Russia, and examines the political roots of crisis in both countries. He concludes by suggesting how greater attention to questions of power, social organization, and challenges to state authority can help the policy-making community avoid giving well-meaning advice that is unlikely to be implemented in a sustainable way.

This is the first book that examines healthy human relationships in post-apartheid South Africa. In contemporary South Africa, human relationships are under considerable threat. Despite the 1994 commitment to an inclusive and human-rights-based democracy, human relationships remain strained. Bearing in mind South Africa's tortuous and divisive past, this book brings to light many issues, prospects and challenges with regard to the promotion of healthy human relationships after apartheid ended. Social work and social development perspectives are central to the issues that are raised in this volume. The profession of social work has always championed the centrality of human relationships, being less interested in the internal functioning of people and more interested in their interpersonal functioning within broader structures and forces, including social justice, building people's strengths and capabilities, anti-discrimination, diversity and empowerment. This edited book is based on select papers presented at a social work conference in 2019 that was co-hosted by the Department of Social Development at the University of Cape Town and the Association of South African Social Work Education Institutions. This book challenges the view that there was a smooth and inevitable progression towards liberalism in early nineteenth-century England. It examines the argument used by the high Whigs that the landed aristocracy still had a positive contribution to make to the welfare of the people. This argument came under scrutiny as the laissez-faire state met with serious criticism in the 1830s and 1840s, when the majority of people proved unwilling to accept the `compromise' forged between the middle classes and other sections of the landed elite, and mass movements for political and social reform proliferated. The Whigs' readiness to embrace these pressures kept them in power for sixteen of the twenty-two years between 1830 and 1852, and allowed them to serve as the midwives of the `Victorian origins of the welfare state'. Drawing on a rich variety of original sources, including many country house archives, Peter Mandler paints a vivid composite picture of the high aristocracy at the peak of its wealth and power, and provides a provocative and original analysis of how their rejection of middle-class manners helped them to govern Britain in two troubled decades of social unrest.
The economic relationship between the U.S. and China during the 1940s has long been neglected, with few scholarly works focusing on the period. This era was overshadowed by the political and diplomatic changes during and after the failure of the Nationalists in 1949. Without a close and insightful look into the reconstruction of China with American involvement during the late 1940s, one cannot identify the problems which led to the Nationalists' failure, nor can one answer the questions dealing with the impact of American economic policy toward China during that time.
This book is a collection of policy briefs produced from research presented at the 16th Conference on Urban Health in Xiamen, China, November 4-8, 2019, under the theme "People Oriented Urbanisation: Transforming Cities for Health and Well-Being", co-organized by the Urban Health and Wellbeing (UHWB) programme of the International Science Council (ISC). The UHWB programme takes an interdisciplinary, cross-sectoral and systemic view on issues of health and wellbeing in cities which include the urban economy and finance systems, education, employment, mobility and transport, food, energy and water resources, access to public services, urban planning, public spaces and urban green, as well as social inclusion. Contributions to this book have been made by scientists from multidisciplinary research fields. The policy briefs in this book present the background and context of an urban health issue, research findings and recommendations for policy/decision-makers and action-takers. In some cases, they inform about relevant events and developments from the science community or important opinion pieces which address health emergencies, like the current COVID-19 pandemic. The book is intended for citizens and political decision-makers, who are interested in systems perspectives on urban health and wellbeing, examples of how to deal with the increasing complexity of cities and the accompanying environmental and social impacts of increasing urbanization. Furthermore, it hopes to inspire decision-makers to facilitate finding solutions, in order to reach the goal of advancing global urban health and wellbeing.
Since the buildup of U.S. armed forces peaked under Reagan in 1987, many changes have occurred in all four services, including reductions in both human and material resources. This study traces these trends and details the government's vision of how the military will look in the year 2015. Changes in the global security environment and pressure to decrease federal spending have resulted in force restructuring, eliminating major units, and displacing military and civilian personnel. Other consequences include base closures and reduced major weapon system inventories. Brasher discusses the implications of these new policies and assesses their current and future impact on American defense capabilities. The media has focussed considerable attention on the downsizing of U.S. forces. It predicted that base closures would have catastrophic effects on local communities, and it warned that women and minorities would see fewer opportunities for advancement within the military. Brasher chronicles the effects of base closures on many communities and determines that original fears were exaggerated. Women and minorities have also fared better than initially anticipated. In fact, especially in terms of relative combat power, the new military is even stronger than it was in 1987.
This book explores the impact on EU member states of intensified European cooperation in the field of vocational education and training. By employing the Varieties of Capitalism approach as an analytical framework, it seeks to bridge diverging views from an innovative standpoint: While many experts argue that EU policies liberalize national training systems in spite of being 'soft law', Varieties of Capitalism argues that these polices do not produce a convergence of national institutions. The book maintains that European instruments such as the European Qualifications Framework and the European Credit System for Vocational Education and Training are indeed biased towards liberal training regimes. On the basis of case studies on Germany, the Netherlands and England, it shows that the initiatives were implemented in line with national training systems. Thus, European soft law does not lead to a convergence of training regimes - or, as the book posits, of welfare states in general.

The European experience suggests that the efforts made to achieve an efficient trade-off between monetary policy and prudential supervision ultimately failed. The severity of the global crisis have pushed central banks to explore innovative tools-within or beyond their statutory constraints-capable of restoring the smooth functioning of the financial cycle, including setting macroprudential policy instruments in the regulatory toolkit. But macroprudential and monetary policies, by sharing multiple transmission channels, may interact-and conflict-with each other. Such conflicts may represent not only an economic challenge in the pursuit of price and financial stability, but also a legal uncertainty characterizing the regulatory developments of the EU macroprudential and monetary frameworks. In analyzing the "legal interaction" between the two frameworks in the EU, this book seeks to provide evidence of the inconsistencies associated with the structural separation of macroprudential and monetary frameworks, shedding light upon the legal instruments that could reconcile any potential policy inconsistency.

Capitalism is criticized as both the cause of, and the main barrier to, effective mitigation of climate change. Yet, from the earliest days of the international negotiations, states have agreed that technological innovation, believed to be a primary strength of capitalism, is crucial to prevention of a dangerous accumulation of atmospheric greenhouse gases. Nations prefer to rely on innovative technologies to reduce emissions than to use regulations to constrain markets and limit social choice. The contributors to this volume show that the strengths of the system that creates ever new consumer products and industrial processes actually prevent the generation of technological innovations that would most effectively mitigate climate change. Through comprehensive research of the US innovation system and how companies respond to its supporting institutions, they demonstrate that liberal capitalism's perceived strengths are also its weaknesses. They also show that current theories of technological innovation are incomplete and suggest the institutional changes needed to generate climate innovations.
This book engages with politics and political discourse that relate to and qualify immigration in Europe. It brings together empirical analysis of immigration both topically and contextually, and interprets such empirical evidence with the use of policy and discursive analyses as methodological tools. Thematically, this volume focuses on how discourse and politics operate in issue areas as varied as immigrant integration and multilevel governance, Roma immigration and their respective securitization, the uses of language in determination of asylum applications, gendered immigrants in informal economy, perceptions of integration by the migrants, economic interests and economic nationalism stimulating immigration choices, ideology and entry policies, and asylum processes and the institutional evolution of immigration systems. These issues are analyzed with empirical evidence investigating the discursive formulation of immigration systems in political contexts such as the Netherlands, France, United Kingdom, Turkey, Switzerland, Scandinavian states, and Finland.

The AWACS debate represents one of the most critical and controversial events in the history of American diplomacy and legislative politics. It locked the Reagan administration and opponents of the AWACS sale in a fierce and pitched battle over American policy in the most economically and strategically vital region in the world: the Middle East. Accordingly, Laham finds there are at least five political lessons to be drawn from the debate. First, contrary to the arguments of its critics in Congress, the pro-Israel lobby does not control American policy in the Middle East. Second, the Senate tends to defer to the authority of the president on matters of foreign policy and national security. Third, while remaining a passive president overall, Reagan was among the most active of chief executives on issues involving the economy and national security. Fourth, given the enormous contribution the AWACS sale made to the vital economic and national security interests of the United States, Reagan's masterful handling of this politically explosive issue provides evidence that he displayed attributes of presidential greatness, but much further study of the other major foreign and domestic policy issues Reagan confronted during his tenure in office will be required before any definitve judgment can be rendered concerning where he stands in the ranking of America's 42 presidents. Fifth, the AWACS debate shows that the United States need not sacrifice its special relationship with Israel in order to forge stronger ties with Saudi Arabia. This analysis will be of particular interest to scholars, students, and policy makers involved with national security issues, presidential politics, interest groups, and Middle East studies.
This book explores local content policies and their role in natural resource management within the realm of energy justice. Based on several country case studies it discusses the role of regional integration for such policies in Sub-Saharan Africa. Energy justice has been widely applied across different aspects of development, but here the principles of justice are specifically integrated with the management and implementation of oil and gas projects. Such an analysis offers novel means of implementing policies in local regions, moving away from a one-size fits all approach that leads to the ineffective transplantation of policies from developed economies to developing Sub-Saharan economies. The book argues that with a regional approach, Sub-Saharan Africa can leverage natural resources, industrial parks, supplier clusters, regional financing mechanisms and regional training facilities which would drive down the costs of production, increase efficiency and integrate the local Sub-Saharan population into the oil and gas industry. This would result in the benefits as well as the environmental concerns and responsibilities intrinsic to these industries, being spread more equally amongst local and none local stakeholders. This book will be a valuable resource for scholars and students as well as policy makers and practitioners in the areas of extractive industry-related disciplines energy governance, and economic development in Africa.
Institutions and Incentives in Regulatory Science explores fundamental problems with regulatory science in the environmental and natural resource law field. Each chapter covers a variety of natural resource and regulatory areas, ranging from climate change to endangered species protection and traditional health-based environmental regulation. Regulatory laws and institutions themselves strongly influence the direction of scientific research by creating a system of rewards and penalties for science. As a consequence, regulatory laws or institutions that are designed naively end up incentivizing scientists to generate and then publish only those results that further the substantive regulatory goals preferred by the scientists. By relying so heavily on science to dictate policy, regulatory laws and institutions encourage scientists to use their assessment of the state of the science to further their own preferred scientific and regulatory policy agendas. Additionally, many environmental and natural resource regulatory agencies have been instructed by legislatures to rely heavily upon science in their rulemaking. In areas of rapidly evolving science, regulatory agencies are inevitably looking for scientific consensus prematurely, before the scientific process has worked through competing hypotheses and evidence. The contributors in this volume address how institutions for regulatory science should be designed in light of the inevitable misfit between the political or legal demand for regulatory action and the actual state of evolving scientific knowledge. |
